072560-Regular Session MINUTES City Commission, Sanford, Florida, July 25 at 8 .P.M. 19.60 The City Commiss on of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 P. M. on July 25, 1960. Present: Commissioner Earl Higginbotham " Joe B. Baker " J.H. Crapps " A.L. Wilson City Clerk H. N. Tamm, Jr., Deputy Clerk Rosa'Rotundo Police Chief R. G. Williams Absent: Commissioner Robert S. Brown City Manager W. E. Knowles The meeting was called to order by the Chairman. B. L. Perkins, Jr., George Touhy and John Erider, representatives from the Seminole County Chamber of Commerce, a~peared to request that the same appropriation as last year of $10,000.00 be considered in the budget for the next fiscal year, and on motion of Commissioner Crapps. seconded by Commissioner Wilson and carried, same was approved provided if funds would be available. John Alexander, President of the Seminole County Junior Chamber of Commerce, next appeared to request that their appropriation be increased from $2,100.00 to $2,500.00, to be considered in the budget for the next fiscal year. Commissioner Baker moved that in consideration of the services performed by this organi- zation, that the request be approved. No action was taken by the Commission. After consideration and provided if funds would be available,Commissioner Wilson moved the approval of sum of $2,100.00. Seconded by Commissioner crapps and carried over the dis- senting vote of Commissioner Baker. The next order of business being a Public Hearing to consider vacating, closing and abandoning certain utility easements, alleys, and portions of streets as described in the following legal notice published in the Sanford Herald on July 8, 1960o NOTICE OF PROCEEDING FOR VACATING, CLOSING A~ ABANDONING CERTAIN UTILITY EASEMENTS ALLEYS AND PORTIONS OF STREETS TO WHOM IT MAY CONCERN: You will take notice that the City Commission ~of the City of Sanford, Florida, at 8:00 P. M. on the 25th day of JulY 1960, at the City Commissioners' Room at the Cily Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the public in and to all utility easements, alleys and portions of streets within the following described lands, to-wit: All those certain lands bounded pn the north by Celery Avenue, on the East by Mellonville Avenue, on the south by the S & E Branch of the Atlantic Coast Line Railroad, and on the west by Locust Avenue, EXCEPT that part of said lands lying within 773 feet south of the center line of Celery Avenue and 235 feet Westerly of the center line of Mellonville Avenue. There being no objections registered, Commissioner Baker moved that said utility ease- ments, alleys and streets be closed, vacated, and abandoned, as advertised. Seconded by Comm- MINUTES 'Ci~ Commission, San~rd, Florida, July 2~ a~ 8 P. ~. 19. 6~ The next order of business being a Public Hearing to consider rezoning the prop~-rty as proposed and described in the following legal "notice" published in the Sanford Herald on June 24, 1960 NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUN- DARIES OF T~IE ZONING ORDINANCE OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sauford, Florida, at 8:00 o'clock P. M., on July 25, 1960, to con- sider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida: The property zoned in District R-2 (MUltiPle family) located on the west side of Elm Avenue between First and Second Streets, is proposed to be changed to C-1 .~ (Commercial-Retail) District. Said~r~p'~ty being more particularly described as Lot 6 and the north half of Lot 7, Blk 3, Tier 7, E. R. Traffords Map of Sanford. Commissioner Wilson next introduced Ordinance No. 725, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA AMENDING ARTICLE II TITLED SIGNBOARDS AND BILLBOARDS, CHAPTER 3, SECTIONS 3-4 THROUGH 3-8 INCLUSIVE and same was placed in its first reading and read in full. Commissioner Baker next introduced Ordinance No. 726, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA ANNEXING TO AND INCLUDING WITHIN THE CORPORATE AREA OF THE CITY OF SANFORD, FLORIDA, THE AREA KNOWN AS A PORTION OF THE AMENDED PLAT OF DRUID PARK, ACCORDING TO THE PUBLIC RECORDS OF SEMINOLE COUNTY, FLORIDA, AND MORE PARTICULARLY DESCRIBED HEREINAFTER; PROVIDING AN EFFECTIVE DATE FOR SAID ttNNEXATION AND FOR THE RIGHTS ' . AND PRIVILEGES FOR CITIZENSiIIP IN THE CITY OF SANFORD, FLORIDA. and same was placed on its first reading and read in full. ~ lng Police Chief R. F. Williams, next reported regard/parking ~of Ninth Street between French Avenue and Park Avenue, and the Commission confirmed action of regular meeting of June 27, 1960. On motion of Commissioner Baker, seconded by Commissioner Wilson and carried, the Commission authorized transfers as follows: (a) FROM: Police - Gas & Oil Account No. 2202 $100.00 - Bldg Repairs " No. 2221 100.00 TO: FROM: TO: (c) FROM: TO: Police - SChools, Acc't No. 2257 $ 200.00 ZOO - Animals Account No. 4372 95.00 ZOO - Miscellaneous Supplies Acc't No. 4322 95.00 Swimming Pool - Building Repairs and Maintenance - Account No. 442~ 223.60 Maintenance - Equipment General Account No. 4626 223.60 On motion of Commissioner Wilson, seconded by Commissioner Baker and carried, employees were granted salary reclassifications as follows: John W. Rumbley, 17-C $3,851.00/year to 17-D $3,963.00/year Edward Hayden 17-C $3,851.00/year to 17-D $3,963.00/year On motion of Commissioner Crapps, seconded by Commissioner Wilson and carried, minutes of regular adjourned meeting of June 29, 1960, next approved. The City Manager next submitted a recommendation to revise the Refuse Division Ser- vices to provide two weekly pick-ups of both garbage and trash, in lieu of the current three MINUTES City Commission, Sanford, Florida, July 25 at 8 P. M. 19 60 pick-ups, two for garbage and one for t~ash. After discussion, moved by Commissioner Wilson on approval of said recommendation on a trial basis to begin on August l, 1960. Seconded by Commissioner Crapps and carried over the dissenting vote of Commissioner Baker. Commissioner Baker moved that the City pay expenses for Commissioners attending the Florida League of Municipalities meeting at West Palm Beach, Florida, from October 30, thru November 1, 1960. Seconded by Commissioner Wilson and carried. Request next submitted by Riada, Incorporated for annexation of Lots i thru 9, Park View Subdivision. No action was taken pending submitting of a proper petition for annexation. There being no further business, tile meeting adjourned.
