City Commission, Sanford, Florida, The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on July 11, 1960. Present: Commissioner Earl Higginbotham, Mayor Joe B Baker " Robert S Brown J H Crapps City Attorney Wm. C. Hutchison, Jr., City Manager W. E. Knowles City Clerk H. N. Tamm, Jr., Deputy Clerk Rosa Rotundo Police Chief R. G. Williams Absent: Commissioner A. L. Wilson The meeting was called to order bY the Chairman. Robert J. Bauma~, president of~Sauford Atlantic National Bank, appeared to request the repair of that North/South alley adjacent to and serving their newly constructed drive-in bank annex and same was approved. The next order of business being a Public Hearing to consider vacating, closing and aba~doninga street as proposed and~described in the following legal !Notice" published in the Sanford Herald on June 24, 1960. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A STREET. TO WHOM IT MAY CONCERN: You will take notice that the City Commission of the City of San~ord, Florida, at 8:00 P. M. on the 2~h day of Jug'S 1960, in the City Commissioner's room at the City Hall in the City of Sanford, Florida, will consier and determine whether or not the City will close, vacate and abandon any right of the City and the public in and to the street herein- after described, to-wit: · Third Street from its intersection with San Carlos Avenue on the west, east to its inter- section with Sah!Mar~ Avenue. ~ Persons interested may appear and be heard at the time and place above specified. .? TAMM, JR., City Clerk The Chairman then annOunced that the Commission would be glad to h~ar from anyone in favor of, or against vacating, closing and abandoning the street as described in the foregoing notice. Kenneth McIntosh, Attorney for Brs. Leonard Munson and Robert M. Rosemond, appeared in favor of said action. There being no objections registered, Commissioner Crapps moved that that portion of said street be vacated, closed and abandoned as advertised. Seconded by Commissioner Brown and carried. Commissioner Crapps next introduced Ordinance No. 723, entitled. AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABANDONING THAT PART OF THIRD STREET LYING BETWEEN SAN CARLOS AND SAN MARCOS AVEN~S. and same was placed on its first reading and read in full. The next order of business being a Public Hearing to consider rezoning the property as proposed and described in the following legal "Notice" published in the Sanford Herald on June 24, 1960. NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENT IN CERTAIN DISTRICTS AND BOUNDARIES OF ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. MINUTES · City Commission, Sanford, Florida, July 11 at. 8 P. M. m 60_ to consider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: hearing. (a) The property zoned in District R-lA (Single-Family), located on the southwest corner of the intersection of Magnolia Avenue and 23~d Street, is proposed to be changed to R-2 (Multiple- Family) District. Said property being more particularly des- cr~bed as Lots 12, 14 and 16, Lane's Addition. AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID OR- DINANCE BEING AN 0RDIhrAIJCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM R-lA (Single-family). DISTRICT, TO R-2 (MULTIPLE-FAMILY) DISTRICT. and same was placed on its first reading and read in full. Request next submitted from Patrick Fruit Company for the use of the south fifteen feet of Twelfty Street righ-of-way on which their building had been' Constructed some years ago in Block 14, Tier 8, Traffords, and on motion of Commissioner~Brown,.~ seconded by Commissioner Baker and carried, same was approved until such time as said right-of-way is needed for public On motion of Commissioner Brown, seconded by Commissioner Baker and carried, the Mayor was authorized to execute the agreement with the consulting engineers, Clark, Daily &-Dietz, and Leffler & Bush, for a proposed water survey. '/After discussion and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried, the City Attorney was authorized to prepare an ordinance amending the present sign ordinance, with the condition that existing signs on public property would not have to be re- moved, providing they are properly maintained. 0u motion of Commissioner Brown, seconded by Commissioner Crapps and carried, a trans- fer of $180.00 was authorized from Fire De!i~artment salaries Account No. 2301 to Fire Department Furniture and Equipment, Account No. 2312, A request was next submitted for a Street light at Eighth Street and Willow Avenue, and after consideration and on motion of Commissioner Baker, seconded by Commissioner Brown and carried, street lights were authorized at Eighth Stree~ and Willow and Eighth and Bay Avenue. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, the City Attorney was authorized to prepare an annexation petition for that area south of Twenty-fifth street between Marshall Avenue and hartwell Avenue. Consideration next given to request submitted 'by Evelyn Biggers that flowers be placed on street light standards on various streets, and on motion of Commissioner Brown, seconded City Commission, Sanford, Florida, July 11 at 8 P.M. 60 "" ' ': .19~ On motion of Commissione~ Crapps, seconded by Commissioner Baker and carried, the City Manager was authorized to further negotiate for well field property on an even trade basis On motion of Commissioner Brown, seconded by Commissioner Baker, and carried, current invoices and payrolls next approved, as evidenced by General Fund Florida State B~nk Vouchers Nos. 3599 thru 3761, and General Fund Sanford Atlantic National Bank Vouchers Nos. 7834 thru 7913, and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 402 thru 417. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, minutes of regular meeting of June 27, 1960, next approved. After considerable discussion and on motion of Commissioner Baker, seconded by Com- missioner Crapps and carried, payment to State Welfare Board for office rent will be dis- continued in next years budget. There being no further business the meeting adjourned until 8:00 P. M. ou July 14, 1960.
