M. 1959 T~ City Commission of the City of Sanford, Florida, met in regular annual session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock p. E. Kncwles Acting City Clerk H. N. Tamm, Jr., Police Chief R. G. Williams , Commissioner-elect Joe B. Baker Meeting was called to order by the Chairman. r- ! ' After discussion, moved by Commissicn er Higginbotham, seconded by Commissi.oner Brown and carried, to permit Hill Hardware Company to hold an auction for a fee ~f $20.00 per day the same as provided for auctions by local furniture stores. Application next submitted by C. V. Atkinson, 2526 Orlando Drive, for permit to sell beer and wine for consumption off premises, and on motion of Commissioner Higginbotha, seconded by Commissioner Wilson and carried, same was approved on rec6mmendatim of the Chief of Police. There being no further business to be transacted .,' by the outgoing Beard, the meeting ad journed si ne die. On behalf of the City Commission, Mayor Warner at this time presented Commissioner Gatchel ViTi th a IIs1l ver tray" in re cogni tion of his service to the City while serving on the Commission. Commissioner Gatchel then expressed his thanks and apprecia tion to the members of r- the Commission for their harmonious and solid devotion to the prog~ess and advancement of the City, and to the employees in the various departments for their cooperation during his term: of office as Mayor, and cited the efforts and accomplishments of a unified Commission during said tenure. The Commission then reconvened for the purpose of organization, Commissioner Joe B. Baker signing the oath and acceptance of office, and being seated as Commissioner of the City of Sanford, Florida, for a three year term. On motion of Commissioner Higginbothan, seconded by Commls s ioner Brown and carried, Commissioner Wilson was next appointed temporary Chairman, pending the election of a Mayor. The first order of business being the election of a Mayor for th~ ensuing year, Commis sloner Higginbotham nominated Commiss i oner \!{ilson, and moved tha t the nomina tions be closed and that the Clerk be instructed to CHSt a unanimous ballot for Commissioner Wilson ~ as Mayor. Seconded by Commissioner Bro,wn and carried. Thereupon Commissioner Wilson was declared to be the duly elected Mayor of the City of Sanford for the year 1959, and signed ,the oath and acceptance of office and took the Chair. Commiss:i.oner Warner next spoke in appreciation of cooperation received from the - . 1 Commiss ion and employees during his ,term of office as Mayor Chamber of Commerce Manager John Krider and W. K. McRoberts next appeared in request of support of a local baseball club, outli1!ll~n.g the recreational benefi ts and also stating that the club 'would favor pay:i.n g the City 30 percent .of the net profi t at the end of the seaso n. M. 19~ John Krider next requested that the property located on the west side of Pecan 'Ave., between Fi fth & Sixth Btreets be re zoned to Commercial-Industrial Dis trict so that a build- ing costing an estimated $75,000.00 could be constructed, and same was referred to the Zoning and Planning Board for their consid eratton. After cons:l.d erable d 1s cussi on, moved by Commi ss ioner Higginbotham to re cind the action of the Commissiron at meeting of December 22, 1958 to purchase property on Seminole Boulevard from Strickland-Morrison in amount of $75,000.00. Secmded by Commissio ner Baker and carried. Thereupon, Commissioner Higrinbotham moved to authorize paving an area. to park aop- proximately 128 cars, south of and adjacent to the Civic Cent er on City owned property. Seconded by Commiss loner Warner and carried. On motion of Commissio n8r Higgin botham, seconded by Commiss ione r Warner and carried, the Commiss ion, authori zed the follo1nring transfer of fiunds from Account No. 4781, Paving: 1. Account No. 1.1-725, Street Materials $6,000.00, to cover the aforementioned parking area, 2. To Public Projects Fund-Contract Paving $4,000.00 Commissioner Brown int~oduced Resolution No. 919, and after being read in full ~ moved its passage and adoption. Seconded by Commissioner Warner al'd carried by the following vote of the Commission: Commissioner II II If II Wilson Brown Baker Higginbotham Warner Aye Aye Aye Aye Aye Said Resolution No. 919 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA TRANSFERRING SUMS FROM CASH SURPLUS ACCOUNT IN THE GENERAL FUND TO PUBLIC PROJECTS WHEREAS, by previous Res 01 uti on the City Commis si on autho ri zed transfer of cash suvplus at the end of the fiscal year 1957-1958 to the general fund, and WHEREAS, said sums were transferred into cash surplus in the general fund, however, it is the desire of said City Commission that .said funds be transferred to publiC projects fund, NOW, THEREFORE, FE IT RESOLVED by the City Commission of the City of Sanford, Florida that $57,657.96 be a nd the s arne is hereby transferred from cash surplus account in the general fund to public projects fund. Trustees, and on motion of Commissioner BroWl, seconded by Commissioner Higp'inbotham and carried, same was accepted with regrets and with acknowledgement of his years of service. Commiss1.'Jner Warner reported that he had been informed from Jacksonville Naval r Air Station that the request for a salvaged aircraft to be placed in Ft. Mellon Park P&ay- ground had been forwarded to the Secretary of Navy for approval.
