Present: Commissioner Merle Warner, Mayor " Robert S. Brown " David M. Gatchel " Earl Hlgglnbotham " A.L. Wilson City Attorney W. C. Hutchison, Jr., City Manager W. E. Knowles Deputy Clerk H. N.' Tamm, Jr.,. Absent: City Clerk H. N. Bayer The meeting was called to order by the Chairman.. Mr. 'A. E. Shinholser, attorney representing Strickland-Morrison Inc.,-, '~ext appeared in interest of selling property bounded by Sanford 'AvenUe and Palmetto Avenue and between Commercial St., and Seminole 'Blvd., less the S 104 Feet. After considerable discussion, Commissioner Wilson moved, to purchase the above des- cribed property at a price' of $75,000.00 payable over a period of ten years, and to borrow $15,000'.00 from the bank to make the down payment; and't0 use funds to be derived;/from sale of French Avenue property to' Lee 'Brothers for paving ~rking facilities on said property. Seconded by Commissioner Brown and carried. Ordinance No. 665, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA~ GRANTING TO SANFORD GAB COMPANY, A FLORIDA CORPORATION, A FRANCHISE FOR A PERIOD OF TWENTY-FIVE (25) YEARS TO CONSTRUCT, OPERATE AND MAINTAIN A GAS UTILITY SYSTEM iN THE CITY OF SANF ORD, FLORIDA. introduced and placed, on first reading at regular meeting of December 8, 1958, was next placed on its final r6ading. WHEREAS, ON November 15, 1958, MEIDT BAYER ccmpleted thirty-one years of continuous active service with the City of Sanford, Florida in the capacity of a city official, and W~iEREAS, It is the considered opinion of all thOSe who know him, as well as the oresent City Commission, that HEIDT BAYER is the fitti~ example of that "indispensable" MINUTES City Commission, Sanford, Florida, December 22 at 8 P. M. 19. 58 \ 457 WHEREJ~S, The City Commission is of the opinion that Heidt Bayer has had more to do with the tremendous progress and great strides through periods of tremendous adversity shown by municipal government than any other single individual ever to hold an officlal capacity with the city of Banford, and WHEREAS, The present City Commission of the City of Sanford, Florida is abou. t to be reorganized at the beginning of a new calendar year, and it is the feeling of this City Com- mission that the approach of Christmas Time is a proper and fitting time to recognize the great personal and individual accomplls~ment of Heidt Bayer and his contributlo.n to the City of Sanford and the people ther.ein. ~ ~ NOW THEREFORE, BE IT RESOLVED, That the heartfelt thanks, appreciation and ,best wishes of the present City Commission and all of the people of the City of Banford ~be, and they are hereby expressed to H,eidt Bayer for his devotion to the affairs of the City of Sanford, its government, and i.ts oeople, during the past ~thirty-one years, and that. this Resolution serve as a token of. the esteem felt for Heidt Bayer by all of the people of the City of Sanford being herewith extended during this thirty-first anniversary year a~d at Christmas Time, with the best .wishes and sincerest hopes of all. Bayer the sum of $4,000.00 on 1959 Salary, seconded by Commlssicaer Brown and carried. Request next submitted for street lights on San Marcos and San carlos Avenues, and on recommendation of the City Manager, and on motion of Commissic~r Gatchel, secorfled by Com- missioner Hi~ginbotham and. carried, the Commission authorized the installation of 6 lights at the following locations: 1. 3 Lights at San Marcos Avenue from 4th to 7th Streets. 2. 3 Lights at San Carlos Avenue from Sth to 7th Streets. Request next submitted from John and Amy Fulton, 1201 W First Street, for tra~fer of beer and wine license, for consumption off premises, from Claude Sessions, and on motion of Commissioner Higginbotham, seconded by Commiss!oner Wilson and carried, the Commission authorized same on recommendation of Police Chief Williams. Application next submitted by Elmer G. Baggs, d/b/a Baggs Curb Market, 2485 Sanford Avenue, for permit to sell beer and wine, for consumption off premises, and on motion of Commissioner Higginbotham~ seconded by Commiss~oner Gatchel and carried, the Commission authorized same on recommendation of Police Chief Williams. After consideration, and on motion of Commissioner