M. 60 19_ _ The City Commission of the City of Sanford,.Florida, met in regular session at the City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on May 23, 1960. Tamm, Jr., Deputy Clerk Rosa Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. The first order of business being a Public Hearing to consider vacating, closing and abandoning a certain street in accordance with the following notice published in the Sanford Herald on May 5, 1960. TO WHOM IT MAY CONCERN: You will take notice that the City Commission of the City of Sanford, Florida, at 8:00 P. M. on the 23rd day of May 1960 in the City Commissioners' Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the public in and to the street hereinafter described, to-wit: specified. Third Street from its intersection with San Marcos Avenue on the west, east to its intersection with ~h~lonville Avenue. Tamm, Jr., City Clerk The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against closing, vacating and abandoning the street as described in the fore- going notice. There being no objections registered, Commissioner Wilson moved that said street a be closed, vadated, and abandoned with the provision that the City retain/fourteen (14) foot East-West alley down the center of said vacated right of way, and also a fourteen (14) foot north-south utility easement joining the north-south utility easement in Blocks 22 and 28, Mellonville Subdivision. Seconded by Co~missioner Brown and carried. The next order of business being a Public Hearing to consider zoning the property as proposed and described in the following legal "Notice" published in the ffhnford Herald on May 5, 1960. NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCES OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall iu the City of Sanford, Florida, at 8:00 o'clock P. M., May 23, 1960, to consider the following changes and amendments to the ZOning Ordinance of the City of Sanford, Florida. (a) Lots 14 and 21, of Pace Acres, are proposed to be zoned R1-A (Single-family) District. ('b) Property to be zoned R-lC (Single-family) District described as follows: Lots I through 9 inclusive, and that portion of Lot 10 lying South of the North line of Lot 9 extended easterly to the easterly line of said Lot 10, all in Block I and all of Block 2, San sem Knolls First Addition, together with the un- platted portion of the SW~ of the NW~ of Section 36, Township MINUTES City Commission, Sanford, Florida, May 2.3 at 8:00 P. M. 19 6---9_0 All parties in interest and citizens shall have an opportunity to be heard at said hearing. The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against rezoning the property as proposed and described in paragraphs (a) and (b) in the foregoingnotice. There being no objections registered, Commissioner Brown moved that the property described in paragraphs (a) and (b) be zoned as advertised, and authorized the City Attorney to prepare an Ordinance pertaining to same. Seconded by Commissioner Wilson and carried. On motion of Commissioner Baker, seconded by Commissioner Brown and carried, Dr. Vincent Roberts was appointed to the Civil Service Board to serve the unexpired term ending June 23, 1960, crewed by the untimely death of Roy Holler, and to serve a regular term ending June 23, 1962. Requests next submitted for two street lights on Bay Avenue between Fourth Street and Seventh Street, one Street light at the south end of Elliott Avenue, and one street light at the south end of Douglas Avenue, and the street light at the intersection of Sanford Avenue and~ Celery Avenue to be moved to t~ northeast'/ corner of said intersection and increased to 2,500 lumens, and on motion of Commissioner Crapps. seconded by Commissioner Wilson and carried, same was approved on recommendation of Police Chief Williams. Commissioner Wilson next introduced Ordinance No. 714, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN OR- DINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN C-1 (COMMER~ CIAL-RETAIL) DISTRICT. and same was placed on its first reading and read in full. Commissioner Wilson then moved the waiver of the requiremeut'~f the second reading of Ordinance No. 714, and that same be placed on its final passage and adoption. (b) Rezone Lot 6, Kelly's Addition, from R-lA (Single-family) District to R-2 (Multiple- Family) District, and on motion of Commissioner Brown, seconded by Commissioner Baker and car- ried, a public hearing was authorized to be held on June 13, 1960, to consider same. On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, the Com- mission authorized transfers as follows: (a) From unappropriated Stadium Admission taxes Account No. 820 to Contingency Account No. 8150 - - $349.75 (b) T0:~Account No. 4101 Park-Salaries $221.00 4123 Park-Utilities 541~00 2201 Police Salaries 238.00 7095 Pensions 100.00 FROM: ~ontengency 8150 1,100.00 (c) TO: ~ccount No. 7095 Pensions 200.00 FROM: Account No. 8150 Contingency Commissioner Baker moved the approval of a six year contract with K. L. "Jack" Sharpe for maintenance of the water tank and tower at 13th Street & French Avenue for an annual fee of $500.00. Seconded by Commissioner Brown and carried. J. Videl Jones next presented a petition requesting that parking be permitted on the s~uth side of Ninth Street. The Commission authorized further consideration and study of the traffic problem on said street. George A. Speer, Jr., Attorney representing Phillip Zeulli, next appeared and offered for the consideration of the Commission a proposed plat of Mayfair Addition First Section de- lineating an off-set street intersection in lieu of a double reverse curve as formerly approved by the Commission. No further action was taken by the Commission. Resignation next submitted by Wiley Tuten due to ill health,~and on motionbf Commissione Brown, seconded by Commissioner Wilson and carried, the Commission authorized a pension of $50.00 per month and a transfer f~om Contingency Account No. 8150 to Pension Account No. 7095 in the amount of $200~00. On motion of Commissioner Brown, seconded by Commissouer Baker and carried, the ree- reation Director was authorized to maintain the swimming pool during season for $25.00 per week iu lieu of hiring a pool operator. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, minutes of regular meeting of May 9, 1960, next approved. There being no further business 'the meeting adjourned.
