Knowles City Clerk .H. .N. Tamm, Jr. Police Chief R. G. Williams -I The meeting was called to order by the Chairman. Commander I. M. Rowell, Jr., 2440 Oak Avenue, next appeared,requesting action to correct the facilities at the Food Fair Shopping Center on 25th Street, pertaining to the heavy trucking, the open parking area, and the undesirable lights at night. Earl Moxley, 2446 Oak Avenue, also appeared in support of the aforesaid complaint. After discussion and on motion of Commissioner Higginbotham, seconded by Commission- er Baker and carried, the Commission authorized the City Manager to contact the Food Fair Manager to work out the details on the following: 1. Eliminate Oak Avenue for use as a truck route. 2. Construct a 6 foot fence to deflect the glare from car lights on the parking lot at night. 3. Eliminate entrances from Oak Avenue to the parking lot. 4. Restrict parking on the west side of Oak Avenue, and on 25th Street between Park Avenue and Oak Avenue. Clifford McKibbin, member of the Zoning and Planning Commission, next appeared and recommended that on all controversial rezoning to a lower catagory, that all abutting property owners within one block distance should be notified of the proposed rezoning. After consideration, moved by Commissioner Brown, seconded by Commissioner Baker and carried, the Commission recommended to the Zoning and Planning Commission the ad.option of the aforesaid type of "Notice!, as outlined by Mr. McKibbin. The next order of business being a Public Hearing to consider rezoning the property as proposed and described in the following legal "Noticefl published in the Sanford Herald on March 6, 1959: NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUN- DARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. MINUTES ~ 487 I . I March 23 at 8 o'clock PM9 59 City Commission, Sanford, Florida, -1 All parties in interest and citizens shall have an opportunity to be heard at said hearing. The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against rezoning the property as proposed and described in the foregoing ,.... notice. There being no objections registered, Commissioner Higginbotham moved that the property described be rezoned as advertised. Seconded by Commissioner Baker and carried. The next order of business being a Public Hearing to consider rezoning the property as proposed and described in the following legal "Noticell published in the ..Janford Herald on March 4, 1959: I",,,,'~ . Notice is hereby given that a Public Hearing will be held at the office of the City Commission in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., March 23, 1959, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: I To provide for mechanical garages to be permitted in District C-l (Commercial-Retail), however, to continue to prohibit establishing paint and body shops in said district. All parties in interest and citizens shall have an opportunity to be heard at said meeting. By order of the City Commission of the City of Sanford, Florida, this 23 day of February, 1959. s/ H. N. Seconded by Commissioner Baker and carried. ~ r""'- After discussion, moved by Commissioner Higginbotham to hold a "Public Hearing" on April 13, 1959, to consider amending Section 14 of the Zoning Ordinance, to provide for the allowance of paint and body shops in District C-l (Commercial-Retail). r- Application next submitted by the Veterans of Foreign Wars, Seminole Boulevard, for license to sell beer and wine for consumption on premises, and on motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, the Commission authorized same on ,..--' recommendation of Police Chief Williams. After discussion and motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried, the Commission authorized the engagement of Tommy Peterson, Jr., and Wm. H. :;>< Stemper, Realtors, to appraise approximately 6 acres of the southwest corner at intersection 488 MINUTES City Commission, Sanford, Florida, March 23 at 8 P. M. 19~ After discussion and moved by Commissioner Higginbotham, seconded by Commissioner / Baker and carried, approving rates for Municipal Swimming Pools as follows: Children through high school ages 15~ Adults 35~ After discussion and on motion of Commissioner Warner, seconded by Commissioner Brown and carried, the Commission approved payment and authorized the execution of a note for a loan from the Sanford Atlantic National Bank for a period of two years in the amount of $12,096.48 for the balance on purchase of International Model TD-15 Diesel Crawler Tractor as follows: Cost $23,018.15 Less Trade-in 5,000.00 18,018.15 5.921.67 12,096.48 Budget #8132 Balance (Note) After consideration, moved by Commissioner Baker, seconded by Commissioner Brown and carried, authorizing the City Manager to attend Florida City Manager's Short Course, to be held at Ft. Lauderdale on April 19th, 22nd., 1959, and appointed H. N. Tamm, Jr., as Acting City Manager during his absence, and approved the transfer of $75.00 from Contingency Account #8150 to Account #1207, City Manager-Tra~el Expense. / After consideration and on motion of Commissioner Higginbotham, seconded by Comm., Brown and carried, the ~ommission designated the following as areas from which petitions for annexation would be accepted: (a) That area bounded on the north by 20th Street, on the east by the City Limits, on the south by 25th Street, and on the west by the old Lake Mary Road to its intersection with the Country Club Road, thence easterly along said Country Club Road to in- tersection with the old Atlantic Coast Line Railroad right-of- way, thence north-easter~y along said right-of-way to its in- tersection with 20th Street. (b) That area bounded on the north by the City Limits, on the east by Elm Avenue, on the south by the south property line of Pine- crest School, on the west by French Avenue north to 27th. St., thence westerly along 27th Street to its intersection with Orlando Drive, thence northeasterly along Orlando Drive to the City Limits,. Recommendation next submitted from the Zoning and Planning Commission to rezone I from R-2 District (Nultiple-Family) to C-2 District (Commercial-Industrial) the west 1/2 of Block 4, Tier 6 and all of Block 5, Tier 7, of E. R. Trafford's Map of Sanford, and on motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, the Com- j mission author,ized a "Public Hearing" to be held on April 13, 1959, to consider said action. Recommendation next submitted from the Zoning and Planning Commission to rezone from R-l District (Single-Family) to R-2 District (Multiple-Family) the west 1/2 of Block 9, . Tier 4, E. R. TraffordsMap of Sanford, and on motion of Commissioner Brown, seconded by Commissioner Higginbotham and carried, the Commission authorized a "Public Hearing" to be held on April 13, 1959, to consider said action. After consideration and on motion of Commissioner Warner, seconded by Commissioner Brown and carried, the Commission approved payment of $100.00 for transporting the airplane J for Fort Mellon Park from Jacksonville Naval Air Station. After consideration and on motion of Commissioner Brown, seconded by Commissioner Baker and carried, the Commission approved the salary reclassifications as follows: 489 MINUTES City Commission, Sanford, Florida, March 23 atB P. After consideration and on motion of Commissioner Warner, seconded by Commissioner Brown and carried, the City Manager was authorized to advertise for bids for an electric adding machine for the Finance Department. Commissioner Higginbotham next introduced Resolution No. 920, and after being / read in full moved. its passage and adoption. Seconded by Commissioner Brown and carried unanimously. Resolution No. 920, being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, ENDORSING THE UNITED STATES JUNIOR CHAMBER OF COMMERCE PROGRAM OF TAX REFORM, AND REC-' OMMENDING TO THE CONCmESS OF THE UNITED STATES AND OTHER APPROPRIATE LEGISLATIVE BODIES THE RECOGNITION OF NECESSITY FOR TAX REFORM. r- WHEREAS, the United States Junior Chamber of Commerce is circulating petitions recommending to the Congress of the United States a program of TAX REFORM atall levels in order that present obstacles 'to the expansion and growth of our economy may be removed, and WHEREAS, the City Commission of the City of Sanford, Florida deems a program of TAX REFORM essential to maximum development of the nation1s economic potential, NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida that the program of TAX REFORM as sponsored by the United States Junior Chamber of Commerce be, and the same is hereby endorsed, and that the Congress of the United States be, and it is hereby requested to adopt said reform, and all citizens of Sanford be, and they are hereby requested to support the same.
