112458-Regular Session'450 MINUTES City Commission, Sanford, Florida, November 24, at 8 P M i9..58' The City Commission of the City of Sanford, Florida met in regular session at the City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on November 24, 1958. Present: Commissioner Merle W. Warner, Mayor Robert S. Brown "' David M. Gatchel Earl Higginbotham City Attorney Wm. C. Hutchison, Jr., City Manager W. E. Knowles Deputy Clerk H. N. Tamm, Jr., Absent: .Commissioner A. L. Wilson City Clerk H. N. Sayer The meeting was called to order by the Chairman. Mr. F. D. Scott appeared in interest of Willie Kelly, operator of an automobile repair shop at 600 E 7th Street, noting that 7th Street was now in the process of being repaved with curb and gutter, and requested that a Miami type curb be installed adjacent to the· apron in front of this garage and parking area. After consideration, moved by Commissioner Higginbotham, seconded by Commissioner Brown and carried, authorizing the City Manager to permit the above request, if after investigation it is feasible. Consideration next given to the use of a blanket contract for electric power, whereby individual contracts are now used for each service, and after discussion, moved by Commissione~ Brown, seconded by Commissioner HigFinbotham and carried, the Commission authorized the execution of said blanket contract with the Florida Power & Light Company, for electric service, excluding service for the Water Plant, which is covered under the ~resent franchise agreement. After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Brown and carried, authorizing the installation of a caution beacon at the intersection of Mellon- ville avenue and 20th Street, on the recommendation of the Chief cf Police. The City Manager next submitted the following tabulation of bids which were opened pub- licly at 2:00 P. M. November 24, 1958, for furnishing the following equipment and supplies in accordance with the invitattJm~for bids published in t he Sanford Herald on November 17, 1958. City Commission, Sanford, Florida, After discussion and on recommendation of the Ci~ty Manager, Commissioner Higginbotham moved the ~acceptance of the lowest bid, that of Holler Motor Sales to furnish two 280 HP Police cars at a total price of $3,376.60. Seconded by Commissioner Brown and carried. After discussion and on recommendation ~f the City' Manager, Commissioner Brown moved the acceptance of the lowest bid, that of Holler Motor Sales to furnish one 6 passenger, 2 door station wagon at a price of $2,073.63. Seconded by Commissione. r Higginbotham and carried. After discussion and on recommendation of the City Manager, Commissioner Gatchel moved the acceptance of the bid of Florida-Georgia Tractor Company to furnish one ~rawler Tractor with bullclam at a price of $18,018.15. Seconded by Commissimer Higginbotbam and carried. After discussion and on recommendation of the City Manager, Commissioner Brown moved the acceptance of the lowest bids, that of Finleys Municipal Supply Company to furnish Water division supplies in Item II at a price of $1,425.00 and in Item IV at a price of $3,052.85; and that of Hughes Supply, Inc., to furnish Water division supplies in Item I at a price of $1,.052.20 and in Item III at a price of $853.08. Seconded by Commissioner Gatchel and carried After consideration, moved by Commission Brown, seconded by Commissioner Higginbotham and carried, the City Attorney was authorized to prepare a resolution of appreciation to Carroll Daniel Construction Company for furnishing Bronze Plaques for the Fire Station No. 2 and the Goldsboro Swimming Pool. Consideration next given to the Zoning Ordinance pertaining'to the requirement of maximum set-back for new construction and same was referred to the Zoning and Planning Commission for their study and recommendation. Mr. Jim Gut, Commander of the Veterans of Foreign Wars, next appeared to request an annual lease of the ~roperty formerly known as the Legion Hut on Seminole Boulevard, acknowl- edging their responsibility for the property, and also permitting use of the building for other public functions at their discretion. After consideration, moved by Commissioner Higginbotham, seconded by Commissioner Gatchel and carried, authorizing the City Attorney to prepare an annual lease, with a 30-day cancellaZion clause, and the City to provide irs urance coverage to be reimbursed by the lessee After discussion, moved by Commissioner Brown, seconded by Commissioner Gat~hel and carried, the City Manager was authorized to advertise for bids on the following trucks: I 1/2 Ton Pickup Truck I 5-Yard Dump Truck 2 Long wheel base chassis w/body and' W/o bo~;Y. After considerable discussion, moved by ~C~mmlssi~r Gatchel, seconded by Commissioner Brown and carried to purchase from Miller Radio & Appliance Cdmpany for $2,080.00, radio equipment trade-in by the Police and Fire Departments and the' County Sheriff's Department, Said equipment to be used in the Public Works and~Uti!Ity Vehicles and itemized as follows: 1. Four mobile units. 2. One base station. One tower. On motion of Commissicner Brown, seconded by Commissi~er Gatchel and carried, minutes of regular meeting of October 27 and special meeting of November 5, 1958, approved. .Petition dated August 6, 1957, next submitted, requesting to vacate alley north of 2$th Street and between Grandview Avenue, south, and Poinsetta Avenue, and on motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried, the request was denied. M. L. Raborn, Sr., next appeared in protes.t t~hat he had been required to remove a business sign from the parkway at ll3 S. Palmetto Avenue in accordance wlth the City Code, however, other businesses in ~he vicinity were allowed to continue keeping the signs on the parkway. After lengthy discussion, the Commission instruc.ted- the City Manager and Chief of Police to use prudence in applying the Code pertaining to the placement of bi~lboards and si After discussion, and on motion of Commissioner Higginbotham, seconded by Commissioner Gatchel and ~rried, the Commission denied the request from the Sanford Seminole Ministerial Association for angular parking around the Fourth Street Park,. ard recinded the action of the regular meeting of November 10, 1958, to establish off-street parking within the Park.- Herbert Cherry next appeared to request the City to pave Mangoustine Avenue in the Goldsboro area, without the participation of the abutting landowners in the cost, and was informed that it was the policy of the City to pay 1/3 of the ccst and the abutting lard owners to pay 1/3 each, prior to construction. The City Manager was then authorized to figure the estimated costs fo~ providing paving, gutter and drainage for Mangoustine Avenue and to furnish Herbert Cherry with a copy of these costs. The City Attorney outlined the Possibility of issuance of paving liens and the. inherent liability 'of the abutting property owners for these liens.
