02260-Regular Session MINUTES City Commission, SanfOrd, Florida, February. 22 at 8 P.M. 1960 59? The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on February 22, 1960. Present: Commissioner Earl Higginbotham, Mayor . Joe B. Baker " Robert S. Brown J.H. Crapps " A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief R. G. Williams The meeting was called to order by the Chairman. R. Chester Rearick, DeBary, Chairman of the Sanford DeBary Entertainment Ass'n next appeared to request that dressing and toilet accommodations be installed for the actors and performers adjacent to the stage area at the Civic Center. Mrs. Camilla Bruce and Frank Mebane also appeared to support said request. After considerable discussion of the desirability of having such facilities, the Commission authorized further study of costs and plans for same. Wm. A. Leffler next presented a request by Philip Zeuli to replat that area between Celery Avenue and 8th Street abutting the easterly City limits line, and on motion ~of Commissioner Baker, seconded by Commissioner Crapps and carried, over the dissenting vote of Commissioner Brown, sarae was approved on recommendation of the Zoning and Planning Commission, with the provision that all utility easements would be alley easements. Wm A. Leffler next requested that the above property be designated as area from which to receive petitions for annexation, and on motion of Commissioner Baker, seconded by Commissioner Crapps and carried, same was approved. Next order of business being a Public Hearing to consider vacating, closing and abandoning a portion of a certain street in ace, ordance with the following notice published in the Sanford Herald on February 1, 1960. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A PORTION OF A STREET. You will take notice that the City Commission of the City of Sanford, Florida, at 8:00 P. M., on the 22nd day of February, 1960, in the City Commissioner's Room at the City Hall in the City of Sanford., Florida, will consider and determine whether or not the City will vacate and abandon any righ't of the City and the public in and to that portion of North side of Fourth Street. in the City of Sanford, Florida, described as follows, to-wit: BEGINNING AT A POINT ON THEEAST'BOUNDARY OF LOT 1, BLOCK 28, ~ MELLONVILLE, 81 FEET SOUTH OF THE NORTHEAST CORNER OF SAID LOT, RUN SOUTHERLY ALONG SAID BOUNDARY 15 FEET, THENCE WESTERLY TO THE SOUTHWEST CORNER OF SAID LOT, THENCE EAST- ERLY TO POINT OF BEGINNING. Tamm, Jr., City Clerk The Chairman then announced that the Commission would be~lad to hear from anyone in favor of, or against closing, vacating and aband0~ing that portion of a street as described in the foregoing notice. There being no objections registered, Commissi~oner Brown moved that that portion of mid street be Vacated, closed and abandoned as advertised. Secondedby Commissioner Wilson and carried. 598 MINUTES City Commission, Sanford, Florida, February' 22 at 8 P.M. 19, 60 Request next submitted by Paul Johnson, d/b/a The Big Dip, 2518 Park Drive, for per, it to sell beer and w~ne, for consumption on premises, and on motion of Commissioner Wilson, seconded by Commissioner Brown and carried, same was approved on the recommendation of the Chief of Police. Recommendation next submitted from the Zoning and Planning Commission to rezone Lots 14 through 18, Block 5, Eldorado subdivision from C-N (Commercial Neighborhood Shop- ping) District to C-1 (Commercial Retail) District, and moved by Commissioner Baker, seconded by Commissioner Crapps and carried, to hold a Public Hearing on March 14, 1960, to consider s am e. Letter next submitted from Richey Green, DistriCt Engineer, Stste Road Depart- ment, advising of disapproval o~ request for a suspended "School Crossing'" sign at French Avenue and Third Street, and moved by Commissioner Brown, seconded by Commissioner Wilson and carried, to table further action on the request. On motion of Commissioner Baker, seconded by Commissioner Brown and carried, the City Manager was authorized to attend Employees Benefit Plan Seminar in Miami on February 25, 1960, and appointed City Clerk H. N. Tamm, Jr., as acting City Manager during his absence from the City. Request next submitted from Eugene D. Dimmock for annexation of Lot 27, Block 13, Dreamw°ld, and after discussion, the Commission advised him to approach the other owners in the block and resubmit the request on the basis of the entire block. On motion of Commissioner Baker, seconded by Commissioner Brown and carried, employees were granted salary reclassifications as follows Leroy Lee, 16-D ~?6.62/week to 16-E ~81.94/week Harry Schaffer, 9-C ~61.54/week to 9-D ~64.67/week Emory Lee, ll-C ~59.62/week t° ll-D ~62.83/week in The Commission next approved publishing/the Sanford Herald and the Orlando Morning Sentinel a compilation of reports onlz~he pollution of Lake Monroe and the proposed from sewage disposal plant and also a repor~Commissioner Walter Bugeski of St. Augustine out- lined a comparative summary of the costs of operations of St. Augustine, Ft. Pierce, sanford and DeLand. There being no further business the meeting adjourned.
