082960-Regular Session MINUTES lng of Kugust 29 'City Commission, Sanford, Florida, Adjourned Regular Meet/ l0 6~0 The City Commission of the City of Sanford, Florida, met in adjourned regular session at the City Hall in the City of Sanford, Floridaat 8:00 o'clock P. Knowles City Clerk H. N. Tamm, Jr. Deputy Clerk Rosa Rotundo Chief Of Police R. G. Williams The meeting was called to order by the Chairman W. H. Stemper appeared in the interest of Alex of Miami Company, parent Company of Brookfield Mills Co., 202 N Elm Avenue, stating that said Company deemed it necessary to ex- pand and to improve their plant facilities and were interested in,:.~obtainiug a plant site at the City's well field property having a frontage of 110.7 feet on highway 17-92 and a deptY of 530.9 feet. John Krider, Chairman of the Seminole County Commission and manager of the Chamber of Commerce, next spoke of the need to retain this manufacturing company in the county. After discussion, the City Attorney ruled that in his opinion the transfer might not be Upheld in court, if the City did not receive adequate compensation. John Krider, thereupon stated that he felt the County Commission would like to par- ticipate to encourage the company to remain,:~and offered the City $1,000.00 for this property which then could be transferred to Alex of Miami. It was then suggested that the Park properties being donated to the City by the County, should be included in the transaction. After consideration, the Commission determined that the aforesaid 110.7 feet of well field property on highway 17-92 was no longer necessary for municipal purposes and that a value of $11,700.00 had been set thereon. Commissioner Crapps stated that he favored negotiating with the firm with this amount as a basis for consideration. Commissioner Brown moved, that on the request of the Seminole County Commission, to transfer the above described property to Seminole County or its designee, and for such transfer the City will be paid $1,000.00, and the County will transfer to the City theoPark area in South Pinecrest, and Park area abutting West Jinkins Circle, and Park area located on the south side of 25th Street between Hartwell and Marshall Avenues, to be used as a sanitary land fill due to the great need of this type operation in this area, and that when possible, the County will consider making available to the City the present County jail to be used for muni- cipal purposes. Seconded by Commissioner Wilson and carried over the dissenting votes of Com- missioners Baker and Crapps. Commissioner Baker stated he objected to the motion on the grounds that this was an evasion of the law in that the City should receive full consideration. These Park properties and Jail property having already been committed to the City could therefore not be ~alued as full consideration. On motion of Commissioner Wilson, seconded by Commissioner Brown and carried, the Mayor and City Clerk were authorized to execute deed for said property. After discussion and on motion of Commissioner Baker, seconded by Commissioner MINUTES. City ~Commission, Sanford, Florida, August 29 at 8,P. M. Brown. and carried, the Commission approved the sale of the N 24 feet of Lot 6, Block 1, Tier 6, Eo R. Trafford's Map, to W. K. McRoberts for the appraised value of $1,250.00. Consideration next given to the proposed 1960-61 Budget. Commissioner Baker moved the approval of an additional patrol car and patrolman for the Police Department budget. Seconded by Commissioner Brown and carried. On motion of Commissioner Crapps. seconded by Commissioner Baker and carried, re- placement of a tractor was deleted from the Parks Department Budget and $250.00 was added to repairs and maintenance of Parks Equipment. On motion of Commissioner Baker, seconded by Commissioner Brown and carried over the ~issenting vote Of Commissioner Crapps, $2,900.00 was added to recreation salary account to provide for a full time Ass't Recreational Director. After discussion, Commissioner Brown moved to extend water mains to service St. Johns Village subdivision and to set up the estimated cost of $5,400.00 to be guaranteed by personal note~of Sam Lawson, owner, and said sum to be repaid on a pro-rata basis of each lot and the remaining balance to be paid within two years. Seconded by Commissioner Baker and carried. On moti~m of Commissioner Broom, seconded by Commissioner Baker and Carried, the Commission authorized a transfer of $23,515.26 of anticipated surplus from the Water Revenue Fund to the General Fund as appropriated and provided by Ordinance No. 532. On motion of Commissioner Baker, seconded by Commissioner Crapps and carried, the meeting was adjourned until 8:00 o'clock P. M., September 1, 1960. ~y/~ Y 0 R
