The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on May 11, 1959.

The meeting was called to order by the Chairman.
Commander I. M. Rowell, Jr., 2440 Oak Avenue, next appeared requesting the City to
continue with a survey of the garbage and trash, lighting, and traffic problem created by the

Food Fair Store opposite his residence.

D. H. MacGillis, representative of the Sanford Boat & Ski Club, next appeared to
express appreciation to the City for the cooperation extended in making the first Sanford-
Jacksonville Marathon Outboard Race such a splendid success.
Otto Caldwell, former resident of Sanford, next appeared to offer for sale for
$300.00, a turret lathe which has been used in the City Shop for the past 20 years.
Moved by Commissioner Brown, seconded by Commissioner Baker and carried, authorizing
the purchase of the above lathe and to transfer $300.00 from Contingency Fund to Account 4026,
Shop-Equipment.
After considerable discussion and on motion of Commissioner Higginbotham, seconded
by Commissioner Warner and carried, the Commission authorized the City Manager to purchase

Civic Center and Swimming Pools confectionery supplies from Tom Brown of Lance Inc.
The next order of business being a Public He~ring to consider rezoning the property
as proposed and described in the following legal ~Notice<< published in the Sanford Herald on

NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCE OF THE CITY OF SA'NFORD, FLA.

Notice is hereby given that a Public Hearing will be held at the Commission Room in
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. May 11, 1959, to consider the
following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida.
The property zoned in District R-l (Single Family), located between Oak Avenue and
Myrtle Avenue and 4th and 6th Streets; between Myrtle Avenue and Elm Avenue and 5th & 6th
Streets; and the West side of Myrtle Avenue Between 4th & 5th Streets, is proposed to be
changed to R-2 (Multiple Family) District. Said property being more particularly described
as Block 6 of Tier 5, Block 7 of Tier 6, and Lots 1 through 5, inclusive,of Block 6, Tier 6,
of E. R. Traffords Map of Sanford.
All parties in interest and citizens shall have an opportunity to be heard at said
hearing.

There being no objections registered, Commissioner Higginbotham moved that the
J! property described be rezoned as advertised. Seconded by Commissioner Brown and carried.
Request next submitted to designate for annexation that area bounded on the
south by First Street, on the west by Riverview Avenue, on the north by Lake Monroe and on
the east by the City Limits, and on motion of Commissioner Higginbotham, seconded by Com-
missioner Brown, same was approved.
After consideration and on motion of Commissioner Warner, seconded by Commissioner
Brown and carried, the Commission authorized payment from the Contingency Fund of $250.00
to reimburse Mrs. Marvel Johnson, DeBary, for expenses incurred as a result of an injury
received on the sidewalk on First Street.
After discussion, moved by Commissioner Higginbotham, seconded by Commissioner
Warner and carried, authorizing the paying of Summerlin Avenue from Wynnewood Drive to 25th.,
Street at an estimated cost of $1,070.75.

After consideration and on motion of Commissioner Baker, seconded by Commissioner
Higginbotham and carried, the Commission declined the offer for a traffic survey by the
State Road Department for $1,500.00.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and
carried the Commission engaged john Fitzpat~ick, C. P. A. for a 3-year period to audit the
City records for an annual fee of $2,500.00.
On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried,
the Commission approved an agreement with Mid-Florida Investment Company to permit tie-in
/ of their housing development sewage system to the City system.
On motion of Commissioner Warner, seconded by Commissioner Brown and carried, the
Commission authorized the purchase of caps for the City's softball team and a transfer of
$17.00 from Contingency Fund.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and
carried, the Commission authorized the City Attorney to prepare an amending ordinance con-
trolling the sale of intoxicating liquors, as follows:
1. A limit of one license for each 1,000 persons, based on the
last state or federal census.
2. To include as an area for sale of liquors that area located on
the West side of Park Avenue, from 25th Street north for 500
feet and West to Oak Avenue.
On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried,
the Commission declined the offer of Mrs. Fred Williams to sell to the City the property east
of the Sanford Library.
After consideration, moved by Commissioner Warner, seconded by Commissioner Higgin-
botham and carried, the Commission approved a three-year lease agreement ,^lith Fred Williams
for a City public parking facilities on Lots 9 and 10, Block 5, Tier 2,
On motion of Commissioner \tlarn~&.., seconded QY Commissioner Higginbotham and
carried, the Commission authorized the purchase from Constable Galloway of a used mobile
radio unit for the Building Inspector for the sum of $200.00 from the Contingency Fund.
On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried,
the Commission authorized the sending of a gift of rememberance to Al Lee, Roy Holler and
Marion Harman, Civic Leaders who are confined in hOspitals out of the City.

and Alleman, as fiscal agents for the proposed sewage disposal plant.
The Commission acknowledged the gift of the Fla~ of the State of Florida by the
organization of the Daughters of the American Revolution.

On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried,
current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic
National Bank Vouchers Nos. 4438 thru 4578, General Fund Florida State Bank Vouchers Nos.
2380 thru 2429, and Water & Sewer Sanford Atlantic National Bank Vouchers Nos. 318 thru 327.
Commissioner Baker was appointed acting mayor for May 13/15 during the absence

There being no further business the meeting adjourned.
