M. .19_6 0 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on March 28, 1960. Tamm, Jr., Deputy Clerk Rosa Rotundo Capt. A. S. Williams The meeting was calle~ to order by the Chairman. N. O. Garner, Personnel Director of the Civil Service Commission, was presented a Silver Tray from the Commission as an expression of appreciation upon his retirement for the years of Service to the City. Commissioner Brown next introduced Resolution 926, and after being read in full moved its passage and adoption. Seconded by Commissioner Baker and carried by the unanimous vote of the Commission. Said Resolution No. 926 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, COMMENDING NATHAN 0. GARNER UPON HIS RETIREMENT FROM SERVICE WITH THE CITY OF SANFORD, FLORIDA. WHEREAS, NATHAN 0. GARNER is retiring from service with the City of Sanford, Florida on March 31, 1960, and WHEREAS, Since October 1944, NATHAN O. GARNER has diligently served the City of Sanford with the Police Department and as Personnel Director of the Civil Service Commission and as Secretary of the Civil Service Commission, and it is the feeling of the City Com- mission of the City of Sanford, FlOrida, that the interests and welfare of the City have been greatly furthered as a result of the efforts of NATHAN O. GARNER, and WHEREAS, The City Commission feels it appropriate to acknowledge the contribution of NATHAN O. GARNER with an appropriate token, NOW THEREFORE, Be it resolved by the City Commission of the City of Sanford, Florida ~hat NATHAN 0. GARNER be, and he is hereby commended for his diligent efforts in promoting the welfare of the City of Sanford and the people therein from October, 194~ to March 31, 1960 and that a silver tray be presented to NATHAN O. GARNER as an expression of appreciation. BE IT FURTHER RESOLVED, That this Resolution be spread upon the minutes of the City Commission of the City of Sanford, FlorXda, and a copy thereof delivered to NATHAN O. GARNER. Wilson As the City Commission of the City of Sanford, Florida. Further consideration next given to the extension of Scott Avenue south of 8th Street in the proposed plat of Mayfair Addition, 1st. Section. F. D. Scott, ~? Scott Avenue, appeared in protest of any off-set in the extension with the present street. MINUTES City .Commission, Sanford, Florida, March 2.8 at ..8 p:. M. 19. 60. After discussion no actlon was taken on the plat pendlng further study. Floyd Palmer, 535 Valencla Drive, next presented a petitlon from residents of San Lanta Subdivision requesting that present metal standard underground wired street llghts not be replaced by wood pole, overhead wlred lighting, and on motlon of Commissioner Baker, seconded by Commissioner Crapps and carrled the request war approved. Garfield Walker, owner of store buildings on Oak Avenue, between 25th Street and Park Drlve, next appeared to request cooperation in bls attempt to have paved thls section of Oak Avenue. The City Manager was authorized to contact the other abutting property owners in re- gard to this request. Request next submitted by Fleet Reserve Association for us~ of the Clty owned property on Seminole Blvd., and Myrtle Avenue, now used by the Veterans of Forelgn Wars. After discussion of the lack 6f proper maintenance of the buildlng and grounds, the Clty MaBager was authorized to contact the VFW organization in regards to bringing the property lnto acceptable repalr o~ glve notlce of cancellation of lease for same. Request next submitted by S. J. Davis, Attorney, for permlt to serve llquor at 2544 Park Avenue, for consumption on premises. On motlon of Commissioner Brown, seconded by Commissioner Crapps.and .carried, on the approval~of the Chief of Police,'the Clty Attorney was authorized to prepare an ordinance designating Park Drlve from 25th~Street to the intersection of Highway 17-92 (French Avenue) as a zone in'whiCh intoxicating liquors may be sold. Request next submitted by the Sanford Ministerial Association for use of the Civlc Center and patio f~r the annual Sunrlse Easter Service, and after discussion and on motion of Commissioner BrOwn, seconded by Commissioner Crapps and carried, the request was denied. Commissioner Brown next introduced Ordinance No. 709, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING 0RDINAMCE NU?~ER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AM ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM DISTRICT C-N, COMMERCIAL- NEIGHBORHOOD SHOPPING DISTRICT, TO C-1. COMMERCIAL- RETAIL DISTRICT. and same was placed on its flrst reading and read in full. Commissioner Brown then moved the waiver of the requirement of the second readlng of 0rdlnance No. 709, and that same be placed on 1ts flnal passage a~d adoption. M .19.. 60_ AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ES- TABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM DISTRICT C-N, COMMERCIAL- NEIGHBORHOOD SHOPPING DISTRICT, TO C-l, COMMER- CIAL-RETAIL DISTRICT', After discussion and on motion of Commissioner Crapps, seconded by Commissioner Brown and carried, the City Attorney was authorized to prepare an(!am~ndment to the Charter to be sub- mitted to the next State Legislature, permitting signs to be erected on public property, pro- vided the construction and maintenance is approved by the City, and after obtaining applicable permits. Letter next submitted from Richard E. McCanna, Seminole County Tax Es~ssor, pertain- ing to information granting Homestead Exemption to J. C. Ringling, owner of Lots 4 and 5, Block 7, Tier D, E. R. Traffords Map, and on motion of Commissioner Brown, seconded by Commissioner Baker and carried, the City Tax Assess~or was authorized to grant said exemption for the year of 1959 on the above described property. On motion of Commissioner Baker, seconded by Commissioner Wilson and carried on recom- mendation of the City Manager, salary reclassifications were authorized as follows: Ben Butler From 19-C ($4,073.00) to 19-D $4,184.00 Leo Rock From 19-C ($4,073.00) to 19-D $4,184.00 W. Richard Cosgrave From 19-C ($4,073.00) to 19-D $4,184.00 On motion of Commissioner Brown, seconded by Commissioner Wilson and carried on recom- mendation of City Judge 011iff, the Commission suspended the balance of $244.00 of fine against Willie Lee Brown in docket cases numbers 61293 and 61294, dated June 15, 1959. Request next submitted for use of the Civic Center for a Political Rally for Can- didates for county offices and after discussion and motion of Commissioner Baker, seconded by COmmissioner Brown and carried, the request was denied. After considerabion and on motion of Commissioner Brown, seconded by Commissioner Baker and carried, Wight Kirtley was appointed to the Board of Adjustments on a temporary basis. After consideration and on motion of Commissioner Crapps, seconded by Commissioner Brown and carried, William Bush was appointed to the Zoning and Planning Commission on a temporary basis; On motion of Commissioner Brown, seconded by Commissioner Crapps and carried, the City Manager was authorized to obtain architect plans and~costs for enclosing Fire Station No. 2. On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, sale of the former recreation department bus was authorized to the Sanford Baseball Association in the amount of $600.00, payable in 5 payments of $120.00 each beginning on April 1, 1960. Petition next submitted for annexation of Mayfair Addition, 1st. Section and on motion of Commissioner Baker, seconded by Commissioner Brown and carried, the City Attorney was authorized to prepare an ordinance for annexation of same.
