The City Commission of the City of Sanford, Florida met in regular session at the
City Hall in the City of Sanford, Florida at '8:00 o'clock P. M. on August 25, 1958.

The meeting was called to order by the Chairman.
The City Manager reported that a petition had been filed in his office requesting
the installation of drainage oloe and to cover Pump Branch Creek between Chapman Avenue and
Pine Avenue and between Third Street and Fifth Street. It was oointed out that this was the

about ten feet from the aforementioned drainage ditch and that the fl-oor of his house had
buckled as a result of erosion.
Mrs. Massy, 312 Chapman Avenue, next appeared and stated that the back of her yard
was lower than the front as a result of the soil washing into the creek.
After consideration, the City Manager was authorized to investigate the complaints
and re~ort :~ to the Commission.
C. W. Elrod, owner of the Sanford Transit Company, next appeared requesting termina-
tion of the bus operation under his franchise which is subject to renewal, and further re-
quested that the taxi operation be allowed to increase the fees to each zone by 10 cents.
After consideration, moved by Commissioner Hlgglnbotham, seconded by Commissioner
Wilson and carried, the Commission ao~oroved the termination of the bus service and bus
franohise.
After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Brown
and carried, the City Attorney was authorized to prepare an amending ordinance increasing the
taxi rates 10 cents for each zone.'
Tom McDonald, President of the Sanford Seminole Cgunty Junior Chamber of Commerce,
next appeared, requesting the Commission to consider, including in the next fiscal budget the
sum of $1,500.00 to be contributed toward the construction of a Tourist Information Booth at
the park on French Avenue and Fourth Street, and ~-aid request was taken under advisement.
Consideration next given to a request for~two street lights, and after discussion and
on the recommendation of the City Manager, moved by CO~mis~sioner Higglnbotham, seconded by
Commissioner Gatchel and. carried, approving installation of two street lights at the locations
as follows:
1. Grandview Avenue, South - 500' north of 2$th Place.
2. Intersecti~ of Mulberry Avenue and Second Street.

Recommendation next submitted from the Zoning & Planning Commission to rezone the
south 89' of Lot 4, Alt Lot~!~5 and 6, of Ella A. Pace's Subd., from R-1 and R~iA (Single
Family) to R-2 (Multiple Family), and on motion of Commissioner Gatchel, seconded by Com-
missioner Higginbotham and carried, the Cbmm!sslon authori~xed a Public Hearing to be held
on September 22, 1958 to co~sider said action.
On motion of CommissiOner Higginbotham, seconded by Commis~imer Wilson and carried,
minutes of regular meetings of June 23, Jdly' 14, July 28 and August ll, 1958 approved.
A report wast eceived that the Civic' Clubs using the Civic Center were in the pro-
cess of purchasing a piano.
After consideration, moved, by Commissioner Brown, seconded by Commissioner Gatchel
and carried, the City Attorney was authorized to prepare a resolution commending Chief Fred
H. Carter of the U. S. Navy for his out§tandlng service in the Navy Shore Patrol work and
co-operation with the law enforcement officials of the City.
After discussion, the City Manager was authorized to attend a meeting in Tallahassee
on September 25, 1958'to discuss police and fire retirement funds with interested legis-
lators and representatives of t he two associations.
Arc~hitect John Burton ne×t ap~ ared and presented prelimir~ry sketches of a prom
posed Goldsboro Youth Recreation buildin~ with an estimated co~t of $$9,700.00, which
would include a patio, public address system, flood lights, and heating appratus. The
building to have an interior area of 4,900 square feet and would take 8 weeks to complete.
Architect Hal Harris next appeared ~and presented preliminary sketches of a proposed
Goldsboro Youth Recrehtion building wh.lah would have an interior area of 5,720 square feet,
however he had not had sufficient time to compile estimated costs~ figures.
The Commission expressed appreciation of the cooperatibn of the two aforementioned
Architects on the short no,ice that b~d been given them to prepare these Sketche~ ahd the
Commission would take them under consideration.
There being no further business the meeting adjourned.
