081560-Special Session MINUTES' City Commission, Sanford, FlOrida, ~:ugust 15 at 8 P. M. The City Commission of the City of Sanford, Florida, met in Special Session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on August 15, 1960. Present: Commissioner Earl Higginbotham, Mayor Joe B. Baker " Robert S. Brown " J.H. Crapps ~.. L. Wilson Acting City Attorney Kenneth Leffler City Manager W. E. Knowles City Clerk H. N. Tamm, Jr., Deputy Cierk Rosa Rotundo Police Chief R. G. Williams Absent: City Attorney Wm. C. Hutchison, Jr. The meeting was called to order by the Chai=man. On motion of Commissioner Brown, seconded by Commissioner Wilson and carried, the Commission authorized a transfer of $564.59 from Contingency Account No. 8150 to Recreation - PlaygrOund Equipment Account No. 4222. After consideration and on motion of Commissioner Crapps, seconded by Commissioner Baker and carried charges for use of the Utility Addressograph by Gormly Inc., as authorized at meetin of August 12, 1960, were next recinded. After consideration of the increase in accidents of motor scooters operated by Juveniles moved by Commissioner Wilson, seconded by CommiSsioner Baker and carried, authorizing the City Attorney to prepare an ordinance designating parental responsibility for the actions of said operators. J. Videl Jones, next appea~ed and requested that the Commission not restrict the drivers of motor scooters Who operate their vehicle in a safe manner. Recommendation next submitted by Municipal Judge E. A. 011iff, Jr., and on moti~ of Commissioner Crapps, seconded by Commissioner Brown and carried, fines of James M. Ripley, Docket No. 63619 and Patrick J. Cantrell, Jr. Docket No. 63621 dated August 8, 1960 were each reduced to twenty-five ($25.00) Dollars and cost or thirty days. 0u motion of Commissioner Brown, seconded by Commissioner Wilson and carried, the Commission authorized a transfer of $13,261.20 from Account No. 9129 - Water extensions, to Account No. 9126 - Equipment-General, for the purchase of used equipment from Odham & Tudor, Inc. Letter next submitted from J. H. Williams & Company, Inc~, offering for sale to the City of approximately five acres of land on the old Lake Mary road at a price of $1,650.00 per acre, and on motion of Commissioner Brown, seconded by Commissioner CraPps and carried, the offer was declined. Consideration next given to the proposed budget for the year 1960-60, and on motion of Commissioner Baker, seconded by Commissioner Crapps and carried, $4,300.00 was eliminated from the Contingency Fund for Class D baseball. After consideration of the expense of operating the City Swimming Pools and on motion of Commissioner. Baker, seconded by Commissioner Brown and carried, the charge for attending the City swimming pools was established at twenty cents (.20) for children and fifty cents (.50) for adults.
