011160-Regular Session588 MINUTES City Commission, Sanford, Florida, January 11 at 8 P.M. 19. 60 The City Commissioner of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on January 11, 1960, Present: Commissioner Earl Higi~(inbotham, Mayor Joe B. Baker Robert S. Brown " J H Crapps " A L Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief R. G. Williams The meeting was called, to order by the Chairman. After considerable discussion of the possible City use of the A. C. L. 8" water pipe proceed with any further action to line from Lake Jennie, moved by Commissioner Brown not bo~install a water meter on the supply line to the A. C. L. facilities and to charge for said water on the basis of consumption. Seconded by Commissioner Baker and.carried. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, Charles Pavlick was advanced from salary classification 12-C to 12-D at a weekly rate of ~64.98. Commissioner Baker next introduced Ordinance No. ?04, entitled.: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CHANG- ING THE NAME OF ORLANDO DRIVEii:~FROM 25th STREET IN THE CITY OF SANFORD, FLORIDA, SOUTHERLY TO ITS INTERSEC- TION WITH HIGHWAY ~?-92, TO THAT OF PARK DRIVE. and same was placed on its first reading and read in full. Commissioner Baker then moved the waiver of the requirement of the second reading of ordinance No. ?04, and that same be placed on its final passage and adoption. Ordinance No. ?04, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CHANGING THE NAME OF ORLANDO DRIVER FROM 25th STREET IN THE CITY O~ SANFORD, FLORIDA, SO~£HERLY TO ITS INTERSECTION WITH HIGHWAY ~?-92, TO THAT OF PARK DRIVE. Commissioner Brown next introduced Ordinance No. 705, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMEND- ING ORDINANCE NU~ER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN DISTRICT R-lC, SINGLE FAMILY RESIDENTIAL DISTRICT, AND R-I, SINGLE FAMILY RESIDENTIAL DISTRICT. and same was placed on its first reading and read in full. Commissioner Brown then moved the waiver of the requirement of the second reading of Ordinance No. 705, and that same be placed on its final passage and adoption. SINGLE FAMILY RESIDENTIAL DISTRICT. Commissioner Baker next introduced Ordinance No. 706, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, RELATING TO FEDERAL OLD AGE AND SURVIVORS IN- SURA~..~CE. AN ORDINANCE DECLARING THE POLIC~ AND PURPOSE OF THE CITY OF SANFORD, FLORIDA, to extend to employees and officials of said City in the position of firemen, and not excluded by law, nor hereinafter excepted, the benefits of the system of Federal Old Age and survivors Insurance, as authorized by the Federal Social Security Act, and amendments thereto, upon the basis of applicable State and Federal laws or regulations, authorizi, ng and directing the Mayor to execute agreements and amendments thereto with the State Agency authorized to enter into such agreements, subject to employee referendum, for coverage of said employees and officials, and to request such referendum, providing for with- holdings from salaries and wages of employees and officials of said City so covered to be made and paid over as provided by applicable State or Federal laws or regulations; providing that the City shall appropriate and pay over employers' contributions, assessments, and referendum costs, as provided by applicable State or Federal laws or regulations; providing that said City shall keep records and make reports as required by applicable State or Fed- eral laws or regulations, and providing that the effect of this ordinance shall cease if a majority of the eligible employees do not vote in favor of such cover- age at such employee referendum. ~ and same was placed on its first reading and read in full. ~ Commissioner Baker then moved the waiver of the requirement of the second reading of Ordinance No. 706, and that same be placed on its final pass~ge and adoption. Commissioner Baker and carried, the Mayor and City Clerk were authorized to execute an agreement with the Florida Industrial Commission, as State agency for administration of Social Security Act, to provide coverage ~or the Fire Department employees. On motion of Commissioner Wilson, seconded by Commissioner Brown and carried, cur- rent invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic National Bank Vouchers~Nos. 7601 thru 7615, General Fund Florida State Bank Vouchers Nos. 2651 thru 2792 and 2769 thru 2790, and. Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers No. 373. On motion of Commissioner Wilson, seconded by Commissioher Baker and carried, minutes of regular meeting of December 28, ~959, n&xt approved. There being no further business'the meeting adjourned.
