The first order of business being a Public Hearing to consider vacating, closing and abandoning certain public alleys in accordance with the following notice published in the Sanford Herald on September 26, 1958. TO. WHOM IT MAY CONCERN: You will take notice that the city Commission of the City of Sanford, Florida, at 8:00 P. M. on October 13, 1958 at the City Commissioners' Room at the City Hall in the City of Sanford, Florida, will consider and deter- mine whether or not the City will close, vacate and abandon any right of the City and the public in and to the following described public alleys lo- cared in the City of Sanford, Florida, maintaining in lieu thereof ease- ments for public utilities, which said alleys are more particularly des- cribed as follows, to-wit: (a) That certain North-south alley between 18th Street and 20th Street and Chase Avenue and Marshall Avenue, extended. (b) That certain East-West alley between 18th Street and 20th Street and Chase Avenue and Marshall Ave., extended. (c) That certain East-West alley between 18th Street and 20th Street and Chase Avenue and Lake Avenue. Sayer, City Clerk The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against closing, vacating and abandoning the alleys as described in the fore- going notice. Wm. Stemper, Realtor, next appeared in favor of aforesaid action. There being no objections registered, Commissioner Higginbotham moved that said alley be closed, vacated and abandoned, as advertised in paragraph (a); and said East-West alley between 18th and 20th~Streets and Chase Avenue and Marshall Avenue, extended; and that certain East-West alley between 18th and 20t/~ Streets and Chase Avenue and Lake Avenue and lying north of and adjacent to Lots 65 and 66 of Pinehurst, as advertised, reserving however a Public Utilities easement in said alleys. Notice is hereby given that a Public Hearing will be held~at the Commission Room in City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., October 13, 1958 to c~n- sider the following changes and amendments to the Zoning Ordinance of the City of Sanford~i~, Florida: (a)~ The property zoned in District R-1-A (Single-Family), located on.West side of Mellonville Avenue between Second and Third Streets, is proposed to be changed to R-2 (Multiple-Family) District. Said property being more particularly described as Lots I and Z of Block 22, Mellonville Subdivision. (b) The property zoned in District R-1-A (Single-Family), located on West side of Mellonville Avenue between Third and Fourth Streets, is proposed to be changed to R-2 (Multiple-Family) District. There being no objections registered, Commissioner Higginbotham moved that the property described in paragraphs (a), (b) and (c) be rezoned as advertised. Seconded by Commissioner Gatchel and carried. The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against rezoning the property as proposed and described in paragraph (d) in the foregoing notice. Request next submitted for the installation of a street light a~ the intersection of Grandview Avenue sou~h and 24th Place, and after consideration and on motion of Commissioner Brown, seconded by Commissioner Gatchel and carried, the Commissianapproved the installation of 2 street lights on the recommendation of the City Manager at the following locations: a. Intersection of Grandview Avenue south and 24th Place. b. 300 fee~ north of 24th Place on Grandview Avenue south. RSquest next submitted by Laura Fultdn, holder of license to operate a taxicab, to form a partnership with Sammie Lee Wiggins, taxicab driver. After lengthy discussion in which the Commission pointed out that the operation of the taxicab should be the direct responsibility of the owner, therefore moved by Commissioner Higginbotham that the request be denied. Seconded by Commissioner Gatchel and carried. 436 MINUTES City Commission, Sanford, FlOrida,october 1~ a t 8 P. M. 19.58 After considerable discussion regarding the provision for fees for advertising for a variance in a proposed ordinance controlling the procedure and_ action by the Board of Ad- Justments, moved by Commissioner Gatchel to reverse action of the Commission of last meeting providing for said advertising'without charge, and ~o subst£tute a provision for a fee of $5.00 for said advertising. Seconded by Commissioner Brown and carried. A fee of $5.00 per child for out-of-city residents, with a ma×imum of $20.00 per family; same card to be issued to residents of the city without charge. Cards to be issued on an annual basis effective October l, 1958. The City Manager submitted the following tabulation of bids which were opened publicly at 2:00 o'clock P. Seconded by Commissioner Gatchel and carried. On motion of Commissioner Ga~chel, seconded by Commissioner H~gginbotham and carried, minutes of Regular meeting of September 22, 1958, ap~roved. On motion of Commissioner Higginbotham, seconded by Commissioner Gatchel and carried, current invoices and payrolls next approved, as evidence-d~by General Fund Sanford Atlantic National Bank Vouchers Nos. 3417 thru 3~58, General Fund Florida State Bark Vouchers Nos. 2009 thru 2063, Water &' Sewer Sanford Atlantic National Bank Vouchers Nos. 275 thru 281. The City Manager reported that Mr. Brailey Odham had informed the City that he will not carry fire service protection of the proposed annexation areas beyond October 15, 1958, and on mo~!on of Commissioner Higginbotham, seconded by Commissioner Gatchel and carried, the Commission authorized termination of said service on Octover 15, 1958, and to retain ~he two extra firemen hired as a result of this service fc~a period of 30 days pending pro- gress of proposed annexation. After consideration and on motion of Commissioner Gatchel, seconded by Commissioner Higginbotham and carried, the City Manager ~ms auth0rized to advertise for bids for water division material, bulldozer, motor vehicles and office equipment included in current budget. Resignation next submitted by Russell Dallas as Director of Uti~ties Department, ef- fective October 31, 1958, and on motion c~ Commissioner Higginbotham, seconded by Commissioner Gatchel and carried, the Commission appointed the City Manager as acting Utilities Director for a period of 90 days. Petition next submitted in behalf of Chester Allen to perform plumbing work under a Masters Certificate, which he does not have due to not having passed the proper examination as required under the City Code, therefore, moved by Commissioner Higginbotham, seconded by Commissioner Gatchel and carried to deny ~he request. After discussion, ~he Commission ~ea~firmed the Citys policy of not participating in the cost of sewer and water facilities fo~ s~bdivi~ions, except where the City desires to in- ~rea~e the size of the facility greater t~an'the sta~ard required.
