The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on February 23, 1959:

The meeting was cal~ed to order by the Chairman.
David M. Gatchel next appeared in request of funds for a IIHighway 17-92 Associationll
to promot e and advertise the merchants, Cities and Counties along this route of traffic, and
pointed out its decline in use the past few years.
Commissioner Higginbotham proposed that this action fell within realm of the Chamber
of Commerce activities, and through former commitments ~he. City was already supporting their
adverti~ing program.
After further consideration, no action was taken by the Commission on the request.
Offer next submitted by the Sanford Manufacturing Company to purohase 288 feet of
property, North of, and adjacent to their present plant site, at 918 W First Street.
After consideration, moved by C?mmissioner Higginbothan, seconded by Commissioner Baker
and carried, the Commission authorized the services of R. A. Williams and A. B. Peterson, Sr.,

Realtors, to submit an apprafsal of the aforesaid property.
Leo Butner, 25~0 }1yrtle Avenue" next anpeared to request the, City to take action to
open a North-South alley in Block 3~ Dreamwold, Second Section.
The Cl ty Manager stated :t;ha:t; there now exists only a Utility Easement through said

block, and it would be necessary for all of the property owrers to convey to the City an
alley easement, and further that he had worked with several of the property owners approxi-
mately a year ago for alley easements and they did not favor such action. The Commission
suggested that Mr. Butner approach these owners and seek their approval.
Application next submitted by Little Giant Food Store, 230) French Avenue, ~or license
to sell beer and wine for consumption off premises, and on motion of Commissioner Higgin-
botham, seconded by Commissioner Warner, and carried, the Commission authorized same on recom-
mendation of Police Chief Williams.
Application next submitted by Robert Young, 1401 B~l Avenue, for one additional taxi

cab license, making a total of three licenses issued to him for taxi cabs.
After consideration, moved by Commission~r Higginbotham, seconded by Commissioner
Brown and carried, to authorize said license~ provided that all taxi cabs be kept in safe

mechanical condition.

Recommendation next submitted from th~ Zoning and Planning Commission to amend Section
14 of the Zoning Ordinance, to provide for the a).lowance of mechanical garages in zone C-I
(Commercial-Retail District), and to continue to prohibit paint and body shops in said distric .
After discuss ion, moved by Commiss loner Higginbotham, Be conded by Commiss i oner Brovm and
carried, to hold a Public Hearing on March 23, 1959, to consider same.
Resignation next submitted by Clifford McKibbin from the Zoning and Planning Commission

due to the pressure of business and other activities. After consideration of Mr. McKibbin's
valued services to this Commission and to the City, and on motion of Commissioner Higginbotham

After consideration and'on'motion of Commissioner Brown, seconded by Commissioner
Higginbotham and carried, the Commission authorized the transfer of $35.00 from Contingency
Fund to Account No. 5007, Engineering-Travel, to provide for the Building Inspector to at-

After consideration and on motim of C0mmissioner Higginbotham, seconded by Commissioner
Baker and carried, the ComrrJission authori zed. the closirg of the City Zoo to the Public from
dark to dawn and to install suitable signs to notify of such action.
After discussion, moved by Commissioner Higginbotham, seconded by Commissioner Warner
and carried, the Commissi,on au thori zed the cooperating wi th the County on a pro-ra ta basis
of approximately $1,856.oo each for paving West 20th Street from Fr~nch Avenue West to the
City limits.
Letter next submitted from U. S. Naval Air Station, Jacksonville, Florida, confirming th
availability of one of one F2H-l Aircraft for the Elks Playground in Fort-Mellon Park.
After consideration, and on motion of Commissioner Brown, seconded by Commissioner

Higf'inbotham and carrie d, the Commie 8 i on au tho.ri zed the Dlrecto;rs of the Sanford Memorial
Library to ship papers and materials to the University of Tennessee for microfilming, such
services to be rendered without any charges to t he City.
After consideration, and on'motion of Commissioner Brown, seconded by Commissioner
Baker and carried, the Commission authorized the transfer of $75.00 from the Contingency
Fund; $37.50 to Account No. 4107, Parks-Travel; and $37.50 to Account No. 4207, Recreational-
Travel; to provide for Recreat1.on Director and Parks Supt., to attend the Southeastern Park
Planning Course at North Carolina State College, Raleigh, N. C.
After considerat:kl n, moved by Commissioner Higginbotham, seconded by Commissioner
Warner and carried, authorizirg the City Attorney to prepare a Resolution opposing the pro-
posed increase in gasoline tax as recommended by the State Road Department to the Florida
League of Municipali t-ies, and requesti ng the Seminole County Leg:tsla ti ve Delegation to
J oppose same.
There being no further business the meeting adjourned.
