M. ,19. 60 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on June 27, 1960. Present: Commissioner Earl Higginbotha~, Mayor " Joe B. Baker "' Robert S. Brown " J.H. Crapps "~ A.L. Wilson City Attorney Wm. C. Hutchison, Jr., City Manager W. E. Knowles City Clerk H. N. Tamm, Jr., Deputy Clerk Rosa Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. Andrew Carraway and President T. E. Tucker of the Florida State Bank, appeared and submitted a request for the City to vacate and abandon a portion of a certain east-west alley, lying between the west Sine of Lot 10, Blk 2, Tier 5, extended, and the East line of Lots 5 and 6, Block 2, Tier 4, extended. Said petitioners represented that such action was vital and necessary for the proposed construction of a new bank building'. George A Speer, Jr., Attorney, and Edward McCall, Manager of Burpee Seed Company, next appeared and requested that the Commission withhold action until a suitable agreement could be reached whereby access to the teat of their building would be assured in lieu of use of aforementioned alley~ After considerable discussion, and on'motion of Commissioner Brown, seconded by Commissioner Baker and carried over the dissenting vote of Commissioner Crapps, a public hearing was authdrized to be held on July 14, 1960, to consider same, and requested interested parties to endeavor to negotiate a compatible agreement and submit same by aforesaid date. Request next submitted from Demetree Construction Company for consideration of the abandonment of all public rights-of-way on property bounded on the North by Celery Avenue, on the East by Mellonville Avenue, on the South by the S. & E Branch of the Atlantic Coast Line Railroad, and on the West by Locust Avenue, except that part of said ].ands lying within 773 feet SoUth of the center line of Celery Avenue and 235 feet Westerly of the center line of Mellonville Avenue, and on motion of Commissioner Wilson, seconded by Commissioner Baker and carried, a public hearing was authorimed to be held on July 25, 1960, to consider same. Commissioner Crapps moved to recind action of the Commission of meeting of May 9th to the extent to allow Parking on the South side of Ninth Street from Park Avenue to Oak Avenue except at the first parking space from the intersection, and from Myrtle Avenue to Laurel Ave.~ Seconded by Commissioner Baker and carried. Commissioner Brown moved to prohibit~parking on both sides of Twentieth Street from French Avenue to Locust Avenue. Seconded by Commissioner Baker and carried. Commissioner Erap~ moved to request the State Road Department to prohibit parking on both sides of Twenty-fifth Street from Mellonville Avenue to French Avenue. Seconded by Com- missioner Baker and carried. Commissioner Baker next introduced Ordinance No. 718, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ES- TABLISHING A ZONING PLAN WITHIN THE CITY OF SAN- FORD, FLORIDA, SAID AMENDMENT TRANSFERING CERTAIN TERRITORY FROM R-lA (SINGLE FAMILY) DISTRICT, T0~ R-2 (MULTIPLE FAMILY) DISTRICT. and same was placed on its first reading and read in full. Commissioner Baker then moved the waiver of the requirement of the second reading of Ordinance No. 718, and that same be placed on its final passage and adoption. Commissioner Brown next introduced Ordinance No. 719, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM C-1 (COMMERCIAL-RETAIL~~ DISTRICT and same was placed on its first reading and read in full. Commissioner Brown then moved the waiver of the requirement of the second reading of Ordinance No. 719, and that same be placed on its final pass~ge and adoption. Commissioner Brown then moved the waiver of the requirement of the second reading of Ordinance 720, and that same be placed on its final passage and adoption. Commissioner Brown next introduced Ordinance No. 721, entitled: AN ORDINANCE.OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF ~SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN R-1A~ (SINGLE-FAMILY) DISTRICT. Commissioner Brown moved that the City Attorney be authorized to prepare Ordinance to amend Section 3-6, 22-11, and 22-18 of the City Code to authorize the Building Official to issue permits for the location of signboards and billboards, and driveway plans. Seconded by Commissioner Baker and carried. On motion of Commissioner Baker, seconded by Commissioner Brown and carried, the Com- missioner authorized transfers as follows: (a) From unappropriated stadium admission taxes, Account No. 820 to Contingency Account No. 8150 $299.40 (b) To: Parks - Salaries Account No. 4101 Parks Utilities " " 4123 Police Salaries " " 2201 FROM: '~ Contingency Account No. 8150 442.00 1,135.80 476.00 2,053.80 Request next submitted from Sanford Dryii'Cle~fiers, ll0~East Second Street, for a re- serVed parking space under an annual rental plan, and same ~-as denied. MINUTES City Commission, Sanford, Florida, June 27 at 8 P. M. Commissioner Brown moved to accept personal note in amount of $1,603.48 from Sam C. Lawson, Box 1219, to guarantee payment for sewer construction authorized by the Commission on April ll, 1960, said construction making sanitary sewers available to Lots 17 thru 32, St. Johns Village Subd., 2nd Revision, and to be paid on a pro rata basis at the sale of each lot, with balance to be paid in full in two years. Residents of Parkridge Estates who had purchased homes prior to the installation of a central sanitary sewer collection system, were next authorized to connect to the City sewer syst, upon the payment of a $30.00 deposit. Request next submitted for rezoning of Lot 6, and the north half of Lot 7, Block 3, Tier 7, from R-2 (Multiple family) to C-1 (Commercial-Retail) District, and on motion of Com- missioner Wilson, seconded by Commissioner Baker and carried, a public hearing was authorized to be held on July 25, 1960, to consider same. Commissioner Baker moved that FOod Fair, inc., 2460 Park Avenue, be given a forty-eight hour notice to pay their delinquet utility bill or services will be discontinued;~ Seconded by Commissioner Brown and carried. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, minute~ of regular meeting of' June 13, 1960, next approved. 0n motion of Co~missioner Wilson, seconded by Commissioner Brown and carried, employees were granted salary reclassifications as follows: John R. Crow, 21-D $4,351.00/year to 21-E $4,500.00/year George M. Harriett $4,351.00/year to 21-E $4,500.00/year Robert S. White, Sr., 19-D $4,184.00/year to 19~E $4,295.00/year On motion of Commissioner Brown, seconded by Commissioner Baker and carried, employees were granted salary reclassifications as follows: Homer Thomas, 20-C $79.81/week to 20-D $84/06/week week Francisco Tirado, 7-B $51.98/to 9-B $56.73/week On motion of Commissioner Brown, seconded by Commissioner Baker and carried, the City Attorney-was authorized to bring ~suit against Allen Orlando, Inc., for the collection of cost for commercial water ~esting incurred as'a result of order of the State Board of Health to close down 3 wells due to cyanide content ~used from wates dumped in proximity of said wells by aforementioned company.
