The City Commission of the City of Sanfor~, Florida met in regular session at the
City Hall in the City of Sanfor~. at 8:00 o'clock P. M. on October 27, 1958.

The meeting was calied to order by the Chairman.
Mr. Sam Levy, owner of th~ York Manufacturing Company, appeared in request for a plot
of land 180' x 400' at the Well Field site on Highway 17~92 south of the City Limits for the
sum of $1,000.00. Mr. Levy pointed out that his firm has outgrown their facilities on North
Elm Avenue and finds that it is necessary to construct a building to meet their needs, and
further that he presently employs 12 persons with annual payroll of $30,000.00 and with
larger facilities, anticipates a payroll of $100,000.00 within £ years.
Mr. John Krider, Manager of the Chamber of Commerce, next appeared in behalf of Mr.
Levy, stating that the York Manufacturing Com~any'S.'.products are shipped throughout the
United States and several foreign countries and Sanford is receiving widespread advertising
through this mediUm.
After consideration, moved by Commissioner Higginbotham, seconded by Commissioner
Brown arfl carried, to sell said property for $1,000.00 and to retain an access easement 20
feet wide down the north boundary to well field pump #?, provided that title be held in
escrow by a local bank to be recorded after completion of plans and after total funds are
available for construction of building, and further authorized the Mayor and City Clerk to
execute deed for said property.
After discussion of a reciprocity clause which would relieve contractors from taking
out a license with each municipality in which they work, moved by Commissioner Gatchel to
takle action for further study. Seconded by Commissioner Brown and carried.
Application next submitted from W. M. Pope, lO18 W 10th Street, to sell beer and
wine for consumption off premises, and on motion of .Commissioner Higginbotham, seconded by
Commissioner Gatchel and carried, same was approved on recommendation of the Chief of Police.
Letter next submitted from the Brudential Insurance Company of America outlining'a
program to increase life insurance coverage on "key employees" by either a flat sum or
based on earnings, and same was approved on motion of Commissioner Brown, seconded by
Commissioner Higginbotham and carried, provided that the cost be borne by the individual
employee.

Letter next submitted from the Seminole County Ministerial Association requesting
study be made toward alleviating the parking conditions in the area of Park Avenue and
Magnolia Avenue and Fourth and. Fifth Streets.
After consideration, and on motion by Commissioner Higginbotham, seconded by Commissioner
Gatchel and carried, the City Manager was authorized to prepare diagrams and costs of utili-
zing a portion of the Public Park at Fourth Street and Park Avenue for a Public Parking Lot.
The City Manager reported that by utilizing radio equipment the City recently traded-in
that the Radio Corporation of America could set up a radio system for ~he Utilities and Public
Works division to include 4 mobile units and one base station and tower for the sum of
$2,080.00
After consideration, moved by Commississioner Higginbotham, seconded by Commissioner
Gatchel and carried, the Commission declined the .~nrchase due to the limited, need at this
time.
Next order of business was the consideration of increasing the charges for the
installation of water service.
CommissiOner Higginbotham pointed out that he felt this charge should be borne
principally by the City, because the City had to have a facility to measure the amount of
water consumed so as to have a basis for making the charge for the water.
Commissioner Wilson stated he felt the Commission should no~ take action until in-
formation was available concerning all of the charges affecting utilities in surrounding
c ommuniti es.
Commissioner Gatchel pointed out that the cost of the installation should be passed
on to the individual receiving the benefits and not be a burden of all of the tax payers.
After considerable discussion, moved by Commissioner Brown and seconded by Commissioner
Gatchel to adopt a schedule of Water Service installation charges as follows:

Thereupon the Chairman called for a vote on the original motion which was carried
over the dissenting vote of Commissioners Higginbotham and Wilson.
The City Manager next submitted· a comparative statement of admission fees charged for
municipal owned swimming pools through out the state, for purpose of considering a proposed
increase in the City's swimming pool rates', and on motiom of Commissioner Gatchel, seconded
by Commissioner Brown and carried, same was. tabled until next regular meeting.
The City Manager next submitted the following tabulation of bids to furnish one used
station wagon for use by the recreational director:

After consideration, moved by Commissioner Gatchel to reject all bids and to re-advertise
for bids on a new 1958-59 9-passenger station wagon. Seconded by Commissioner Brown and carrie

and carried, autko ri zing the City Attorney to meet with Mr. Gaede, Pres'ident of Sam~ord Gas
Comoany, relative to re-drafting the proposed Gas Franchise, to include the changes as ap-
proved and agreed upon by Mr. Gaede and the City Commission.
On Motion of Commissioner Brown, seconded by Commissioner Wilson and carried, the Com-
mission next approved a $25.00 advertisement in the Seminole High SchoOl's-Annual.
Pursuant to authorization of City Commission under date of February 25, 1958, and on
motion of Commissioner Wilson, seconded by Commissioner Brown and carri'ed, the Mayor and
Clerk were ne×t authorized to accept a check in sum of $26,000.00 from the Federal Government
and to endorse same payable to Fellowship Foundation, In~., and Thacker & Thacker, its
attorneys, in accordance with agreement dated May 29, 1958. Said check representing partial
payment of claim of Fel_]owship Foundation, Inc., in sum of ~2,500.00 against the Federal
Government for lcss suffered due to the termination of a 99-year lease with the City, upon
re-activation of the Banford Naval Air Station.
There being no further business the meeting adjourned.
