The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanfqrd, Florida, at 8:00 o'clock P. ~1. on December 28, 1959.

The meeting was called to order by the Chairman.
The first order of business was a Public Hearing to consider rezoning the property
as proposed and described in the following legal "Notice" published in the Sanford Herald on
December 11, 1959.
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND
AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF
THE ZONING ORDINANCES OF THE CITY OF SANFORD, FLA.
Notice is hereby given that a Public Hearing will be held at the Commission Room
in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. December 28, 1959,
to consider the following changes and amendments to the Zoning Ordinance of the City of San-
ford, Florida.
(a) Lots 413, 415, 417,.419, 421, 423, 425, 427, 429, 431, 433, 435,
437, 439, 441, 44),.445, 447, 449, 461 through 484 inclusive;
and Lots 514, 516, 418, 420, 422, 424, 426, 428, 430, 432; All
in F. L. Woodruff's Subdivision, are proposed to be zoned R:;"XC
(Single-family) District.
(b) All property located in subdivisions platted as Pinecrest
Heights, Replat, South Pinecrest, South Pinecrest First Addition,
South Pinecrest Second Addition, South Pinecrest Third Addition,
and South Pinecrest Fourth Addition, is proposed to be zoned
R-1C (Single-family) District.
(c) Property to be zoned R-1C (Single-family) District described
as follows: Beginning at the point of intersection of the
north right-of-way line of 20th Street and the present westerly
City limits of Sanford, Florida, running thence westerly along
said north right-of-way of 20th Street and its extension to the
easterly right-of-way line of the old Atlantic Coast Line Rail-
road Company right-of-way, thence southwesterly along said easterly
right-of-way line to the center line of the Country Club Road,
thence West~rly along said center line to the center line of the
Old Lake Mary Road, thence Southerly along said center line of
the Old Lake Mary Road to the Center Line of 25th Street exten-
ded, thence easterly along said center line of 25th Street and
its extension to the present Sanford. City Limits, thence northerly
along said present city limits line to the point of beginning;
Less the area bounded on the north by Country Club Road, and on
the south by 25th (Geneve) Street, and on the east by Hardy Ave.,
and on the west. by Lake Mary Road.
(d) Lots 451, 453, 455, 457 and 459, all in F. L. Woodruff's Subd.,
are proposed to be zoned R-l (Single Family) District.
All parties in interest and citizens shall have an opportunity to be heard at said
hearing.

The Chairman then announced that the Commission wou.ld be glad to hear from anyone
in favor of, or against rezoning the property as proposed and described in the foregoing
notice.
There being no objections registered, Commissioner Brown moved that the property
described be rezoned as advertised. Seconded by Commissioner Baker and carried.

After discussion and in view of the favorable bid received, Commissioner Brown

moved to include in the proposed program approved December 14, 1959, the resurfacing of
Mellonville Avenue from 20th Street to 25th Street, at approximately 612 Tons additional, and
to accept the low bid, that of Pav-A-Way Corporation for $7.75 per ton for furnishing the
total of 2,930 Tons.

After consideration and on motion of Commissioner Higginbotham, seconded by Comm.,
Warner and carried, the City Attorney was authorized to prepare an ordinance permitting the
Fire Department employees to be covered by Social Security upon the favorable vote of the
affected members.
Request next submitted for installation of Street light at 1900 Chase Avenue, and
on motion of Commissioner Brown, seconded by Commissioner Higginbotham and carried, same was
approved on .recQmmendation of the City Manager.
Application next submitted by Paul Johnson, d/b/a The Big Dip, for permit to sell

beer and wine, for sonsumption on premises, at 2518 Orlando Drive. Police Chief R. G. Williams
reported that he had been unable to contact the owners due to their absence from the City,
and moved by Commissioner Higginbotham, seconded by Commissioner Brown and carried, to table

action until they returned and contacted Chief Williams.
Request next submitted by B. D. .Parrish, d/b/a Angels Eat Shack, at 2503 Sanford
~venue, for transfer of permit to sell beer and wine for consumption of premises, from Vernon
& Estella Erickson, d/b/a Angels Eat Shack, and on motion of Commissioner Higginbotham,
seconded by Commissioner Brovm and carried, same was approved on recommendation of the Chief
of Police.
Request next submitted to replat Lots 1 through 9, Pinehurst Subdivision as Lots
1 through 4, San Sem Knolls, and on motion of Commissioner Higginbotham, seconded by Comm.,
Warner and carried, same was approved, pending approval of the Zoning and Planning Commission. ~
Request next submitted by the Seminole County Chamber of Commerce to be permitted
to make an addition to their present office in the City owned building in Ft. Mellon Park,
and on motion of Commissioner Brown, seconded by Commissioner Warner and carried, request was

approved, with the provision that plans would be submitted to the City Manager for approval
and said addition would conform to the present architecturalde?ign of the building.
Commissioner Higginbotham next introduced Ordinance No. 703, entitled:

and same was placed on its first reading and read in full.
Commissioner Higginbotham ttlen moved the waiver of the reqliirement of the second
reading of Ordinance No. 703, and that same be placed on its final passage and adoption.

The Chairman then announced that the City Commission of the Cfuty of Sanford,
Florida, by unanimous vote rlad passed and adopted said Ordinance No. 703, entitled:
AN ORDINANCE OJ.' THE CITY OF SANFORD, FLORIDA ADOPTING
THE SOUTHERN STANDARD BUILDING CODE, PART III (PLUYiB-
ING) 1957-1958 EDITION, INCLUDING ALL FEES AND CHARGES
THEREIN, AND AMENDMENTS THERETO, AS THE PUMBING CODE
OF THE CITY Oli' SANFORD, FLORIDA; RESCINDING ORDINANCE
NUMBER 541 OF THE CITY OF SANFORD, FLORIDA NOW INCOR-
PORATED AS SECTION 19 THE CODE OF THE CITY OF SANFORD,
FLORIDA, 1954, AS AMENDED.
On motion of Commissioner Baker, seconded by Commissioner Higginbotham and carried,
Augusta Brown was reclassified from salary grade 3-C ($44. 71/wk) to 3-D ($48.08).
After discuddion and on motion of Commissioner Baker, seconded by Commlssioner
Brown and carried, the City Manager was authorized to write the House Ways and Means Com-
mittee,Senator Smathers and Senator Holland, opposing revisions of the tax exemption of
interest on state and local government bonds.
On motion of Commissioner Higginbotham, seconded by Commissioner Warner and
carried the City Manager was authorized to request the ,participation and cooperation of the
Seminole County Commission in the proposed widening of Sanford Avenue from 13th to 25th STS.
On motion of Commissioner Warner, seconded by Commissioner Brown and carried,
transfers were authorized as follows:
