The City Commission of the City of Sanford, Florida met in regular session at the City
Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on June 9, 1958.

The meeting was called to order by the Chairman.
The first order of business being a public hearing to consider rezoning the property as
proposed and described in the following legal "Notice" published in the Sar~brd Herald on May
21, 1958:
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGE AND AMENDMENT IN
CERTAIN DISTRICT AND BOUNDARY OF THE ZONING ORDINANCE OF T HE
CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held in the Commission Room at the
City Hall in the City of Banford, Florida, at 8:00 o'clock P. M. June 9, 1958, to consider the
following change and amendment to the Zoning Ordinance of the City of Banford, Florida:
The Property zoned in District R-1 (Single-Family)
located on the East side of Elm Avenue between 12th
& 13th Streets is~proposed to be changed to C-2
(Commercial-Industrial) District. Said property
being more particularly described as Lots 8, 9 and
lC, Block 14 Tier 6, E. R. Trafford's Map.
All parties in interest and citizens shall have an opportunity to be heard at said
hearing.
By order of the City Commission of the City of Sanford, Florida, th_is 20th day of May
1958.

The Chairman then announced that the Commission would be glad to hear from anyone in favo~
of, or against rezoning the property as proposed and described in the foregoing notice.
There being no objections registered, Commissioner Brown moved that the property
described be rezoned as advertised. Seconded by Commissioner Gatchel am~ carried.
A. H. Gaede, President of the Banford Gas Company, next appeared to discuss, a letter he
submitted outlining his objections and suggested substitutions to the proposed gas franchise
as presented by the City.
After discussion, the City Attorney was authorized to amend the proposed franchise to
embody some of the suggested cha~es as approved by the commission and to submit same to Mr.
Gaede for his consideration.
Pursuant to action at last meeting, moved by Commisslc~er Gatchel, seconded by Commissioner
Higginbotham and carried authorizing the Mayor execute a deed to Myron Reck to Lot 4, Blk ~1,
Ban Carlos Subdivision for the consideration of $6,000.00.
The City Manager was next authorized to start demolition of the Yacht Olub Building
on July 1, 1958.
Commissioner Higginbotham next introduced Resolution No. 910, and after being read in
full, moved its passage and adoption. Seconded by CommisSioner Gatchel and carried by the
following vote of the Commission:

Said Resolution No. 910 being in words~and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SA.NFORD, FLORIDA
RECOMMENDING TO THE CITIZENS' OF' THE CITY ~ SANFORD, FLORIDA 0P-
POSITION TO THE PROPOSED CONSTITUTIONAL REVISION.
WHEREAS, the City Commission of the. City of Sanford, Florida has reviewed the proposed
revision of the Constitution of the State of Florida which will be submitted to the voters at
the next general election, and
WHEREAS, the City Commission of the City of Sanford, Florida is of the opinion that
said revision willadversely affe~ municipalities and their operation to the degree that the
general public will suffer, and that it is definitely to the best advantage of the citizens
of the City of SanfOrd to oppose said re'vision.
NOW THEREFORE BE IT R,~SO~CED by ~he City Commission of the Clty of Sanford, FlOrida
that said constitutional revision be and the same is hereby opposed, and that the citizens of
the City of Sanford are requested to exercise their ballot against said revision.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City Com-
mission and copies thereof delivered to the local press.

AN ORDINANCE DECLARING THE POLICY AND PURPOSE OF THE CITY OF
SANFORD TO EXTEhrD TO EMPLOYEES AND OFFICIALS OF SAID CITY IN
THE POSITION OF POLICEMEN, AND NOT EXCLUDED BY LAW, NOR HERE-
INAFTER EXCEPTED THE BENEFITS OF THE SYSTEM OF FEDERAL OLD AGE
AND SU~..~I~RS INSURANCE, AS AUTHORIZED BY THE FEDERAL SOCIAL SECURITY
ACT, AND AMENDMENTS THERETO, UPON THE BASIS OF APPLICABLE STATE AND
FEDERAL LAWS OR REGULATIONS; AUTHORIZING AND DIRECTING THE MAYOR
~TO EXECUTE AGREEMENTS AND AMENDMENTS THERETO WITH THE STATE AGENCY
AUTHORIZED TO ENTER INTO SUCH AGREEMENTS, SUBJECT TO EMPLOYEE
REFERENDUM, FOR COVERAGE OF S AID EMPLOYEES AND OFEICIALS, AND TO

