The City Commission of the City of Sanford, Florida met in regular session at the City
Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on July 28, 1958.

The meeting was called to order by the Chairman.
The first order of business was t,he consideration of a request of a group of colored
youth:.~ to provide a larger dancing area and in addition an area f or pool tables and ping pong
tables at the Goldsboro Recreation Area.
Commissioner Ga~chel reported that the recreation facilities recently completed under
the Dublic Projects Program had been so well accept~ed and utilized that they w~re becoming
crowded and felt that a continued study should be made for the further expansion of the recrea-
tion program to be included in the budget for the ne×t fis'cal year.
Commissioner Higginbotham pointed out that one-of the main reasons for the overwhelming
acceptance and use of the Youth Wing of the Civic Center was the splendid furnishings and equip-
ment which was entirely donated by private citizens and clubs.
Herbert Cherry next appeared, stating that he had talked to many of the leading colored
citizens of Sanford and that the continued cooperation extended to them by the Commission is
something of which to be proud and did not endorse the dire~t approach used by some of the
colored youth in expressing the debit& for a larger dancing area.
J. N. Gray rs xt appeared, stating that he felt the papers had misrepresented the facts
and that it was going to cost extra money to construct another building.
Jamm P. Hagan, ~00 Locust Ave., next appeared and expressed that he was disturbed over
the reports by the papers and suggested that an advisory group could be formed so as to infarm
the youth of the proposed recreation program.
The Commission then noted that it would proceed with a study of plans to develop further
recreation facilities.
Clifford McKibbin, President of the Ben inole County Chamber of Commerce, next appeared
to request consideration including $10,000.00 in the ne×~ budget for t~eir program, and same
was taken under advisement.
After consideration and on motion by Commissioner Higginbotham, seconded by Commissioner
Brown and carried, the Commission authorized the Mayor and Deputy City Clerk to execute Quit
Claim Deed to Elizabeth Lynn Belvidge on Lot 6 and the r~orth 16 feet of Lot 7, Block ll, Tier
2, in order to clear title which was vested in the City at one time through foreclosure.
M. R. Strickland, Chairman of the Piano Committee of the Kiwanis Club, next appeared,
stating that the Civic Clubs ~d raised several hundred dollars f or a piano for the Civic
Center Annex rooms and were requesting the City to participate in the fund.
Peter Bukur next appeared, offering to furnish a new piano at his cost plus l0 percent.
The City Manager reported that the City was anticipating installing a grand piano in the
Auditorium at a future date.
Moved by Commissioner Higginbotham, seconded by Commissioner Brown and carried to deny
the request to participate.

Fire Chief Cleveland next appeared, stating that his department is using both the
Amerlcan-LaFrance and the Goodrich manufactured hose~ and each met with equal satisfact&on.
After discussion and on recommendation of the City Manager, Commissioner Higginbotham
moved the acceptance of the bid of B. F. Goodrich to furnish the aforementioned equipment in
the amount of $2,160.00. Seconded by Commissioner Gatchel and carried.
After discussion, moved by Commissioner Wilson, seconded by Commissioner Gatchel and
carried, approving the transfer of funds as follows:
a. Transfer of $133.00 from Account #4215 - Recreation ~v~ag~I-~'~~' .
to Account #4201 - Recreation Salaries.
b. Transfer of $3,619.47 from Recreation Dept., General Fund
to Public Projects Fund, to cover actual cost of patio at
Civic Center.
c. Transfer of $1,359.00 from~Account #8150 - Contingency
to Public Projects Fund for furniture f~r Fire Station #2.
d. Transfer of $1,818.25 from Account #~725- Street Material
to Public Projects Fund for materials four drive-ways at the
Civic Center and Fire Station.
A schedule of equipment available from Nilc~dlSOn Buick Company, next presented a~
after discussion, moved by Commissioner Wilson, seconded by Commissioner Higginbotham and
carried, to table action until a future meeting.
After consideration and on motion of Commissioner Higginbotham, seconded by Commissioner
Brown and carried, the Commission approved the installation of 13 Street Lights on the recom-
mendation of the City Manager, as follows:
a. Elllott Avenue, North of 2nd Street - 3 lights
b. Elliott Avenue between 4th & 8th Streets - I light
c. Summerlin Avenue, North of 2nd Street - 3 lights
d. Scott Avenue, North of 2nd Street - 3 lights
e. Virginia Avenue, North of 2nd Street - 3 lights
After discussion, moved by Commissioner Hlgginbotham, seconded by Commissioner Brown
ar~ carried, authorizing the free use of Civic Cen~er for a county wide political rally for
the Democrat and Republican Parties upon the request of the Chairman of each par~y.
Request next submitted by the Tennessee Gas Transmission Company to relocate a street
light at 18th Street and French Avenue for an aoproach to a service station.
After discussion of the system whereby the lights were laid out in a balanced pattern
in order to give even light distribution on the Street pavement, moved by Commissioner Brown,
seconded by Commlss~_oner Higginbotham and carried ~o deny the request, due to unbalancing the
pattern.
After considerable discussion, moved by Commissioner Brown to proceed with considering
a 3 percent cost of living pay raise to be included in the proposed budget for~he next fiscal
year. Seconded by Commissioner Gatchel and carried.
Moved by Commissioner Gatchel, seconded by Commissioner Wilson and carried, approving
Public Projects Sanford Atlantic National Bank Vouchers No. lll& 112 in paymmt of Certificate
No. 7 on the Fire Stat!on and Goldsboro Swimming Pool.

Harold Herbst, 475 Rosalia D. rive, next appeared to request the Comm.iss.ion to consider
resurfacing Rosalia Drive.
The City Manager reported that Rosalia Drive was included in the present street re-
surfacing program and would be corr~ected in the near future.
The City Manager next reported that Brailey Odham had agreed to the monthly rate of
$1,000.00 until September 9, 1958, for fire protection service to the areas under cmsideration
for annexation and for study of annexation.
