012560-Regular Session MINUTES City Commission, Sanford, Florida, Janua~y: 25 at 8 P, M. 591 The City Commission of the City of Sanford, Florida, met in regula~ session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on January 25, 1960. Present: Commissioner Earl Higginbotham, Mayor " Joe B. Baker " Robert S. Brown " J.H. Crapps City Attorney W C Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm~, Jr. Police Chief R. G. Williams Absent: Commissioner A. L. Wilson The meeting was called to order by the Chairman. A. B. Peterson, Director for Civil Defense for Seminole County, appeared to render payment of $5,??5.49 from the U. S. Government, representing their share of 50% of costs of new radio equipment for Police and Fire Departments of the City, purchased under Federal Civil Defense Program. Application next submitted from Robert Friedly, d/b/a Seminole Beverage Co., for permit for whoI~es~le distributor of malt beverages and wine at 840 W First Street, and on motion of Commissioner Brown, seconded by Commissioner Crapps and carried, same was approved on recom- mendation of the Chief of Police. Request next submitted from Dr. C. L. Park Sr., to vacate, close and abandon an ir- regular shaped portion of 4th Street right-of-way located on Lot 1, Block 28, Mellonville Subdivision, and moved by Commissioner Crapps, seconded by Commissioner Baker and carried, to hold a Pu!bic Hearing on February 22, 1960 to consider same. Request next submitted by Willie Tillman, 1007 Bay Ave., for permit to operate a colored taxi cab, and after consideration and on motion of Commissioner Browh, seconded by Commissioner Baker and carried, same was denied. On motion of Commissioner Baker, seconded by Commissioner Brown and carried, the Commission next created the position of Assistant Building Inspector, with salary c~assificat- ion grade 21 and an annual salary of $4,000.00, and a~thorized a transfer of funds to provide for same as follows: TO: Engineering Dept - Salaries #5001 " " Travel #500? FROM: Contingency Fund #8150 $2,499.98 5o.oo $2,549.98 After consideration and on .motion of Commissioner Brown, seconded by Commissioner Baker and carried, employees, who were hired on a probationary period of one year, were next placed on a permanent status effective on their anniversary dates for the respective positions as follows: January 26, 1960: February 9, 1960: H. N. Tamm, Jr., Director Finance, Tax Assessor, City Clerk, and Clerk of Municipal Court Mrs. Rosa Rotundo, Ass't Dir. of Finance, Deputy Tax Assessor, Deputy City Clerk, and Deputy Clerk of the Mun. Court. Commissioner Brown next introduced Resolution No. 925, and after being read in full, moved its passage and adoption. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF ~ T SANFORD EXPRESSING SINCERE REGRET AT THE RLCEN DE- MISE OF W. V. BITTING. WHEREA'S, W. V. Bitting has been a resident of the City of Sanford, County of Seminole, Florida for many years, and during said period of time has been extremely active in civic and governmental affairs of the community, and WHEREAS, W. V. Bitt'ing served with 'distinction on the Housing Authority of the City of Sanford and as a Sanford City~Commissi0ner and has been active in many civic organizations being generally recognized as an outstanding member of the community, and WHEREAS, W. C. Bitting has recentlY been called to his last rew~ard to the sincere ~egret of the people of the City of Sanford and the City Commission of the City of Sanford, and WHEREAS, the City Commission of the City of Sanford Wishes to express the sincere sorrow of the City Commission and the people of the City of Sanford for the loss of a faithful, valued and active servant, NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida, that the City Commission for itself and the people of the City of Sanford hereby recognize the contributions made to the City and its people by W. V.Bitting, and hereby express ~he gratitude of the City Commission and the people of the City of Sanford. BE IT FURTHER RESOLVED, that this Resolution be spread, upon the minutes of the City Commission of the City of Sanford, Florida, and copies thereof be delivered to the im- mediate family of W. V. CraPps As the City Commission,~,of the City of Sanford, Florida Commissioner Brown next introduced Ordi~ance No. 707, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 18-60, CHAPTER 18, THE CODE OF THE CITY OF SANFORD, FLOt{IDA 195~, AS AMENDED, THE SAME BEING EN- TITLED TRANSIENT OR ITINERANT SOLICITORS GENERALLY - PERMIT REQUIRED - PREREQUISITE TO ISSUANCE, SAID AMEND- MENT IN ADDITION TO PRESENT REQUIREMENTS REQUIRING PROOF OF PHYSICAL RESIDENCE WITHIN SEMINOLE COUNTY, ~L~RID~ FOR A PERIOD OF SIX MONTHS PRIOR TO PERMIT ISSUANCE. and same was placed on its first reading and read in full. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, minutes of Special Meeting of January 5, and regular meeting of January 1I, 1960, next approved. Petition next ~submitted for street light to be installed on Persimmon Avenue between Sixteenth and Eighteenth Streets, and after discussion it was recommended to make a complete study of the area involved, for consideration in the next budget. M. 19 60 · 593 Fire Department to be held at the Sanford Armory on February 23, 1960. Consideration next given to heavy growth of vegetation on some vacant lots and the City Manager was authorized to send notices to owners to have said lots cleaned. There being no further business the meeting adjourned.
