The City Commission of the City of Sanford, Florida met in regular session at the
City Hall in the City of Sanford, Florida at 8:00 o'Clock P. M. on June 23, 1958.

The meeting was called to order by the Ehairman.
The first order of business being a Public Hearing to consider rezoning the property
as proposed and described in the following legal "Notice~': published in the Sanford Herald on
Nay 28, 1958:
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGE AND AMENDMENT
IN CERTAIN DISTRICT AND BOUNDARY OF THE ZONING ORDINANCE
OF THE CITY OF SANFQRD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commission Room in
the City Hall in the City of Sanford, Florida, at 8 o'clock P. M. June 28, 1958, to con-
sider the following change and amendment to the Zoning Ordinance of the City of Sanford,Fla:
The property zoned in District R-1 (Single-~amily), located
between 3rd and 4th Streets and Ban Marcos and San Carlos
Avenues, is proposed to be changed to R-2 (Multiple-Family)
District. Said property being more particularly described
as Lots l, 2, 3, and 4 of Block 29 Mellonville.~:'~ ~
All parties in interest and citizens shall have an opportunity to be heard at said'
hearing.
By order of the City Commission of the City of Sanford, Florida, this 27th day of
May, 1958.

The Chairman then announced that the Commission would be glad to hear from anyone in
favor of, or against rezoning the property as proposed and described in the foregoing notice.
There beige no objections registered, Commissioner Higginbotham moved that the property
described be rezoned as advertised. Seconded by Commissioner Brown and carried.
The next order of business was a Public Hearing to consider vacating, closing and
abandoning a certain public alley in accordance with the following notice published in the
Banford Herald on May 28, 1958:
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of SaDford, Florida, at
8 P. M. on June 23, 1958, in the City Commissioners' Room at the City Hall in the City of
Sanford, Florida, will consider and determine whether or not the City Fill close, vacate and
abandon any right of the City and the public in and to that certain alley hereinafter des-
cribed, to-wit:
That certain east-west alley between 18th and 19th Streets,
and Sanford and Palmetto Avenues, in the City of Sanford,
Florida.
Persons interested may appear and be heard at the time and place above specified.

The Chairman then announced that the. Commission would be glad to hear from anyone in
favor of, or.against closing, vacating and abandoning the alley as described in the forego-
ing notice.
There being no objections registered, Commissioner Higginbotham moved that the alley
be closed, vacated and abandoned as advertised, provided that the abutting property owners
deed to the City sufficient property to open a North ~ South alley in said block. Seconded
by Commissioner Wilson and carried.
Mr. C. E. Harrell, 311 N. French Avenue, next~apceared, stating that he was encounter-
ing sewer difficulties during periods of heavy rain due to his property being located down
grade from the sewer line, and upon the advice of his plumber was requesting permission to
install a septic tank.
The City Manager was authorized to investigate the situation, and if necessary to per-
mit the installation of a septic tank and to waive payment of the sewer tax if a satisfactory
sewer line was no~ available to ~he aforementioned property.
Leo Burner next appeared in favor of opening as an alley the present North-South
utility easement in Block 3, .Dreamwold 2nd Section.
Mrs. Dingman, owner of property on 25th Street abutting the proposed alley, next ap-
peared in objection to said action.
After discussion and on motion of Commissioner Hig~inbotham, seconded by Commissioner
Gatchel and carried, the City Manager was authorized to investigate that aforementioned re-
que s t.
On motion of Commissioner Gatchel, seconded by Commissioner Higginbotham and ca-tried,
the Commission ne×.~ re-appointed Roy Holler as a member of the Civil Service Board for a term
of two years, in accordance with the provision of Section 7-28 of the Code of the Ci-ty of
Sanford, 1954.
On motion of Commissioner Gatchel, seconded by Commissioner Brown and carried, the
Commission ne×t appointed ~. Edwin Shinholser to the Zoning & Planning Commission.
John Krider next appeared to request the Commission to extend the date for the cur-
tmilment of fire protection to fringe areas until September. 9, 1958. He further explained
that pursuant to the action of the State Legislature, it was now possible to establish Fire
Districts with a maximum tax of 3 mills, with such revenue the District could contract with
the City for fire service. The date of September 9, being the earliest time at which the
affected districts could express their desire for this service.
Attorney S. J. Davis, whose residence is within this fringe area, expressed that he
has discussed this subject with several of his neighbors and they were very desirous of~the
Fire Protection Service.
After consideration, moved by Commissioner Higginbotham that in the event there is a
favorable vote to establish and finance a Fire District, that the City will cooperate in
serving the designated area to the extent that the Class 5 Fire Rating will not be Jeopardized
The City Manager reported that by substituting in the radio bid a Conol~ad transmitter-
receiver for an additional cost of $60.00 and eliminating the receiver in,he Sheriff's office
and Highway Patrol office, it would better serve to tie in with the Police Department, and
on motion of Commissioner Higginbotham, such action was approved. Seconded by Commissioner
Gatchel and carried.

