020860-Regular SessionMINUTES City Commission, Sanford, Florida, · February 8 at 8 P.M. 1960 595 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on February 8, 1960. Present: Commissioner Earl Higginbotham, Mayor Joe Baker Robert S. Brown " J.H. Cra~Ds " A.L. W~ison City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief R. G. Williams Absent: City Attorney Wm. C. Hutchison, Jr. Consideration next given to report of Pollution Survey of Lake Monroe by Thornton Laboratories, Inc., and after discussion~, the City Manager was authorized to prepare a com- parative analysis of this report and the report made by the Florida State Board of Health in 1951. Consideration next given to means for financing a Sewage Disposal Plant and after discussion, it was felt further study of the problem was neoemssary. The next order of business being a Public Hearing to consider vacating, closing and abandoning a portion of a certain street in accordance with the following notice published in the Sanford Herald on January 11, 1960. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ~ , ABANDONING A PORTION 0F A STREET. You will take notice that the City Commission of the City of Sanford, Florida, at 8:00 P. M.; on the 8th day of February, 1960, in the City Commissioner~'~ Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will vacate and abandon any right of the City and the public in and to that portion of the South side of Fulton Street in the City of Sanford, Florida, described as follows: BEGINNING AT THE NORTHEAST CORNER OF LOT 1, BLOCK 1, TIER 4, E. R. TRAFFORDS MAP OF SANFORD, RUN NORTH 8 FEET, THENCE WEST 121 FEET, THENCE SOUTH 8'FEET, THENCE EAST TO POINT OF BEGINNING. Persons. interested may appear and be heard at the time and place above specified. CITY COMMISSION OF THE OITY OF SANFORD, FLORIDA By: H. N. Tamm, Jr. City Clerk The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against closing, vacating and abandoning that portion of a street as described in the foregoing notice. There being no objectionpegistered, Commissioner Brown moved that that portion of said street be vacated, closed ~and abandoned as advertised. Seconded by Commissioner Baker and carried. Ordinance No. 707, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING SECTION 18-60, CHAPTER 18, THE CODE OF THE CITY OF SANFORD, FLORIDA 1954, AS AMENDED, THE SAHE BEING ENTITLED TRANSIENT OR ITINERANT SOLICITORS GENERALLY - PERMIT REQUIRED - PRE- REQUISITE TO ISSUANCE, SAID AMENDMENT IN ADDITION TO PRESENT REQUIREMENTS REQUIRING PROOF OF PHYSICAL RESIDENCE WITHIN SEMINOLE COUNTY, FLORIDA FOR A PERIOD OP. THE CODE OF THE CITY OF SAN- FORD, FLORIDA, 295~, AS AMENDED, THE SAME BEING ENTITLED TRANSIENT 0~ ITINERANT SOLICITORS GENERALLY - PERMIT RE- QUIRED 'PREREQUISITE TO ISSUANCE, SAID AMENDMENT IN AD- DITION TO PRESENT REQUIREMENTS REQUIRING PROOF OF PHYSICAL RESIDENCE WITHIN SEMINOLE COUNTY, FLORIDA FOR A PERIOD OF SIX MONTHS PRIOR TO PERMIT ISSUANCE. Request next submitted for a street light to be installed on West 16th. Street between Oak Avenue and Elm Avenue and on motion of Commissioner Brown, seconded by Commissione~ Wilson and carried, same was approved on recommendation of Police Chief Williams. Request next s~b~tted for tw~ street ~g~ts to be ~nstalled on East Fourth Street between Locust Avenue and Bay Avenue a nd on motion of Commissioner Crapps, seconded by Commissioner Wilson and carried, same was approved on recommendation of Police Chief Williams. Request next submitted, by Louis Perides, for permit to sell beer and wine for consumption off premises at ?~3 W 9th Street, and on motion of Commissioner Crapps, seconded by Commissioner Brown and carried, same was approved on recommendation of Police Chief Williams. Wm. A. Leffler next presented a request by Philip Zeuli to replat Lot A, High- land Park, and on motion of Commissioner Baker, seconded by Commissioner Wilson and carried, same was approved on recommendation of the Zoning and Planning Commission. On moti~on of Commissioner Brown, seconded by Gommissioner Baker and carried, transfer of funds were authorized as follows: TO: Account No. 7085, Insurance-automotive ~ 88~.00 Account No. 7088, Insurance-Bldg & Contents 626.00 Account No. ?09~, InsuranceTSurety Bonds ~'2.00 FROM: Account No. 8250, Contingency 2,~22.00 On motion of C'ommission~r Brown, seconded by Commissioner Baker and carried, minuted, of Special Meeting of January 22, and regular meeting of January 25, 1960, next approved. On motion of Commissioner Baker, seconded by Commissione~ Brown and carried, City Attorney Wm. C. Hutchison and City Clerk H. N. Tamm, Jr. were authorized access to Safe Deposit Box ~?? at the Sanford Atlantic National Bank. On motion of Commissioner Brown, seconded by Commissioner Wilson and. carried, payment was approved in the amount of ~2~,567.50 to Pay-A-Way Company for street resurfacing. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, the City Manager was authorized to attend the annual City Manager's Short Course to be held in Tatlahassee on April ~6/22, 1960, and City Clerk H.