Higginbotham, seconded by Com- m!saloner Brown and carried, the Commission authori,zed the Mayor to execute a lease for one MINUTES City Commission, Sanford, Florida, December 22 at 8 P. M. Letter next submitted from the Travlers Insurance Company setting forth increased rates of 18% for employees medical and hospitalization insurance, and after considerable discussion, the City Manager was authorized to secure bids from various agents for combined life and medical and hospitalization insurance, in an effor.t to secure lower costs for this coverage. After discussion, moved by Commissioner Wilson, secorded by Commissioner Higginbotham and carried, to adopt the following schedule of priority for expenditure of Street Material appropriati on. 1. ?th Street . 2. J. had in- formed him that plans were being made to construct about 400 homes at the La~ Minnie develop- merit at the rate of 100 per year under FHA and VA financing and that plans were being made to connect to the City Sewer Syst'em, with approval of the Commission of the final .agreement. After consideration, moved by ~ommissioner Higginbotham, seconded by Commissioner Brown and carrie'd, that the fees for inspections as outlined in the Building Code, Plumbing Code and El[ctri~ Code as adopted, wo'uld apply equally to all construction, either by govermental agencies or individuals. The City Manager next submitted the following tabulation of bids which were opened publicly at 2:00 o'Clock P. M. on December 19, 1958, for furnishing the following equip- ment in accordance with the specifications in the invitation for bids published in the Sanfor~. Herald on December 10, 1958. P.M. 459 After discussimof the confused bids submitted, moved by Commissione~ Higginbotham to reject all bids, and authorized the City Manager to re-advertise for bids to be opened at the next regular meeting of the Commission on January 12, 1959. Seconded by Commissioner Brown and carried. Commissioner Wilson next-introduced Resolution No. 917, and after being read. in full moved its passage and adoption. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, That the San- ford Atlantic National Bank and Florida State Bank of Sanford, be .andthey are hereby declared to be depositories for City Funds for the year 1958-1959, pursuant to requirement of the City Charter. BE IT FURTHER RESOLVED that a copy of this Res~lut[.on shall be delivered to the President of each of said institutions and that the same be spread upon the minutes of the City Commission. On motion of Commissioner Higginbotham, seconded by Commissioner Wilson~ahd carried, minutes of special meeting of December 3 and regular meeting of December 8, 1958, approved. After discussion, and on motion of Commissioner Higginbotham, seconded by Commissia~r Wilson and carried, the City Attorney was authorized to prepare an ordinance amending Section 19-42 of the City Code, prohibiting drains to empty into open city gutters. After discussion of progress of petitions for annexation, the Commission authorized the City Manager to retain the two extra firemen on a monthly basis. On motion of Commissioner Higginbotham, seconded by Commissioner Wilsmm:~and carried, City Clerk H. N. Sayer was appointed acting City Manager during the absence of City Knowtes while on vacation. After discussion, moved by Commissioner Wilson, seco~ ed by Commissioner Higginbotham and carried, authorizing the Recreation Department to sponsor a dance at the Civic Center on February 6, 1959 and hiring the orchestra of Bobby Hackett for $600.00. Robert H. LeFils who operates an automotive repair & Wrecker Service, next appeared to request that calls for wrecker service to ~he Police Department be referred to him, where- upon Chief of Police Williams stated that he had informed the desk sergeants to rotate the '460 MI.NUTES City Commission, Sanford, Florida; .December 22 at 8 P. M. 1958 calls with the different companys supplying wrecker service. The Commission reported they had recei.ved several cal]~s pertaining to dogs roaming at large throughout the City, and after d~s cussion, tm Commission authorized a stricter enforcement of ordinances controlling the care of dogs within the City. There being no futher business the meeting adjourned.