Request next submitted by the First Christian Church to designate as "No Parking" both
sides of Sarford Avenue in the vicinity of the Church, and on motion by Commissioner Gatchel,
seconded by Commissioner Wilson:.and carried, same was approved upon the recommendation of the
Chief of Police.
Moved by Commissioner Brown, seconded by Commissioner Wilson~and carried, to transfer
$100.00 from account #8150 - Contingency to account #5007 - Travel for the Building Inspector
to attend a one-week course at the University of Florida, Gainesville, on The Role of Planning
~and Zoning in Community Development.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
minutes of regular meetings of May 12, May 26, and June 9, 1958, Approved.
The City Manager reported that several magazines had requested pictures of the Civic
Center for their publications, and on motion of Commissioner Brown, seconded by CommissiOner
Gatchel and carried, the Commission aporoved the expenditure from the Contingency Fund.
The Commission next approved a charge of $15.00 to be made to the lessee of the Civic
Center for change in the chair/table set-up in addition~..t0 the original set up as designated
in lease, and further'provided that any organization seeking to lease the Civic Center will
designate only one person to act in charge to contact and make'arrangements through the office
of the City Manager.
Request next submitted to close the East-West alley in Block 1, San Carlos Subdivision,
and after discussion, moved by Commissioner Gatchel, seconded by Commissioner Brown and carried
to hold a public hearing on July 14, 1958 to consider same.
Commissioner Gatchel next introduced Ordinance No. 648, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA AMENDING'CHAPTER 18,
SECTION 18-57 THEREOF, THE CODE OF THE CITY OF SANFORD, FLORIDA
1954, ENTITLED TRAILERS - - TO BE PARKED ONLY IN TRAILER PARKS:

and same was placed on its first reading and read in full.
Commissioner Gatchel then moved the waiver of the requirement of the secord, reading
of said Ordinance No. 648, and that same be placed on final passage and adoption. Seconded by
Commissioner Brown.
Thereupon the question recurred upon the waiver of the second reading, the roll was
called and the vote stands as follows:

Roofing and Heating Company, thereby providing a savings of $400.00 on the $5,100.00 as set
forth in the contract with carroll Daniel Construction Co., and same was taken under advisement.
After discussion, moved by Commissioner Wilson, seconded bY 0ommissioner Brown and
carried, authorizing payment of the balance of the contract with Carroll Daniel Construction
Company, for the construction of the Civic Center, Fire Station and Goldsboro Swimming Pool, __
upon submitting of Certificate for payment by the Architect and upon approval of the City'Mgr.

COMMENDING CAPTAIN JAMES R. REEDY, COMMANDER OF HEAVY ATTA(~ WING
ONE OF THE SANFORD NAVAL AIR STATION, FOR HIS' OUTSTANDING CONTRI-
BUTION TO THE COMMUNITY AFFAIRS AND NAVY-CIVILIAN RELATIONSHIP.
WHEREAS, Captain James R. Reedy has for the past year been stationed at the Sanford
Naval Air Station, Sanford, Florida, and in command of Heavy Attack~. Wing One of-the Unit ed
States Navy, and
WHEREAS, during the period of time in which Captain Reedy was stationed in Sanf~d,
Florida, he has worked devotely and untiringly in civic affairs of the community and in
strengthing and improving excellent relations between the Naval personnel under his command
the civilian population of the City of Sanford to the degree that his influence has been con-
stantly and continuously felt to the betterment of the City of Sanford and the personnel of
Heavy Attack Wint One, and
WHEREAS, Captain James R. Reedy is now being transferred from Sanford Naval Ai~
Station to other duties in the United States Navy, and it is the feeling of the City Corn- '
mission of the City of Sanford, Florida that such transfer will be felt by all of the people
of the City of Sanford, and it is the desire of the City Commission to make-known to the people
of Sanford and the personnel of the Navy the outstanding contribution made to this community
while Captain Reedy was stationed here,
NOW THEREFORE BE IT RESOLVED by the City Commiss~n of the City of Sanford, Florida,
that Captain James R. Reedy, be and he is hereby commended for his outstanding contribution
above s~tated~;.~and that there be expressed herein the sincere appreciation ~fthe City Com-
