The City Commission of the City of Sa~rd,~ Florida met in regular session at the City
Hall in the City of Sanford, Florida at 8:00 P. M. on November lC, 1958.

The meeting was called to order by the Chairman.
The first order of business was the further 8onsideration of a request presented at
the last meeting in the form of a letter from the Seminole County Ministerial Association
for plans to alleviate the parking conditi~s in the vicinity of the Public Park at Park
Avenue and hth Street.
The City Manager next submitted alternative plans to utilize a portion of the Park
area for parking facilities to accommodate over 100 cars and still retain most of the trees
and shrubs.
A petition was ne×t presented signed by 14 owners of property in the vicinity of
aforementioned Park, objecting to utilizing any portion of the Park for parking facilities.
Mr. Ed Lane, 510 Park Ave., next appeared objecting to the use as a parking area and
felt that the beauty of the park W°uld be destroyed.
Mr. Wm. Leffler, next appeared, stating that this use might set a precedent to a
further commercial infringement on other parks.
Mr. M. H. Brock, 402 Oa~ Ave., next appeared requesting that the Park be left as it
now exists.
Mr. H. M~Laulin, next appeared, stating that he felt the parking facilities would
detract from the'beauty of the Park,
Commissioner Gatchel pointed out that parking is a great problem in this area which
must be worked out, and also that traffic engineers have rated angular parking a much
greater hazard than parallel parking, and therefore objected to any proposal to changing the
parallel parking that now ~xists around the perimeter of the Park~
· Commissioner Higglnbotham stated ~hat the park area should be utilized to the fullest
advantage.
Commissioner Brown commented on the numerous times that he has passed the Park
without seeing anyone in it.
Commissioner Wilson stated that the park should be utilized to do the best for the
most people.
After further consideration, moved by Commissioner Gatchel to install North South parki~
lanes in the park to accommodate ll6 cars, leaving in all of the oak trees, and to rearrange
the shrubbery and benches on the 16 foot islands between the parking lanes, and to leave the
entire perimeter of the park undisturbed except for the north and south entrances to the
parking area.
Mrs. John Schirard, Loch Arbor, next appeared as spokesman for a group of organlzations
that work toward the welfare and guidance of children, and requested that the registration
fee of~ $5.00 for participation of non-residents in the City recreation program be withheld
until all phases could be worked out with the parents of children so affected. ~Mrs. Schirard

then offered the following for consideration:
1. Parent aid groups for chaperonsJth~reby eliminating the necessity
for paid employees.
2. Active solicitation of county participation and support of the
City Recreation Program.
3 An avisory group consisting of parents and persons interested
in child weifare and s ugge~ted, the following persons:

Mr. John Angel
Mr. Roy Holler
Mr..Ronald Perry
Mr. Michael Carlow also appeared objecting to the charge for membership for non-resident;~
children.

After considerable discussion, moved by Commissioner Wilson to hold in/for a period of
90-days the use of registration cards as proposed and adopted at meetin~g of October 13th.
Seconded by Commissioner Higginbotham and carried.
After consideration, and on motion of Commissioner Gatchel, seconded by Commissioner
Higginbotham and carried, the Commission appointed Wight Kirtley to the Zoning and Planning
Commission to fill the vacancy created by the resignation of Mr. Hirshberg, who has moved
from the City.
Proposed changes in the Zoning Ordinance submitted by the Zoning and Planning.
Commission regulating property with nonconforming yard areas were next :considered and taken
under advisement.
After discussion, moved by Commissioner. Brown, seconded by Commissioner Wilson and
carried, the Commission approved issuance of a Free Parki.ng Permit to delegated attending
convmtiOns at the Civic Center for the period of the convention.
After consideration, and on motion of Commissioner Higginbotha$, seconded by Commission~:
Brown and carried, the City Manager was authorized to advertise for bids for Water Division
supplies and materials.
On motion of Commissioner Higginbotham, seconded by Commissimer Wilson and carried,
current invoices and payrolls next aporoved, as evidenced by General Fund Sanf~d Atlantic
National Bank Vouchers Nos. 3559 thru B712 , General Fund Florida State Bank Vouchers Nos.
2064 thru 2123, Water & Sewer Sanf~d Atlantic National Bank Vouchers Nos. 282 thru 288.
On motion of Commissioner Brown, seconded by Commissioner 'Wilson and carried, minutes
of regular meeting of October 13, 1958, approved.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
the Commission authorized the City Manager to attend a meeting of the Board of Directors
of the Florida City Manager's Association, on November 21, 1958, in Gainesville,.Florida,
and appointed the City Clerk as acting City Manager in his absence.
The Commission was informed ~hat Carroll Daniel Construction Company, prime contractor
for the Public Projects program, desired to donate ~ bronze plaques for the Fire Station
No. 2 and the Goldsboro Swimming Pool, similar to ~he plaque authorized Eot the Civic Center,
and said donation was accepted with appreciation.
After consideration of a request for street lights and on motion of Commissioner
Higginbotham, seconded by Commissioner Gatchel and carried, upon the recommendation of the
City Manager, the Commission authorized five street lights at the location as follgws:
1..One light, at the Intersection of Summerlln Avenue & 25th Street.

After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Wilson
and carried, the :City Manager was authorized to permit the rental of equipment that was not
being used by the City and that was not available from other business establishments, said
rental fee to cover cost of operatibn and material.
After consideration and on motion of Commissioner Higginbotham, seconded by Commissioner
Gatchel and carried, the Commission authorized the purchase of drapes for the east side of
the Civic Center auditorium and auditorium annex for a height of one sheet of glass from the
floor in the amount of $570.00.
After discussion-and on motion of Commissioner Brown, seconded by Commissioner Higgin-
botham and. carried, the City Manager was authorized to investigate the costs o2 s~rving
trays for use in conjunction with the Civic Center kitchen.
Mr. L. P. Payton, next appeared, requesting to purchase property north of the Municipal
Golf Course described as Out Lot ~l of Country Club Entrance Section of Loch Arbor.
Inasmuch as this property is under a 99-year Lease to the Mayfair Inn, Inc., moved by
Commissioner Higginbotham, seconded by Commissioner Brovm and carried that the request be
denied.
Judge E. A. Olllff, next appeared and recommended suspension of sentence imposed on
Donald Lee Harris on' November 7, 1'958, by the Municipal Court in the following cases:
NOS. 60024, 60035, and 60036
On motion of Commissioner Higglnbotham, seconded by Commissicn er Gatchel and carried,
the Commission approved the above recommendation.
After consideration, moved by Commissioner Higginbotham, seconded by Commissioner
Brown and carried to retain the two extra firemen for an additional period of 30 days pend-
ing progress on the proposed annexation.
Commlssioner'Gatchel next proposed for consideration the radio equipment trade-in by
the City Police and Fire Departments and the County Sheriff's Department, said equipment
to be considered for use in the Public Works and Utilities Division, and same' was taken
under advisement.
There being no further business the meeting adjourned.
