080860-Regular Session MINUTES City Commission, Sanford, Florida, ~ugust 8 at 8 P. M. The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 8, 1960. PRESENT: Commissioner Earl Higginbotham, Mayor " Joe B. Baker Robert S. Brown J.H. Crapps " Wilson City Attorney Wm. C. Hutchison, Jr., City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman/ On motion of Commissioner Brown, seconded by Commissioner Wilson am carried, the Mayor was authorized to execute a lease for one year with Branch 147 Fleet Reserve Association for use of the former American Legion Hut on Seminole Boulevard. Marvin Meltzer and William Randolph, officials of the Sanford Manufacturers Inc., next appeared and stated their company was prepared to proceed with the proposed expansion and pre- sented a check in amount of $500.00 to execute option to ~urchase the property adjacent to their present site as approved by the Commission on February 27, 1959. After discussion and on motion of Commissioner Wilson, seconded by Commissioner Brown and carried over the dissenting vote of Commissioner Baker, the Commission authorized execution of deed for said property contingent upon construction beginning within three months. W. A. Morrison next appeared amd requested consideration of the vacating, and ,~bandon- ina of the north-south alley from Commercial Street to Seminole Boulevard and between Sanford Avenue and Palmetto Avenue, and on motion of Commissioner Wilson, seconded by Commission~ Brown and carried, a public hearing was authorized to be held on September 12, 1960, to consider same. Dick Aiken, owner of Aiken Advertising Agency, next appeared and requested that the sign which he installed on the parkway about two months ago be allowed to remain. After dis- cussion the Commission approved the request. Mr. Aiken, also state he had received advertisements of private businesses that appeared to be addressed on the Utility Department addressograph machine. On motion of Commissioner Baker, seconded by Commissioner Brown and carried, the City Manager was authorized to bill Gormley, Incorporated, double the amount for addressing done with the water department addresso- graph. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, the Mayor was authorized to sign a lease with Patrick Fruit Company for the use of the south fifteen feet of Twelfth Street right-of-way on which their building had been constructed in Block 14, Tier 8 .of Traffords. After considerable discussion, and on motion of Commissioner Brown, seconded by Com- missioner Baker and carried, the City Manager was authorized to proceed with necessary action to colleet two hundred and figty dollars ($250.00) from John Daniels, 927 W 13th Street, as per agreement with the City for storm sewer work performed at that address. Request next submitted fro~acy Lee Mitchell, 311Sanford Avenue, for transfer of permit to sell beer and wine for consumption on premises, from Willie H Robinson, and on motion of Commissioner Wilson seconded by Commissioner Crapps and carried, same was approved. Commissioner Brown next introduced Ordinance No. 729, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 611 OF SAID CITY, WHICH ORDINANCE CLOSED, VACATED AND ABAN- DONED A NORTH-SOUTH ALLEY FROM ROSALIA DRIVE SOUTH TO AN EAST-WEST ALLEY BETWEEN LOCUST AVENUE AND VERNANG0 AVENUE IN BLOCK 20, SAN LANTA SECOND SECTION, SAID AMENDMENT CORRECTING AND ERRONEOUS DESCRIPTION OF SAID ALLEY AND VACATING THE SAME DESCRIBED ALLEY LYING. IN BLOCK 18 OF SAID PLAT. · and same was placed on its first reading and read in full. Adair for annexation of Lots 1 thru 9, Park View and on motion Commissioner Brown, seconded by Commissioner Baker and carried, the City Attorney was authorized to prepare Ordinance for said action and also authorized the installation of ap, proximately ?60 feet of sanitary sewer to serve said property, cost of which to be paid by owner and to waive regular charge for tap~ On motion of Commissioner Baker, seconded by Commissioner Brown' and carried, merit raises were approved for twenty-seven employees. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, a 2% cost of living raise was approved for all employees. Request next submitted for an Ad for $60.00 to be placed in State Garden Club Book re- garding State Flower Show to be held in Sanford, December 1/3. 1960, and on motion of Comm. Baker, seconded by Commissioner Brown and carried, same was approved. On motion of Commissioner Wilson, seconded by Commissioner Baker and carried, minutes of regular meetings of July 11, and July 25, and regular adjourned meeting of July 14, 1960, next approved. Recommendation next submitted by Municipal Judge E. A. Olliff, Jr., that fine of West Williams, Docket Number 63582, dated August 1, 1960, be reduced to $35.00 and cost, and on motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, same was approved. On motion of Commissioner Wilson, seconded by Commissioner Brown and carried, current invoices and payrolls next approved, as evidenced by General Fund Florida State Bank Vouchers Nos. 3?62, and General Fund Sanford Atlantic National Bank Vouchers Nos. 7914 thry 7932, and Water and Sewer Revenue Fund Sanford Atlantic National Bank Voucher No. 418.
