Ii! 43~4" The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock ~. M~ on April 13, 1959. Tamm, Jr., Police Captain A. S. Williams The meeting was called to order by the Chairman. The first order of business being a.Public Hearing to consider rezoning the property as proposed and described in the following legal "Noticell published in the Sanford Herald on - j March 27, 1959. NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLA. Notice is hereby given th~t a Public Hearing will be held at the office of the City Commission ~n the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M.April i), 1959, to consider the following changes and amendments to the Zoning Ordinance of the City v/ of Sanford, Florida: (a) The property zoned in District R-2 (Multiple Family), located on the East side of Elm Avenue between 1st and 3rd Streets, is proposed to be changed to C-2 (Commercial-Industrial). Said property being more particularly described as Lots 9, 10, and 11 of Block 3, Tier 6; and Lots 6 to 10, inclusive, of Block 4, Tier 6, of E. R. Traffords Map of Sanford. (b) The property zoned in District R-2 (Multiple Family), located between Elm and Laurel Avenues and between 3rd and 4th Streets is proposed to be changed to C-2 (Commercial-Industrial). Said property being more particularly described as all of Block 5, Tier 7, E. R. Trafford's Map of Sanford. (c) The property zoned in District R-l (Single Family), located on the East side of Oak Avenue between 7th Street and 8th Street, is proposed to be changed to R-2 (Multiple Family). Said property being more particularly described as Lots 6 to 10, inclusive, of Block 9, Tier 4, of E. R. Trafford's Map of Sanford. (d) To provide for Paint and Body Repair Shops to be permitted in District C-l (Commercial-Retail). M. 19~ There being no objections registered, Commissioner Higginbotham moved that the property described in paragraph (4) be rezoned as advertised. Seconded by Commissioner Warner and carried. ",..., Wilson Holt of the firm of Goodbody & Company, next appeared, outlining the fiscal aspects pertaining to the problem of financing a sewage treatment plant and same were taken ~ under ad.visement. Mrs. E. G. Gilmartin, 1907 Summerlin Avenue, spokesman for a group of residents of South Summerlin Avenue, next appeared to present the undersirable conditions of an open - ditch exist~ng in back of their property and of the nuisance of flies and mosquitos which she felt was a result of the presence of Hardins Dairy which abutted their property, and requested the Commission to seek the cooperation of the owners of the dairy in alleviating this nuisance. County Commissioner John Krider, next appeared and stated that this was a private ditch on private property and that the County did not have any easement for a ditch on the property, however, that he had been denied permission by Mr. Harden for the County to dig an East-West ditch to take th.is drainage from behind these houses, and further that upon his visit to the dairyyholding pen that he had encountered swarms of flies. After considerable discussion and on motion of Commissioner Brown, seconded by Commissioner Warner and carried, the Commission authorized a letter requesting Mr. Harden's ~ cooperation in relocating the ditch and in moving the holding pen behind the barn, and directed that a copy be sent to the Seminole County Health Unit. Phil Pitts, representative from office of George Simons, City Planner, next appeared v and after discussion, was authorized to meet with the State Road Department representatives to discuss plans for the traffic survey which they proposed at special meeting of April 6, 1959. Robert Young, 1401 Bell Avenue, presented a petition requesting that Willie Sutton be given the use of a Police Cruise Car so that he could patrol greater area in Goldsboro, and same was taken under advisement. Request next submitted for 5 Street lights on Summerlin Avenue from Randolph Street to 20th Street, and on recommendation of the City Manager, and on motion of Commissioner Warner seconded by Commissioner Brown and carried, same were approved. The City Manager next submitted the fOllowing tabulation of bids which were opened publicly at 2:00 o'clock P. M. on April 10, 1959, for furnishing one electric adding machine in accordance with the specifications in the invitation for bids published in the Sanford ,...,.. herald on April 2, 1959. Warner and carried, the Commission authorized to offer for sale 6 acres of land, more or less, on the south-west corner of the intersection of French Avenue and Seminole Boulevard, pro- \ vided that a building, meeting the Commissioners approval, would be constructed within one j year. After consideration and on motion of Commissioner Warner, seconded by Commissioner Higginbotham and carried, the Commission authorized execution by the Mayor and City Clerk of a Lease Agreement with Chase and Company of Lots 6 and 7~ Block 4, Tier 4, for purpose of establishing metered parking facilities. ing and of water and sewer utilities and requested the Commission to consider means of co- ~ operating with the developers in return for annexation of the area. On motion of Commissioner Brown, seconded by Commissioner Baker and. carried, the Commission next authorized and directed that lists of d.elinquent 1958 Real Estate taxes be POSTED in accordance with the terms of the Charter. On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried, minutes of Special Meetings of February 23 and March i), and regular meetings of February 26 and March 9, 1959, approved. On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic National Bank Vouchers Nos. 4304 thru 4437, General Fund Florida State Bank Vouchers Nos 2325 thru 2379, and Water & Sewer Sanford Atlantic National Bank Vouchers Nos. 311 thru I' 317. After discussion and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the Commission adopted the policy of not loaning or renting any City equip- // ment except on an emergency basis. Request next submitted from the Town Pump to relocate bar and package store from the North side of First Street to the South Side of First Street, and on motion of Comm., Brown, seconded by Commissioner Baker and carried, the request was denied. Recommendation next submitted by Chief M. N. Cleveland, Sr., with approval of the City Manager, requesting salary reclassification of Ass't Chief R. T. Thomas from 22-D to i 22-E, $4,495.00 annually, and on motion of Commissloner Warner, seconded by Commissioner Baker and carried, same was approved. M. on March 18, 1959, for furnishing insurance coverage on em- ployees in accordance with the specifications in invitation for bids published in the Sanford Herald on February 27, 1959.
