The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida, at 8:00 P. M. on December 14, 1959.

The meeting was called to order by the Chairman.
The first order of business being a Public Hearing to consider vacating, closing
and abandoning portions of ~rtain streets in accordance with the following notice published

in the Sanford Herald on November 25, 1959.
TO WH0r1 IT MAY CONCERN:
You will take notice that the City Commission of the City of Sanford, Florida at
8:00 o'clock P. M. on the 14th day of December, A. D. 1959, at the City Commissioners' Room
at the City Hall in the City of Sanford, Florida, will consider and determine whether or not
the City will close, vacate and abandon any right of the City and the public in and to those
certain streets hereinafter described, to-wit:
That portion of Third, Fourtb and Fifth Sts.,
between the West line of Persimmon Avenue
and the west City limits line, the North
and South Quarter Section line of Section 26,
Township 19 South, Range 30 East.
Persons interested may appear and be heard at the time and place above specified.

The Chairman then announced that the Commission would be glad to hear from anyone
in favor of, or against closing, vacating and abandoning the streets as described in the
foregoing notice.
There being no further evidence submitted for any proposed development of the land
bounded by these streets, moved by Commissioner Higr:inbotham, seconded by Commissioner Warner
and carried, that the request to v8.cate and abandon the streets be denied..

Commissioner Higginbotham next introduced Resolution No. 923, and after being read
in full moved its passage and adoption. Seconded by Commissioner Brown and carried by the
unanimous vote of the Commission.
Said Resolution No. 923 being in words and figures as follows:

FOR HIS DILIGENT AND UNTIRING EFFORTS IN PROMOTING

TWEEN SANFORD NAVAL AIR STATION AND THE CITY OF
SANFORD, FLORIDA.

WHEREAS, CAPTAIN LIONEL A ARTHUR hasl:leen in command of the Sanford Naval Air Station
since June 18, 1957, and
WHEREAS, CAPTAIN LIONEL A. ARTHUR is retiring from Naval Services and is about to
leave the City of Sanford, Florida, and
WIJEREAS, CAPTAIN LIONEL A. ARTHUR has "iOrked diligently and untiringly to promote a
high degree of cooperation beb'Jeen said Station and the Ci ty of Sanford, Florida andt the
people thereof, and in the opinion of the City Commission of the City of Sanford, Florida has

of himself and said Station in all projects pertaining to the welfare of the Station and the
City of Sanford" to the extent that successful relations and cooperation are at the present
time on the highest plane since said Station pas been in operation, and
WHEREAS, during his command at the Sanford Naval Air Station all units of Heavy
Attack \ling One were consolidated on said Station and a $3,000,000.00 construction program
planned and completed, all to the added benefit of the City of Sanford, Florida and its in-
habitants, and
WHEREAS, the City of Sanford, Florida and its people will sorely miss CAPTAIN

NOWT,HEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida
that CAPTAIN LIONEL A ARTHUR be and he is hereby commended on behalf of the C:ib.f Commission
of the City of Sanford, Florida for his outstanding efforts in promoting cooperation and
relationship between Sanford Naval Air Station and the City of Sanford, Florida, and that
this Resolution express the sincere appreciation of the City Commission and the people of
the City of Sanford, Florida for such efforts, leadership and friendship, and that to
CAPTAIN LIONEL A ARTHUR be expressed their best wishes for a happy and successful future.
BE IT FUHTHER RESOLVED that this Hesolution be spread upon the minutes of the
City Commission of the City of Sanford, Florida and a copy thereof sent to the Secretary of
the Navy with a request that it be made a part of the permanent record of 6APTAIN LIONEL A
ARTHUR .
BE IT FURTHER HESOLVED that this R solution become effective immediately upon

As the City Commission of the

Commissioner Brown next introduced Resolution No. 924, and after being read in
full moved its passage and adoption. Seconded by Commissioner Higginbotham and carried by
the unanimous vote of the Commission.
Said Resolution No. 924 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SANF'OHD, FLOHIDA ESTABLISHING DEPOSITORIES FOR THE
CITY FUNDS DURING THE FISCAL YEAR 1959-1960.
BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the
SANFORD ATLANTIC NATIONAL BANK and FLORIDA STATE BANK OF SANFORD, be and they are hereby

President of each of said institutions and that the same be spread upon the minutes of the
City Commission.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediately

On motion of Commissioner Brown, seconded by Commissioner Warner and,:carried, M. R.
Strickland was re-appointed to the Board of Adjustments, effective December 17, 1959.
The City Manager next submitted the following tabulation of quotations for
furnishing one 16 mm sound projector and two polaroid cameras:

On motion of Commissioner Baker, seconded by Commissioner Brown and carried, pur-
chase was authorized from Wieboldts in amount of $617.48,

After consideration and on motion of Commissioner Higginbotham, seconded by Comm.,
Baker and carried, Robert Zanders was reclassified from salary grade 5-D ($52.71/wk) to grade
5-E ($54.73/wk).
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried, ~
the City Manager was authorized to advertise for bids for street resurfacing as follows:
1. East 2nd Street, Mellonville Ave. , west to Sanford Ave.
2. West 3rd Street, French Ave. , west to Persimmon Ave.
3. Persimmon Ave. , First Street south to Third Street.
On motion o.f Commissioner Higginbotham, seconded by CommissiDner Warner and carried,
transfer of $180.00 was authorized from account No. 4326- Zoo Equipment General, to Account
No. 4321 Zoo Building Repairs & Maintenance, to complete new bird-fly.
On motion of Commissioner Higginbotham, seconded by Commissioner Baker and carried,
the Commission directed that, except for the Mutual Aid Agreement with t.he Naval Air Station,
no Fire equipment nor personnel would respond to calls outside of the City, except in cases

involving public bufldings or where life is imminently endangered.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and
carried, Director of Finance H. N. Tamm, Jr., WqS appointed Acting-City Manager during the

absence of the City Manager from the City on December 30, 1959, thru January 4, 1960.
After discussion moved by Commissioner Brown, second.ed by Commissioner Higginbotham
and carried, the City Manager was authorized to notify the Sanford Housing Authority that the
City would not renew an agreement to combine billing of all water accounts at the expiration
of the current 5 year agreement on June 29, 1961.

After discussion and on motion of Commissioner Baker, seconded by Commissioner Brown
and carried, request from W. Dietrick to rezone lots 58, 60, 62 and 64, F. L. Woodruff's
Subdivision from R-1 to C-N, was denied.
After discussion and on motion of Commissioner Brown, seconded by Commis;;ioner Baker

and carried, the City Attorney was authorized to prepare an ordinance prohibiting door to door
soliciting, except by persons who have been residents of the County for a minimum of one year,
and upon obtaining proper licenses and permits.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and carried,

Natiohal Bank Vouchers Nos. 5477 thru 5639, General Fund Florida State Bank Vouchers Nos.

On motion of Commlssioner Brown, seconded by Commissioner Baker and carried,
minutes of regular meeting of November 23, 1959, next approved.
On motion of Commissioner Warner, seconded by Commissioner Higginbotham and
carried, the City Manager was authorized to advertise for bids for Water Department
\/ supplies and materials included in the current budget.
There being no further business the meeting adjourned.
