082459-Regular Session (526 v' ..// v'" \/ MINUTES City Commission, Sanford, Florida, ,'A1Jgust.~e4 at ':8 )?M. 19~ The City Commission of the City of Sanford, Florida met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., August 24, 1959, to re- ceive the Tax Assessment Roll for 1959, as prepared by the Tax Assessor, and to set as a Tax Equalization Board. Present: Commissioner A. L. Wilson, Mayor " Joe B. Baker " Robert S. Brown II Earl Higginbotham " Merle Warner City Attorney W C Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr., Police Chief R. G. Williams The meeting was called to order by the Chairman. The Commission then proceeded to sit as a Tax Equalization Board to receive any complaints or objections on the 1959 Tax Roll, as prepared by the Tax Assessor cmd submitted at this time. There being no complaints registered from the audience, the following protests were submitted and action taken by the Board as follows: ( a) Protests submitted from Gulf Oil Company against the assessed value as follows: S 23.3 ft of Lot 7, all Lots 8, 9 and 10, blk 2 Chapman & Tucker's SUbd., Lots 9 and 10 Blk 14, Tier 3, E. R. Traffords Map of Sanford Bulk Plant located on leased land on N. Myrtle Avenue, claiming value of $10,380.00 Inventory located at Bulk Plant on N. Myrtle Ave., Claiming a value of $5,820.00 Protest submitted from McCrory-McLelland Store, 107 (b) (c) ( d) <!.l: 21,360.00 <j( 13,540.00 17,320.00 8,000.00 E First Street. , against the assessed value of $11,620.00 placed om their furniture and fixtures, claiming a full value of $12,436.87. Protest submitted from AlliedCnemical Corp., against the assessed value of $120,620.00 placed on their Bulk Plant located on leased land on N. Myrtle Avenue, claiming J' 6 a value of $7 ,280.00. . After comparison with the ass~ssed valuations of similar stocks of merchandise of other merchants, and after a review of the assessed values placed on the furnlture, fixtures and Equipment, and after comparison with similar properties similarly located, it was moved by Commissioner Higginbotham, seconded by Commissioner Brown and carried, that the above protests submitted by Gulf Oil Company, McCrory-McLelland Stores, and Allied Chemical Corp., t would remain at the assessed value as submitted by the Assessor. There being no further objections registered, the Commission then approved the 1959 Tax Roll, and adjorned as a Tax Equalization Board. Mr. P. W. Ekey, District Drainage Engineer of the State Road Department, next ap- peared to present plans pertaining to the drainage of south Sanford Avenue under the proposed reconstruction, and requested authorization to connect said drainage to the City owned and maintained tile conduit located north of 25th Street and draining into Lake Monroe. He further stated that the present conduit might become overloaded in the future with additional paving and construction in this area. After considerable discussion and on motion of Commissioner Baker, seconded by Commissioner Brown and carried, the City Attorney was authorized to prepare a resolution City Commission, Sanford, Florida, Augu~t. 24 at B P. M. 1959 S27~\ 1 I I MINUTES authorizing the State Road Department to connect to the aforementioned conduit upon con- struction of a pipe line from the proposed street drainage system to the conduit and to re- r i lieve said department from ah~ maintenance of the present City owned conduit, and further requesting the State Road Department to install a pipe line of sufficient size to properly care for the drainage from State Highway 46, upon its reconstruction within this section. Mrs. Fred Ganas, representative from the Sanford Garden Club, next appeared, express- ing the desire of the Garden Club Federation to hold its Bth Annual Florida Flower show in the Civic Center in December, 1960, and explaining that the Auditorium would not be large enough, and requested the use of a portion of the Youth Wing for the Junior show and Youth r exhibits, and on motion of Commissioner Baker, seconded by Commissio.ner \Jarner and carried, ,......--.- the request was approved. . .~"'~ Marion Harmon next appeared to submit a request from the Lutheran Church of the Re- deemer to close, vacate and abandon that portion of the north-sQuth alley between Park Ave., and Oak Avenue extending from 25th Place south to the south property line 'of Lots 5 and 6, of Otters Subdivision, and moved by Commissioner Higginbotham, seconded by Commissioner Brown and carried, to hold a Public Hearing on September 14, 1959, to consider same. Letter next submitted by Anton Trubenbacker, DeBary, requesting the Commission to consider revoking license No. 1124 issued to Lloyds TV & Repair Service, 412 Sanford Ave., after discussion and on motion of Commissioner Higginbotham, seconded by Commissioner' """" ,- I Baker and carried, the Commission denied the request. N Mrs. Elsie Me~dez mext appeared to request a permit to repair fire damages to a two store and apartment building at Orange and 12th Street in District R-3 (Single-Family) and said request was referred to the building Inspector and the Board of Adjustments. Application next submitted by Joseph Carr for license to sell liquor or beer and wines for consumption off premises, at 412 Sanford Avenue, pnd on motion of Commissioner Higgin- botham, seconded by Commissioner Baker and carried, the request was denied. Request next submitted from Ray \V' deYarmin to hold a street dance on Magnolia Ave., between First and Second Streets on September 12, 1959, and. on motion of Commissioner Warner, seconded by Commissioner Baker and carried, the request was approved, provided that the spon- sor obtain sufficient liability insurance to cover the event. '- Request next submitted for a street light to be installed on Celery Avenue between !"""""I Pine and Hickory Avenues, and on motion of Commissioner Brown, seconded by Commissioner Warner and carried, mme was approved on recommendation of the City Manager. Recommendation next submitted from the Zoning and Planning Commission outlining a zoning plan for the newly annexed areas and recommending a reduction in the side yard re- quirement from 10 feet to 7t feet for R-IB (Single-Family) Districts. ....-' After discussion, moved by Commis~ioner Higginbotham, seconded by Commissioner Warne~ and carried, to hold a Public Hearing on September 14, 1959 to consider same. After consideration and on motion of Commissioner Warner, seconded by Commissioner Brown and carried, the County Commis~ion was requested to take official action on appro- priating ~~l, 500.00 towards expenses to maintain the Goldsboro Recreation Area.
