The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on June 13, 1960.

The meeting was called to order by the Chairman.
Mrs. Elizabeth Sharon and Mrs. Escar Neider appeared and requested the Commission to re-
consider their decision of May 9, prohibiting parking on both sides of Ninth Street, and to allow
parking on the south side of Ninth Street.
After considerable discussion, the Commission informed Mrs. Sharon and Mrs. Neider that
a study of the traffic flow was being made and that they would further discuss the parking on
Ninth Street at the next meeting.
The next order of business being a Public Hearing to consider ~bning~th~ property as
proposed and described in the following legal "Notice" published in the Sanford Herald on May
26, 1960.

The chairman then announced that the Commission would be glad to hear from anyone in
favor of, or against rezoning the property as proposed and described in paragraphs (a) and
(b) in the foregoing notice.
There being no objections registered, Commissioner Wilson moved that the property
described in paragraphs (a) and (b) be zoned as advertised, and authorized the City Attorney
to prepare an Ordinance pertaining to same. Seconded by Commissioner Brown and carried.
Request next submitted from Dr. Leonard Munson and Dr. Robert M Rosemond to vacate

Commissioner Baker, seconded by Commissioner Crapps and carried, a public hearing was authorized
to be held on July 11, 1960, to consider same.
Commissioner Baker next introduced Ordinance No. 715, entitled:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted Ordinance No. 717, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA
ESTABLISHING A CURFEW FOR PERSONS UNDER THE
AGE OF 17 YEARS; PROVIDING FOR RESPONSIBILITY
FOR VIOLATION THEREOF AND ESTABLISHING PENALTIES
THEREFOR.
The Commission next authorized the City Manager to proceed with the installation of
signs and plaques for dedication of Little League Baseball field m the"Roy Holler Little Major
League Park"
The Commiss~ion next authorized the City. Manager to reactivate certain lights in Old
whiteway system as requested and approved at regular meeting of May 23, 1960.
Request next submitted by E.R. Bronson for the waiver of building permit fees on any
work necessary because of state widening of West First Street, and On motion c~fCommissioner Bro~
seconded by Commissioner Baker and carried, same was denied.
Request next submitted by Charles W. Rogers, Commercial Manager, WE~H TV Station, for
the waiver of license fee as. solicitors, and on motion of Commissioner Baker, seconded by
Commissioner Brown and carried, same was denied.
Request next submitted from Mid-Florida Investment Company, successors to Quality Re-
sources, Inc., developers of property on north side of Lake Mary Boulevard, for approval of
transfer of agreement to tie-in to the City sewer system, and on motion of Commissioner Baker,
~econded by Commissioner Wilson and carried, said transfer was approved, with the provision
for the City to take over maintenance after fifty connections were made.
Proposal next submitted by Florida League of Municipalities to investigate Possible
insurance companies doing business in Sanford without a license, and proposed that 50 per cent
all funds collected from this source be remitted to them. On motion of Commissioner Crapps,
seconded by Commzssioner Brown and carried, the Mayor and City Clerk were authorized to execute

Commissioner Brown next introduced Resolution 928, and after being sad in full, moved its
passage and adoption. Seconded by Commissioner Baker and carried by the unanimous vote of the
Commission.

On motion of Commissioner Brown, seconded by Commissioner Baker, the following Resolution
was adopted:
WHEREAS, the State Road Department has located and Proposes to construct and maintain
a part of State Road 46, Section 77030, within the corporate limits of the City of Sanford
and,
WHEREAS, a portion of the lands required for right of way for said State Road 46 are
subject to municipal assessments and/or liens, and the State Road Department having requested
the City of Sanford to waive, cancel or subordinate its assessments and/or liens to the rights
of the State of Florida, insofar as such assessments and/or liens encumber the lands required
for right of way for said State Road 46 and said request having been duly considered;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Sanford that the re-
quest of the State Road Department be, and the same is hereby granted and the City of Sanford
does hereby waive and subordinate the following City Paving Lien now held by the City of
Sauford, to-wit:

Beatrice M. Anderson, and G. L. Anderson, next requested annexation of their lot on
West First Street and Narcissus, and on motion of Commissioner Baker, seconded by Commissioner
Wilson and carried, same was denied.
After discussion and on motion of Commissioner Baker, seconded by Commissioner
Brown and carried, the Mayor-:'~and City Clerk were authorized to execute a loan from the Sanford
Atlantic National Bank in amount of $6,343.00, payable in two installments, and approved
payment of Model 1-550 Wayne Street Sweeper as follows:

Recommendation next submitted by the Zoning and Planning Commission to rezone Lots
12, 14, Lane's ~ddition from R-lA (single Family) District to R-2 (Multiple Family)District
and on motion of Commissioner Baker, seconded by Commissioner Brown and carried, a public
hearing was authorized to be held on July 11, 1960, to consider same.
Commissioner Baker moved the acceptance of a Quit-C~aim deed to Lot 16, South Pine-
crest Second Addition for street right-of-way. Seconded by Commissioner Crapps and carried.
Report next submitted by the Finance Director outlining the effects of spreading
the tax base and after considerable discussion and on motion of Commissioner Crapps, seconded
by Commissioner Wilson and carried over the dissenting vote of Commissioner Baker, the com-
mission approved the assessment level remaining as currently established.
On motion of Commissioner Brow~, seconded by Commissioner Baker and carried, minutes
of regular meeting of May 23, and special meeting of May 28, 1950, next approved.
On motion of Commissioner Brmm, seconded by Commissioner Baker and carried, minutes
of regular meeting of May 23, and special meeting of May 28, 1960 next approved.
On motion of Commissioner, Brown, seconded by Commissioner Wilson and carried, current
invoices and payrolls next approved, as evidenced by General Fund Florida State Bank Vouchers
3444 thru 3598, and General Fund Sanford Atlantic National Bank Vouchers Nos. 7791 thru 783~,
and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 401 thru 407.
On motion of Commissioner Ba~er,· seconded by Commissioner~Brown and carried, the Com-
mission next approved the purchase of a new postage machine to be billed in the 1960-61 budget.
On motion of Commissioner Brown, seconded by Commissioner Wilson, and carried, the
Commission next approved telephone service of the Maintenance Superintendent, due to his
being on 24 hour emergency call duty.
On motion of Commissioner Baker, seconded by Commissioner Brown and carried, the
Manager was authorized to advertised for bids on the surfacing work on the widening of Sanford
Avenue.
Commissioner Brown moved that the VFW be notified of the City exercising the thirty
days cancellation clause in the agreement for the use of City property on the southeast corner
of Seminole Boulevard and M~rrtle Avenue, and to authorize use of said property by the Fleet
Reserve under the same terms and provided that the Fleet Reserve repair the property to suitable
codition. Seconded by Commissioner Baker and carried.
There being no further business the meeting adjourned
