Ralph Wight, representative of the Benevolent and Protective Order of Elks, next appeared .and tendered a check in the amount of $100.00 towards the payment of freight on the Navy Aircraft designated for the Fort Mellon Park Elks Playground. v ".-. I I i On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the Commission authorized a ietter of appreciation for this check and for the cooperation in obtaining the aforementioned Aircraft. Porter Lan~ing, President of the Seminole County Sportsmen's Association, next ap- peared in support of a sewage disposal plant in interest of better fishing, boating and water sports. / The next order of business being a Public Hearing to consider vacating, closing and abandoning a portion of a street and of a public alley in accordance with the following notice published in the Sanford Herald on April 8, 1959. ".-. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A PORTION OF A STREET AND OF AN ALLEY. TO WHOM IT MAY CONCERN: You will take notice that the City Commission of th~ City of Sanford, Florida, at 8:00 P. M., on the 27th day of April, 1959, in the City Commissioner's Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will va- cate and abandon any right of the City and the public in and to that portion of the North side of Third Street in the City of Sanford, Florida, described as follows, to-wit: Beginning ~wo feet5south of the southeast corner of Lot 5, Blk-4 m of E.R. Trafford's cMap of San- ford, run west 107 feet, thence north 2 feet, thence east 107 feet, thence south 2 feet to point of beginning. Commissioner Higginbotham next introduced Ordinance No. 670, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABANDONING THAT PORTION OF ALLEY BEGINNING AT THE SW CORNER OF LOT 2, LAKE VIEW PARK, RUN WEST 3 feet 4 INCHES, THENCE NORTH 104 FEET, THENCE EAST 3 FEET 4 INCHES, THENCE SOUTH 104 FEET TO POINT OF BEGINNING, IN THE CITY OF SANFORD, FLORIDA ...._// and same was placed on first reading and read in full. Seconded by Commissioner Baker and carried. Request next submitted by W. V. Bitting, Manager of Liggett Drug Company, 108 S. Magnolia Ave for permit to sell intoxicating liquors, for consumption off premises, and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, same / was approved on recommendation of the Police Captain. After consideration and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the Commission approved amendments to the Electrical Code of the City of Sanford, as recommended by the Board of Examiners of Electricians. After consideration and on motion of Commissioner Higginbotham, seconded by Comm., Baker and carried, the Commission appointed the firm of Leedy, Wheeler and Alleman, as fiscal agents for the proposed sewage disposal plant. Redding was re-appointed to the Commission of the Sanford Housing Authority for a three year term to May 20, 1962. After discussion and on motion of Commissioner Higginbotham, seconded by Commissioner r Warner and carried, the City Manager was authorized to void the five permits to solicit, issued in the name of Fontaine Studios, after receiving letter from the firm stating they had no representatives in the City. On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, the City Manager was authorized to contact John Fitzpatrick, C.P.A., regarding a renewal of a 3-year contract for auditing the City records. On motion of Commissioner Warner, seconded by Commissioner Higginbotham,and carried, ~he Commission authorized the transfer of $552.74 from ,account #8150, Contingency Fund to Account #4167, Parks, to cover costs of DugQuts for Little League Baseball Fields. On motion of Commissioner Brown, seconded by Commissioner Warner and carried, the Mayor was authorized to present to the House of "Representati ves delegation, the City IS re- - quested legislative passage of "local billsw. On motion of Commissioner Warner, seconded by Commissioner Baker and carried, the Commission authorized the purchase of $45;000.00 of U. S. Government 91-day Treasury Bills as an investment of the Renewal and Replacement Fund. On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, the Commission authorized the transfer of $10.00 from account #8150, Contingency, to account ~~ 2201, Police Salaries. After discussion and on motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, the Commission authorized that no charge would be made for a periOd of 60 days for permits issued to remodel marquees and signs as a result of the widening of Sanford Avenue from First Street to Sixth Street. ~ On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, the Commission authorized that the payment of $3,886.63 received from the Sanford Housing Authority for paving would be credited to account No. 4729, Street Materials. .- On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried, the Commission authorized a survey and study of the City's insurance schedule and coverage, the employees pension system, and a comparison of present pay schedule with simialr cities. After considerable discussion and on motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the City Attorney was authorized to prepare an Ordi. nance providing for a surcharge of 30% for sewer service extended beyond the City limits. Request next submitted from residents on North Summerlin Avenue to install storm /' drainage on private property, and on motion of Commissioner Higginbotham, seconded by Comm., Warner and carried, same was approved, provided the individuals would pay for costs of labor, ~. 502 MINUTES City Commission, Sanford, Florida, May. 4 at 8 P. On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, the Commission authorized the transfer of $500 from Account #4421, Swimming Pool; $150.00 to Account #4167, Parks, Little League Fields, and $350.00 to Account #4222 Recreation t/ Playground Equipment. After consideration and on motion of Commissioner Brown, seconded by Commissioner Warner and carried, the Commission endorsed the proposal to have Circusland Enterprises locate in Seminole County. On motion of Commissioner Warner, seconded by Commissioner Higginbotham and carried, the Commission authorized $10,000.00 of the Water Meter Deposits to be transferred to Time ~ Deposit Savings Account.
