The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 27, 1959.

The Meeting was called to order by the Chairman.
Loomis Leedy of the firm of Leedy, Wheeler and Alleman, Inc., Fiscal Agents for the
proposed Sewage Treatment Plant, next appeared to present a comprehensive report regarding
financing said plant.
John Fitzpatrick, C. P. A. auditor of the City's records, mext appeared to explain
~ the method of capita~izing items of Utility expenditures.
Brailey Odham, next appeared_, recommending that a Public Hearing be held with David
Lee of the State Board of Health to discuss the problems of constructing and financing a
treatment plant, and further offered the sum of $2,500.00 to be used with matching funds
from the City for a study of a treatment plant and for uses of the waters of Lake Monroe.
On motion of Commissioner Brown, seconded by Commissioner Baker and carried, the
City Manager was authorized to assemble the information now available and to inquire of
engineering firms the probable costs of a study of the waters and bottom of Lake Monroe to

determine the uses available through variable phases of sewage treatment.
Clifford McKibbin, representative from the Seminole County Chamber of Commerce, next
appeared, outlining the accomplishments of his organization for the past year and presented
the proposed budget for the next fiscal year, requesting the Commission to increase the
City's appropriation from $10,000.00 to $12,000.00, and after discussion, same was taken
under advisement for consideration in determining the annual Budget for the City.

Howard Montieth and Clifford McKibbin, insurance agents, next presented a general

plan for coverage for workmens compensation and public liability for the City for approxi-
mately $18,000.00, and same was taken under advisement for consideration in the annual

Budget.
Mrs. Eula McClelland, concessionaire at the City Zoo, next appeared, requesting a
renewal of a five-year lease and outlini.ng, plans for expansion amounting to $1,000.00, and
after consideration, and on motion of Commissioner Higginbotham, seconded by Commissioner
Bro1fm and carried, the Commission approved a 5-year, non-transferable lease in the amount
of $50~00 per month and stipulating that all improvements would have to be approved by the
// City Manager.
R. H. LeFils, 1715 w. 3rd St., next appeared, requesting an extension of time to
relocate a junk yard from the above address, and on motion of Commissioner Higginbotham,
seconded by Commissioner Baker and carried, the Commission extended the period until
vi' December 31, 1959.
James Burke, 1809 W. 15th Street, next appeared, requesting the Commission to re-
consider the denial of his request to vacate a portion on an unnamed street between 15th &
16th Streets in Block A, IVI. M. Smi.th's Subdivision, and after discussion in which it was

Commissioner Higginbotham next introduced Ordinance No. 684, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA
ADOPTING A REVISED ELECTRICAL CODE FOR THE
CITY OF SANFORD, FLORIDA, AND PROVIDING PENAL-
TIES FOR VIOLATION.
and same was placed on first reading and read in full.
Commissioner Higginbotham then moved the waiver of the requirement of the second
reading of Ordinance No. 684, and that same be placed on final passage and adoption.
Thereupon the question recurred on the waiver of the second reading, the roll was

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 684, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA
ADOPTING A REVISED ELECTRICAL CODE FOR THE
CITY OF SANFORD, FLORIDA, AND PROVIDING PEN-
ALTIES FOR VIOLATION.

Commissioner Brown next introduced Ordinance No. 685, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, F,LORIDA
REPEALING SECTION 18-9 THE CODE OF THE CITY
OF SANF'ORD, FLOHIDA, 1954, AS AJVIENDED, SAID
SECTION PROHIBITING BURIALS \UTHIN THE COR-
PORATE LIMITS OF THE CITY OF SANFORD, FLORIDA.'
and same was placed on first reading and read in full.
Commissioner Brown then moved the waiver of the requirement of the second reading of

Request next submitted for assistance in maintaining the Armory grounds, and on
motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried, the re-
quest was denied.
On motion of Commissioner Higginbotham, seconded by Commissioner Brovrn and carried,
the Mayor and City Clerk were authorized to execute agreement with Odham & Tudor, accepting
the sewer collector system of Sunland EstRtes, on approval of the City Manager.
On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried,
Director of Finance H. N. Tamm, Jr., was appointed acting City Manager for the period of
August 8/23. 1959, during the Managers absence from the City.
On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried,
