062259-Regular Session 5:11 -~\ MINUTES City Commission, Sanford, Florida, June 22 at 8 P. M. 19 59 0;- r- The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on June 22, 1959. Present: Commissioner A. L. Wilson, Mayor II Joe B. Baker " R. S. Brown " Earl Higginbotham /I Merle Warner City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief R. G. Williams I r The meeting was called to order by the Chairman. Gerald Dake, resident City Planner, appeared to outline the progress of his office. Mr. Schukhart and Mr. Marshall next appeared, representing local F.H.A. builders, requesting the City to approve construction of $9,000/$10,000 homes under Section 221 of H.H.F1iA., and on motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried, the City Attorney and C~ty Manager were authorized to prepare necessary letter affirming said program. Request next submitted by A. D. Holloway, 2526 Sanford Avenue, to purchase Lot 16 ----., Frank L. Woodruff Sub-Division, and on motion of Commissioner Higginbotham, seconded by Comm., Warner and carried, offer for sale was authorized for the sum of $700.00 in cash for a period of 90 days, retaining a utility easement of the rear 7 feet of Lot 16 and provided that owner also gives a utility easement across rear 7 feet of each of lots 13 and 14. Report next submitted by the City Manager of the Capital Improvements for Proposed Annexation Areas, and after consideration and on motion of Commissioner Brown, seconded by r- Commissioner Warner and carried, orders were approved for street lights and signs for af- fected areas, subject to first obtaining sufficient signatures by petition for annexation of these said areas, and approved transfers from the Contingency Fund of $8,033.00 as follows: Account #2301 - Fire-Salaries Account #4641 - Street Lighting-Electricty Account #4728 - Street-Signs $6,658.00 495.00 880.00 $8,033.00 /' On motion of Commissioner Brown, seconded by Commissioner Higginbotham and carried, a code of Water & Sewer Utility S~ecifications was approved and authorized for sale for $5.00 per copy. On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, the City Park on French Avenue and 4th Street was approved to be added for coverage to the schedule of Public Liability Insurance. Request next submitted by Joseph Gazil, 1100 W 13th Street, for permit to. sell r beer and wine, for consumption off premises, and on motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, same was approved, on recommendation of the Chief of Police. v' r- I The City Manager next submitted the following tabulation of bids which were opened publicly at 2:30 o'clock P. M. on June 19, 1959, for furnishing water supplies in accordance with the specifications in the invitation for bids published in the Sanford Herald on June 15, 1959. Finley's Municipal Supply Co. J.ll\;., VJ.UUJ.UU, .l'lUI..ua On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried, the Commission authorized extension of present contract for water meters from the Neptune ./ Meter Company, to 500 additional meters for a total 1,000 in order to obtain a greater quantity discount. On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried purcnase and installation of a 4" water meter on the Atlantic Coast Line Railroad ComDany water service, was approved. On motion of Commissioner Warner, seconded by Commissioner Higginbotham and carried, the Commission authorized a transfer of $2,675.00 from Account #9101 Utility-Salaries to Account #9126 Water Utility-Equipment for Public Works and Utility mobile radio equipment / as follows: Radio System 3 Months Service Parts Stock $2,231.50 142.50 300.00 $2,674.00 and authorized payment to Miller Radio & Appliance Company of $2,~31.50 to cover costs of the radio system installation. On motion of Commissioner Warner, seconded by Commissioner Brown and carried, the Commission approved an extension of the Contract with Miller Radio & Appliance Company, to include the Police, Fire, Public Works and. Utility radio maintenance for :fp200. 00 per month, plus parts. On motion of Commissioner Warner, Seconded by Commissioner Bal(er and carried, salary reclassification from 3-C to 3-D at $45.87 per week, for Leroy Dixon, was approved. On motion of Commissioner Warner, seconded by Commissioner Baker and carried, / transfers were approved as follows: 1. Refuse-Equipment Account #4919 to Refuse-Miscellaneous Supplies Account #4922 $300.00 2. Recreation~Swimming Pool, Confections Account 4474 to Recreation-Playground Equipment Acc't #4222 500.00 3. Library-Office Supplies Acc't Telephone & Telegraph Miscellaneous Furniture & Fixtures Janitor Supplies Lights, Fuel & Util. #6005 6008 6009 6012 6018 6023 50.00 10.00 20.00 50.00 50.00 50.00 To Library-Books, Account 6028 $ 230.00 On motion of Commissioner Baker, seconded by Commissioner Warner and carried, the Commission next approved closing out Library Fine and Library Rent Bank Accounts to General Fund, and payment of all expenses from the General Fund. On motion of Commissioner Higginbotham, seconded by Commissioner Warner and -I I carried, the City Attorney was authorized to proceed with request of dismissal of appeals of 25 Municipal Court cases appealed to the Circuit Court cases appealed to the Circuit Court, but never processed. On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried, ,/ the Commission authorized payment of $21.75 to Laura Overstreet for a full release as a result ~ 5~3 ' MINUTES City Commission, Sanford, Florida, June 22 at 8 P. Ellison,. 2637 S Elm Avenue and on motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the west one-half of the block from 26th to 27th Street between Elm Avenue and Myrtle Avenue was designated as an area from ,which annexation petitions would be received. c../ Commissioner Earl Higginbotham was appointed Acting Mayor during the absence of the Mayor from the City from June 23 to July 6, 1959. Request next submitted by the Sanford-Seminole County Junior Chamber of Commerce for a permit, without charge, to hold a circus on Mellonville and Celery Avenues on November 25, 1959, and on motion of Commissioner Higgihbotham, seconded by Commissioner Warner and carried, the request was approved, provided the organization would be responsible for clean- ing up the grounds after the event. Request next submitted by E. N. Smith, 1313 Olive Avenue, to close and vacate 13th Place adjacent to .his property, and on motion of Commissioner Warner, seconded by Comm., Baker and carried, the request w~s denied. !"'- On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, the City Manager was authorized to advertise for bids to furnish fire hose in accordance with amounts as set forth in the budget.
