090359-Regular Session ~32 MINUTES City Commission, Sanford, Florida, September 3 at 8 P. M. 19.---5.2 The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 3, 1959. Present: Commissioner A. L. Wilson, Mayor " Joe B. Baker " ' Robert S. Brown " Earl Higginbotham " Merle Warner City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Absent: City Attorney Wm. C. Hutchison, Jr. Police Chief R. G. Williams / The meeting was called to order by the Chairman. The Chairman announced that due to an error in the original legal advertisement that a. second advertisement had been published and that it was again necessary for the Com- mission to sit as a Equalization Board to receive any complaints or objections on the 1959 Tax Roll, as prepared by the Tax Assessor and submitted at this time. There being no complaints registered from the audience, the following protests were submitted and action taken by the Board as follows: Protests submitted from Gulf, Oil Company, against the assessed values as follows: $21,360.00 placed on S 23.3 ft of Lot 7, all Lots 8,9 and 10, Blk 2, Chapman & Tucker's Subdivision. $13,540.00 placed on Lots 9 and 10, Blk 14, Tier 3, E. R. Traffords Map of Sanford. $17,320.00 placed on Bulk Plant located on leased land on N. Myrtle Avenue, claiming a value of $10,380.00. $8,000.00 placed on inventory located at Bulk Plant on N. Myrtle Avenue claiming a value of $5,820.00. Protest submitted from McCrory-McLelland Store, 107 E First St., against the (a) {b} (c) (d) ,assessed value of $11,620.00 placed on their furniture and fixtures, claiming a full value '/' of $12,436.87. Protest submitted from Allied Chemical Corp. against the assessed value of $120,620.00 placed on their Bulk Plant located on leased land on N. Myrtle Avenue, Claiming a value of $76,280.00. After comparison with the assessed valuations of similar stocks of merchandise of other merchants, and after a review of the assessed values placed on the Furniture, Fixtures and Equipment, and after cpmparison with similar properties Similarly located, it was moved by Commissioner Higginbotham, seconded by Commissioner Brown and carried, that the above protests submitted by Gulf Oil Co., McCrory-McLelland Stores, and Allied Chemical Corp., v'" would remain at the assessed value as submitted by the Assessor. There being no further objections registered and on motion of Commissioner Higgin- botham, seconded by Commissioner Warner and carried, the Commission then approved the 1959 Tax Roll. On motion of Commissioner Higginbotham, seconded by Commissioner Brown and carried, the Commission then adjourned the meeting of Tax Equalization Board and thereupon proceeded to handle other business of the regular meeting of the City Commission. On motion of Commissioner Brown, seconded by Commission Warner and carried, minutes of regular session of August 24, 1959 and adjourned regular session of August )1, 1959, next approved. The Commission then proceeded into a further study and discussion of the proposed J budget of revenues and expenditures for the fiscal year of 1959-1960. \ 533 I MINUTES City Commission, Sanford, Florida, September 3 at 8 P. Warner and carried unanir,nously to continue the Debt Service Millage at 6 Mills and the Gen- eral Operating millage at 11 Mills to provide for thepnoposed budget for the fiscal year beginning October 1, 1959, and further to approve the proposed budget as amended subject to formal adoption by Resolution and Ordinance. Commissioner Baker qualified his affirmative vote in the instance of the account for Commissioners Expense in the proposed budget in the amount of $3,000.00 by stating that he approved the additional compensation but disapproved the manner in which it was being provided and felt that the sum should be provided for through state legislative action. On motion of Commissioner Brown, seconded by Commissioner Warner and carried, pay- ment of $2,500.00 was authorized to the Florida Development Commission as the second install- ment under the program providing for the City Planner for the City of Sanford. On motion of Commissioner Warner, seconded by Commissioner HigginbQtham and carried, the Commissioner authorized payment of balance of appropriation in amount of $448.35 to the ~. v ~ I I I Gen. Sanford Memorial Library. Request next submitted for Quit Claim Deed to clear title to lots 108 and 109, Rose Court, and on motion of Commissioner Brown, seconded by Commissioner Baker and carried, same was referred to the City Attorney for conside~tion.
