The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 10, 1959.

The meeting was called to order by the Chairman.
The first order of business being a Public Hearing to consider vacating, closing
and abandoning a certain street in accordance with the following notice published in the

Sanford Herald on July 23, 1959.
NOTICE OF PROCEEDING FOR VACATING, CLOSING, AND ABANDONING A STREET.
TO WHOM IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford, Florida
at 8:00 P. M. on the 10th day of August, A. D. 1959, at the City Commissioners' Room at the
City Hall in the City of Sanford, Florida, will consider and determine whether or not the
City will close, vacate and abandon any right of the City and the public in and to that

certain street hereinafter described, to-wit:
Shepherd Avenue from its intersection with
Thirteenth Street on the south, north to its
intersection with the southerly right-of-way
line of the old Atlantic Coast Line railroad
right-of-way.

Persons interested may appear and be heard at the time and place above
specified.

The Chairman then announced that the Commission would be glad to hear from anyone in
favor, or against closing, vacating and abandoning the street as described in the foregoing

notice.
Police Chief Williams pointed out that this street connected with the abandoned
Atlantic Coast Line Railroad right-of-way and provided a desirable traffic route from 13th
Street to Pecan Avenue and 12th Street.
After consideration, moved by Commissioner Brown, seconded by Commissioner Baker and

carried to table action on vacating and closing said street and authorized the City Attorney
to proceed with the necessary actions to obtain this abandoned railroad right-of-way for

street purposes.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried, ~/
the Mayor and City Clerk were authorized to execute a 5-year lease to Mrs. Eula McClelland
for the concession stand at the City Zoo.
Reverend Childress, next appeared, requesting release of his step-son, John Monsey
Smith, from the City jail and suspension of the balance of his sentence, and further stated
that his step-son was being discharged from the Air Force and would return to Alabama with
him.
Municipal Judge E. A. Olliff, next appeared, to recommend suspension on Good Behavior

After consideration and on motion of Commissioner Higginbotham, seconded by Comm.,
Warner and carried, the Commission approved the aforesaid recommendation, stipulated on his
receiving a proper discharge and release from the military authorities and not to appear in
the City during the balance of the suspended sentence.
Request dated August 3, 1959, next submitted by the State Road Department, District
Drainage Engineer, P. W. Ekey, for use of City land and conduit feeding into Lake Monroe for
/ discharge of drainage from Sanford Avenue, which is to be reconstructed south of 25th Street.
John Krider, next appeared, stating that all surveys were in and the reconstruction
job of Sanford Avenue was ready to go except for this one item of drainage.
After discussion and on motion of Commissioner Higginbotham, seconded by Commissioner
Warner and carried, the Commission approved use of an open ditch, without a retention basin,
and construction of a catch basin opening into said conduit, all work to be performed by
the State Road Department.
Consideration next given to the method of waste disposal from the Allen-Orlando, Inc.,
plant whereby cynide and chromium concentrates are discharged in the area of the City well
field.
v. Robbins, State Health Department sanitarian, next appeared to outline the progress
of the treatment of neutralizing the wastes from this plant, as recommended by the company's
engineers and chemists. He further stated that the State Board of Health was making tests
to determine if the neutralizing process would be acceptable, and to his knowledge, the wells
had not been affected at the present.
After discussion and on motion of Commissioner Browh, seconded by Commissioner Warner
and carried, the City Attorney was authorized to notify Allen-Orlando, Inc., not to dump any
additional wastes in the well field area until the neutralizing process was approved by the
State Board of Health and to request the company to advise the City of the process used in
the treatment.
On motion of Commissioner Brown, seconded by Commissioner Higginbotham and carried,
Howard Faville was reappointed to the Board of Adjustments.
Request next submitted by First Federal S8vings & Loan Association to vacate the
west half of that east-west alley in glock 2, Tier 6, Traffords Map, and on motion of Comm.,
Higginbotham, seconded by Commissioner Warner and carried, a public hearing was authorized
to be held on September 14, 1959, to consider same.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried,
the Commission authorized the following transfers:

On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried,
current invoices and payrolls~next approved, as evidenced by General Fund Sanford Atlantic
National Bank Vouchers Nos. 4877 thru 5034, General Fund Florida State Bank Vouchers Nos.
2538 thru 2625, and Water & Sewer Sanford Atlantic National Bank Vouchers No. 341.
Fire Chief Cleveland next presented his annual report covering his department for

the last fiscal year.
On motion of Commissioner Warner, seconded by Commissioner Higginbotham and carried,
Roy Holler was reappointed to the Civil Service Board, as a representative of the Commission.

On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried,
the Commission authorized the purchase of $47,000.00 of 91-day U. S. Treasury Certificates
as as investment of the Water and Sewer Revenue Renewal and Replacement Fund.
Letter next submitted from J. H. Parramore pertaining to collection of an open
account from a City employee and after consideration, no action was taken by the'Commission.
There being no further business the meeting adjourned.
