The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., on October 26, 1959.

The first order of business being a Public Hearing to consider zoning the property
as proposed and described in the following legal "Notice published in the Sanford Herald on
Oc tober 9, 1959.
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMEND-
MENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING
ORDINANCES OF THE CITY OF SANFORD, FLORIDA.
Notice is hereby given that a Public hearing will be held at the Commission Room in
the Ca:'ty Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., October 26, 1959, to
consider the following changes and amendments to the Zoning Ordinance of the City of Sanford,
Florida.
All parties in interest and citizens shall have an opportunity to be heard at
said hearing.
By order of the City Commission of the City of Sanford, Florida, this 28th day of

The Chairman then announced that the Commission would be glad to hear from anyone in

There being no objections registered, Commissioner Higginbotham moved that the
property described in paragraphs (a) and (b) be zoned as advertised. Seconded by Commissioner
Brown and carried.
Mr. John Krider, chairman of the Board of County Commissioners, next appeared to
offer the cooperation of his Board to clear up the responsibility for maintenance in the
joint agreement pertaining to the Goldsboro Recreational Area.
The Commissioner agreed to cancel $453.97 of a total of $3,453.97 and to accept
$2,500.00, leaving a balance of $500.00 for the County's share of maintenance for prior years
/' due at this time.
Request next submitted by Charles Hampton for permit to operate a taxi, and on
motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, the request
was denied.
Recommendation next submitted by the Zoning and Planning Commission to rezone West
First Street for one half block north and south, from French Avenue to Cedar Avenue, that

The City Manager next submitted the following tabulation of bids which were opened
publicly at 2:00 otclock P M on October 22, 1959, for furnishing gasoline and diesel fuel<,;in
accordance with invitation for bids published in the Sanford Herald on October 16, 1959:

After comparison of prices submitted, Commissioher Baker moved the acceptance of
the lowest bids, that of Orange State Oil Company at price of 22.6~ per gallon on premium
gasoline, 98 octane, and that of Sinclair Oil Company at pri ce 0 f 20. 3st per gallon on regular
gasoline, 90 octane, and that of Texaco Oil Company at price of 11.84~ per gallon on Diesel
fuel oil. Seconded by Commissioner Higginbotham and carried.
After consideration and on motion of Commissioner Higginbotham, seconded by Comm.,
Brown and carried, the City Attorney was authorized to proceed with necessary actions to
insure that the Food Fair Store at Park Avenue and 25th Street would comply with ordinance
provisions requiring lights not be allowed to shine in windows of adjacent residences.
Commissioner Brown next introduced Ordinance No. 694, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA AMENDING
ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID
ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN
WITHIN THE CITY OF SANFORD, SAID AMENDMENT CREATING AN
ADDITIONAL DISTRICT TO BE KNOWN AS R-lC, SINGLE FAMILY
RESIDENTIAL DISTRICT, AND ESTABLISHING THE REQUIREMENTS

Commrssioner Brown then moved the waiver of the requirement of the second reading of
Ordinance No. 694, and that same be placed on its final passage and adoption.
Thereupon the question recurred on the Wavier of the requirement of the second read-

After discussion and on motion of Commissioner Brown, seconded by Commissioner

Warner and carried, use of a trailer as a sales office on a trailer sales lot was granted
for a period not to exceed one year.
The Commission next approved a 2 year extension of a note receivable from Sam Lawson
for sewer contract for St. Johns Village Subdivision.
There being no further business the meeting adjourned.
