040659-Special Session (490 I MINUTES' City Commission, Sanford, Florida, April 6 at 2 P.M. 19~ The City Commission of the City of Sanford, Florida, met in special session at the City Hall in the City of Sanford, Florida, at 2:00 o'clock P. M. on April 6, 1959. Present: Commissioner A. L. Wilson, Mayor " Joe B. Baker << R. S. Baker II Earl Higginbotham n Merle Warner City Attorney W. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tann, Jr., Police Captain A. S. Williams The meeting was called to ord,er by the Chairman. Loomis Leedy of the firm of Leedy, Wheeler and Alleman, Orlando, next appeared, outlining the fiscal aspects pertaining to the probl~m of financing a sewage treatment plant, / and same were taken under advisement. After discussion and on motion of Commissioner Higginbotham, seconded by Comm., Warner and carried, the Commission authorized a public hearing to be held on June 8, 1959, to consider abandoning and vacating a public utilities easement on Lots 1, 2, 6 and 7, Blk. 13, Tier9, E. R. Traffords Map of Sanford. After discussion and on motion of Commissioner Higginbotham, seconded by Commissione Warner and carried, the City Attorney was authorized to prepare a Resolution requesting the State Road Department to favorably consider constructing a new bridge across the St. Johns River between Sanford and Osteen, and authorized the execution of said resolution by the Mayor and City Clerk. After consideration and on motion of Commissioner Warner, seconded by Commissioner Higginbotham and carried, the Commission authorized transfer of $200.00 to Account No. 4222 from the Contingency Fund Account #8150 for payment of freight on the aircraft for the Elks / Playground in Fort Mellon Park. Request next submitted from Maxine Spivey, 1016 Orange Avenue, for transfer to 804 Locust Avenue, of license to sell beer and wine for consumption off premises, and on motion of Commissioner Warner, seconded by Commissioner Higginbotham and carried, same was approved // on recommendation of Police Captain Williams. After discussion and on motion of Commissioner Higginbotham, seconded by Commissione Baker and carried, the Commission designated that in areas under consideration for annexation and in which annexation petition exists, that after a water service has been discontinued, it will not be reinstated nor will a new service be connected in said areas until a petition is vi properly signed by the property owner.
