M. on September 10, 1959. Present: Commissioner A. L. Wilson, Mayor · Joe B. Baker n Bobert S. Brown · Earl Higginbotham tt Merle Warner City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief R. G. Williams The meeting was called to order by the Chairman, who announced that the purpose of the meeting was to discuss with the County Commissioners and Mr. Ekey of the State Road Dept., their request fo connect drainage from Sanford Avenue under the proposed reconstruction to the City conduit at 24th Place. The Mayor then outlined the progress and prohlems in considering the drainage of ~. South Sanford Avenue. County Commissioner John Krider next spoke of adding sidewalks, curb and gutter to this project and which were not included in the original considerations, also the bids would be called for in Septemver or October and that the County did not have any funds for installing a pipe line from the Sanford Avenue drainage to the City conduit. County Commissioner V. Dunn next outlined the needs for road work in the south- west portion of Seminole County. County Commissioners Little and Gatchel also pointed out the lack of funds for handling the drainage from this project and the desirability of retaining the sidewalks in ~, the~roject. Attorney Edwin Shinholser, 2301 Grandview Avenue, next appeared to point out the objections of an open drainage ditch in this vicinity, whereas large sums have been expended to cover the northerly end of this same drainage, also he requested the reconsideration of the need for sidewalks south of 25th Street,whereas there are none OD the north side of /11 ,,/ 25th Street. Wm Bush, owner of property in the vicinity of the proposed drainage ditch, next appeared, to voice objection to construction of any open ditch, and suggest a study of using public right-of-ways for the pipe line and thereby realizing a savings from not having to purchase private property. P. W. Ekey, District Drainage Engineer for State Road Department, appeared to answer inquiries from both Commissions and was requested to investigate and report at the earliest convenience the costs of drainage set up in the original plans and the anticipated ~/ costs of the drainage including the pipe line.
