042560-Regular Session MINUTES City Commission, Sanford, Florida, A~pril 25, at 8 P. M. 19.60 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida t 8:00 o'clock P. M. on April 25, 1960. Tamm, Jr. Deputy Clerk Rosa Rotundo Police Chief R. G. Williams Absent: City Manager W. E. Knowles The Meeting ~s called to order by the Chairman. Millard Conner and V. J. Robbins, Handi-Houses of Seminole, Inc., next appeared, to request the South 125 feet of Lots 3, 4 and 5 Blk 1N, Tier'9, and on motion of Commissioner Wilson, seconded by Commissioner Baker and carried, same was offered at $100.00 per month for one year, with option to cancel on 90-day notice. Request next submitted by Praver Homes, successors to Woodmere Homes, .. ' , to connect to the City's water and sewer system, and on motion of Commissioner Wilson, seconded by Commissioner Baker and carried, agreement which expired October 1, 1959, was next approved with the provision that the property owners would sign a petition for annexation. Request next submitted from Kenneth M. Leffler, Attorney¥ to vacate and abandon Third Street between Mellonville Avenue and San Marcos Avenue, and on motion of Commissioner Baker, seconded by Commissioner Brown and carried, a public hearing was authorized to be held on May 23, 1960, to consider same. Rev. H. B. Whitehurst, St. John Metropolitan Baptist Church, nex~ appeared an~ re- quested that a larger street light be installed at the intersection of Tenth Street and and Cypress Avenue, and on motion of Commissioner Baker, seconded by Commissioner Brown and carried, same was approved, and further requested the cooperation of the City with a District Convention of 92 Churches, and same was referred to the City Manager. Jack Demetree next appeared to present a proposed plat for a subdivision south of Celery Avenue and east of Locust Avenue, and was given tentative approval pending final engineering drafting. Dr. W. D. Gardiner, E. H. Bennett, and Mrs. Mae Maxwell, whose residences are on Magnolia Avenme, next appeared and requested that the old whiteway lights be retained between Third and Fifth Streets on Palmetto and Magnolia Avenues. After discussion the Commission authorized the City Manager to investigate costs of repairing and maintaing same and submit the results to the Commission and the petitioners. On motion of Commissioner Baker, seconded by Commissionioner Brown and carried, the Commission authorized the purchase of a Burroughs Accounting machine for the Finance Office in the met amount of $4,580.00, payable after October 1, 1960. On motion oT Commissioner Brown, seconded by Commissioner Baker and carried, Wade Tye was appointed to the Board of Adjustment and Appeals. Recommendation next submitted by the Eoning and Planning Commission as follows: (a) Lots 14 and 21 of Pace Acres to be zoned R-lA (Single Family) District. (b) Lots I thru 9 and that portion of Lot 10 lying within the City limits, in Blk ~, and all of Blk 2, and that unplatted portion of Blk 2, San Sem Knolls to be zoned R-lC (Single Family) District. and on motion of Commissioner Wilson, seconded by Commissioner Brown and carried, '~a public MINUTES City Commission, Sanford, :Florida, Epril 25 at 8 P. M 60 19. _ After consideration and on motion of Commissioner Baker, seconded by Commissioner Brown and carried, over the dissenting vote of Commissioner Crapps, the City Attorney was authorized to prepare an ordinance for the pHoposed adoption of a Swimming Pool Code, as amended. Commissioner Baker next introduced Eesolution No. 927, and after being read in full, moved its passage and. adoption. Seconded by Commissioner Brown and carried by the unanimous vote of the Commission. Said Resolution No. 927 being in words and figures as follows: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA COMMENDING CAPTAIN JAMES D. RAMAGE, COMMANDER OF HEAVY ATTACK WING ONE OF THE SANFORD NAVAL AIR STATION. .NHEEEIS, CAPTAIN JAMES D. RAMAGE has since July of 1958 been stationed at the Sanford Naval Air Station, Sanford, Florida, and in command of Heavy Attack Wing One of the United States Navy, and WHEREAS, during the period of time in which CAPTAIN JAMES D. RAMAGE was stationed in Sanford, Florida he has worked devotedly and untiringly in the civic affairs of the com- munity and in strengthening and improving the excellent relationship between the Naval Per- sonnel under his command and the civilian population of the City of Sanford to the degree that his influence has been constantly and continuously felt to the betterment of the City of Sanford and the personnel of Heavy Attack Wing One, and WHEREAS, CAPTAIN JAMES D. RAMAGE has during the period of his command brought Na~al recognition and honor to Heavy Attack Wing One and his personnel, and in' So doing has promoted National and International recognition of the City of Sanford, Florida, and WHEREAS, CAPTAIN JAMES D. R~MAGE will soon be transferred from the Sanford Naval Air Station to other duties with the United States Navy, and it is the feeling of the City Commission of the City of Sanford, Florida that such transfer will be felt by all of the people of the City of Sanford, and it is the desire ~f the City COmmission to make known to the people of Sanford and the personnel of the Navy the outstanding contributions made by CAPTAIN RAMAGE while stationed here, NOW"THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida that CAPTAIN JAMES D. RAMAGE be and he is hereby commended for his outstanding contributions above stated, and that there be expressed herewith the sincere appreciation of the City Commission and the people of the City of Sanford for the efforts of CAPTAIN RAMAGE, and that by these presents he receive their token of best wishes for the future and an early return. BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of the City Commission and copies thereof.delivered to CAPTAIN JAMES D. RAMAGE, the Navy Department and the local press. M. 6O On motion of Commissioner Brown, seconded by Commissioner Wilson and carried the minutes of regular meeting of April 11, 1960, next approved. Request next submitted by William'Edward Landrican and Herschel Joseph Mervine, d/b/a the Sea Shell Restaurant, at 2506-2508 Oak Avenue, for a permit to sell beer and wine, to be consumed on the premises, and on motion~of Commissioner CrappS, seconded by Commissioner Wilson and carried, same was approved on recommendation of Police Chief Williams. Request next submitted to vacate and abandon a 5 foot North South alley between lots 4 and 5 Blk 11, Tier 15, W. M. Clark's Subd., and on motion of Commissioner Brown, seconded by Commissioner Wilson and carried, a public hearing was authorized to be held on May 23, 1960, to consider same. After consideration, the Commission authorized the City Manager to permi~ap in to the City storm sewer at 24th place of the proposed drainage from South Sanford Avenue through an open ditch, after completion of the open ditch. On, motion of Commissioner Brown, seconded by Commissioner Wilson and carried a pension of $50.00 per mouth was authoriaed for N. O. Garner, who retired April 1, 1960. On motion oD Commissioner Crapps, seconded by Commissioner Brown and carried, due to the traffic hazard of diagonal parking on-Oak Avenue between Third Street and Fourth Street, the Commission authorized said diagonal parking to be changed to parrallel parking. On motion of Commissioner Baker, seconded by Commissioner Gsm~ Crapps and carried, a loading zone was authorized in front of the Woman's Club at 311 Oak Avenue, if un- loading at the rear is not possible. On motion of Commissioner Baker, seconded by Commissioner Crapps and carried, the City Manager was authorized to investigate the feasibility of designating separate lanes of traffic for left turn and thru traffic on First Street at its intereection with French Avenue.
