The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in .the City of Sanford, Florida, at 8:00 o'clock P. M. on March 14, 1960. Scott, 437 Scott Avenue, appe&red in protest of the off-set in the COntinuation of Scott Avenue south of 8th Street in the proPOsed plat of Mayfair Addition, 1st Section, south of the City limits, as submitted at meeting of February 22, 1960. After co~nsiderable discussion and on motion of Commissioner Brown, seconded by Comm., Crapps and carried, the Commission. approved the proposed construction of ~ reverse curve in the continuation of Scott Avenue. The next order of business being a Public }{earing to consider rezoning the property as proposed and described in the following legal "Notice" published in the Sanford Herald on February 25, 1960. NOTICE OF PUBLIC ttEARING ON PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUND- ARIES OF THE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8;00 o'clock P. M., on March 14, 1960, to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: The property zoned in District C-N (Commercial- Neighborhood Shopping) District located on North side of Celery Avenue and west side of Mellonville Avenue, is proposed to be changed to C-1 (Commer- cial-Retail) District. Said property being more particularly described as Lots 1~, 15, 16, 17 and 18, Block 3, Eldorado Subdivision. Ail parties in interest and citizens shall have an opportunity to be heard at said hearing. By order of the City COmmission of the City of Sanford, Florida, this 22nd day of February, 19~0. s/ H. N. The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against rezohing the property as proposed and described in the foregoing notice. There being no objections registered, Commissioner Brown moved that the property described be Pezoned as advertised. Seconded by Commissioner Baker and carried. Commissioner Baker next introduced State Road Department Re~olution No. 152, covering standard utility agreement for reconstruction of Sanford Avenue south of 25th Street, and moved its passage and adoption. Seconded by Commissioner Brown and carried by.the unanimous vote of the Commission. Commissioner Brown next introduced State Road Department Resolution No. 158, coVering standard Utility agreement for reconstruction of F~st Street west of French .~venue, and moved its ~assa~e and adoption. M. 19- 60 Commissioner Brown next introduced and moved the passage and adoption of State Road Department Resolution No.~157, authorizing execution of Quit Claim Deed by the Mayor and City Clerk for road right of way on ~ity property abutting First Street west of French Avenue for the reconstruction of said~street. Seconded by Commissioner Baker and carried by the unanimous vote of the Commission. Commissioner Brown next introduced'Ordinance No. 708, entitled: AN ORDINANCE OF THE~CITY OF SANFORD, FLORIDAi, CLOSING, VACATING AND ABANDONING THAT PORTION OF THAT CERTAIN STREET DESCRIBED AS BEGINNING AT A POINT ON THE EAST BOUNDARY OF LOT 1, BLK 28, MELLON¥ILLE, 81 FEET SOUTH 0F THE NORTH- EAST CORNER OF SAID LOT, RUN SOUTHERLY ALONG ~SAID BOUNDARY ~5 FEET, THENCE WESTERLY TO THE SOUTHWEST CORNER OF SAID LOT~ THENCE EASTERLY TO POINT OF BEGINNING. and same was ~laced on its first reading and read in full. Commissioner Brown then moved the waiver of the requirement of the second reading of Ordinance No. 708, and that same be placed on its final passage and adoption. Thereupon the question recurred on the waiver of the second reading, the roll was called and the vote stands as follows: Commissioner Higginbotham Yea " Baker Yea "~ Brown Yea " Crapps Yea " Wilson Yea Said Ordinance No. 708 was then placed on its final passage and adoption, the roll was called and the vote stands as follows: Commissioner Higginbotham Yea " Baker Yea " Brown Yea " Crapps Yea "' Wilson Yea The C?~airman then announced that the City Commission of the City of Sanford, by unanimous vote had passed and adopted said 0rdin~nce No. 708, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA~ CLOSING, VACATING AND ABANDONING THAT PORTION OF~THAT CERTAIN STREET DESCRIBED AS BEGINNING AT A POINT ON THE EAST BOUNDARY OF LOT 1, BLK 28, MELLONVILLE, 81 FEET SOUTH OF THE NORTH- .EAST CORNER OF SAID LOT, RUN SOUTHERLY ALONG SAID BOUNDARY 15 FEET, THENCE WESTERLY TO THE SOUTHWEST CORNER OF SAID LOT~ THENCE EASTERLY TO POINT OF BEGINNING. After discussion and on motion of Commissioner Baker, seconded by Commissioner Brown and carried, the City Attorney was authori'zed to prepare an Ordinance amending the refuse collection rates on commercial establishments. On motion of Commissioner Crapps, seconded by Commissioner Brown and carried, bid ~warded on January 5, 1960 to ~. D. Wood Company in amount of ~1,8~0.00 was next recinded due to the error in the type of fire hydrant supplied, and bid was reinstated in the amount of described ~1,921.60 to cover type as/in invitation for bids and~a~th0~ized payment of ~377.48 for freight on said hydrants. On motion of Commissioner Baker, seconded by Commissioner Brown and carried~ con- tract for reconditioning inside and. below the water line of Mellonville water tank, was awarded to K. L. "Jack" Sharpe, Orlando, Florida, in amount of ~1~250.00. On motion of Commissioner Baker, seconded by Co~missioner Wilson and carried, the City Manager was authorized to advertise for bids for the following: 1. Refuse Packer MINUTES City Commission, Sanford, FlOrida, March 14 at 8 P.M. 19~0 On motion of Commissioner Baker, seconded by Commissioner Brown and carried, cur- rent invoices and payrolls next.approved, as evidenced by General Fund Sanford Atlantic National Bank Vouchers Nos. 7616 thru ??15, General Fund Florida State Bank Vouchers Nos. 2793 thru 3224, and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 373 thru 394. On motion of Commissioner Baker seconded by Commissioner Brown and carried, minutes of regular meetings of February 8 and February 22, ~960, next approved.