The City ~anager next submiSted the following tabulation of bids which were opened
publicly at 2:00 P. M., June 5, 1958, for furnishing the following equipment in accordance
.with the specifications in the invitation for bids published in the Sar~ ord Herald on May 22,
1958.

Bob Miller who is in charge of maintenance of the City's radio equipmen~t next appeared
and stated that the bids from all three manufacturers met the specifications as advertised. He
further stated that as a result of ~he.favorable expe~rience of the City Police Department wh.~h
now has RCA equipment, that he would recommend the purchase of RCA equipment.
Fire Chief Cleveland next appeared and reported that the City Fire Department has re-
ceived very good service from the use of Motorola radio equipment, and further that i~ was his
belief that 70% of ~he fire departments used Motorola Equipment.
The City Manager pointed ou~ that the Federal Government, under the Civil Defense Pro-
gram, would par~icipate only on 50% of the low bid of $9,318.00, that bid on Motorola equipment.
Mayor Warner expressed ~hat from his experience with aircraft radio he favored using
RCA equipment and t ha~ the difference in price would be compensated by having less repair and
less off-the-air time.
Commissioner Wilson s~a~ed that since the Motorola equipment met the specifications
.that their low bid should be accepted.
After further discussion, ~ommission..em'r Higginbotham moved':, the acceptance of the bid of
Radio Corporation of America to furnish the aforementloned.~_~.equipment in the amount of
$12,206.00, and to accept their bid of $2,602.00 for the uwed equipment that is to be replaced.
Secorded by Commissioner Gatchel and carried over~ the dissenting ~o~e of Commissioner Wilson.

Request next submitted to in, all three street lights at the following locations:
9th Street and Orange Avenue
9th Street and Willow Avenue
9th Street and Bay Avenue
On motion of Commissioner Higglnbotha~, second ed by Commissioner Brown and carried,
installation of same was authorized upon recommendation of the City Manager.
On recommendation of t he City Manager, moved by Commissioner Higginbotham seconded by
Commissioner Brown and carried, to cancel the installation of mixer and potato peeler in~he
kitchen of the Civic Center, affecting a saving of approximately $1,100.00.
After consideration, moved by Commissioner Higginbotham, seconded by CommisSioner
Wilson and carried to purchase furnishing and household equipment in the amount of $1,359.00'
for the new fire station and authorized a transfer for this ai?the $1,100.00 which was set up
for the Civic Cent er kitchen equipment previously cancelled and the difference to be trans-
ferred from the Contingency Fund.
After consideration, moved by Commissioner Brown, seconded by Commimioner Higginbotham
and carried, to authorize insurance coverage on the Civic Center with premiums as follows:

Glass 575.46
Aircraft 53.09
Fire $16.00
Total $ 1,599.67
After discussion, moved by Commissioner Wilson to authorize installation of a fence
around the Goldsboro Swimming Pool and to transfer $883.00 from the Contingency Fund to provide
for same. Seconded by Commissioner Brown and carried. '
Reports were next reeeived of house ~Zrailers being used as living accommodations in
non-compliance with governing ordinances, and after consideration the City Manager and Police
Captain were directed to investigate same and enforce regulations pertaining thereto.
On motion of Commissioner Wilson, seconded by Commissioner Gatchel and carried, current
invoices and payrolls ne×t approved, as evidenced by General Fund Sanford Atlantic National
Bank Vouchers Nos. 2738 thru 2871, General Fund Florida State Ba~k Vouchers No. 1846 thru 1887

The City Manager reported that the San Marcus Avenue paving would not be extended be-

yond 338/south ~f Fourth Street, due to the abutting property owners m6~!,~ishing to participate
in the costs of paving.
