M. 19. 60 The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on September 12, 1960. ,,,' Present: Commissioner Earl Higginbotham, Mayor " Joe B. Baker " Robert S. Brown " James H Crapps " A.L. Wilson City Attorney Wm. C. Hutchison City Manager W. E. Knowles City Clerk H. N. Tamm, Jr. Police Chief R. G. Williams The meeting was called to order by the Chairman. The first order of business being a Public Hearing to consider vacating, closing and abandoning a portion of an alley in accordance with the following legal "Notice" published in the Sanford Herald on August 18, 1960. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A PORTION OF AN ALLEY. TO WH~ IT MAY CONCERN: You will take notice that the City COmmission of the City of Sanford, Florida, at 8:00 P. M., on September 12, 1960, in the City Commissioners' Room at the City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate and abandon any right of the City and the public in at'to 'that certain alley hereinafter described, to-wit: That certain north-south alley between Seminole Boulevard and Commercial Street and Sanford and Palmetto Avenues, in the City of Sanford, Florida. Persons interested may appear and be heard at the time and place above specified. CITY COMMiSSION OF ~HE CITY OF SANFORD, FLORIDA BY; H. N. Tamm, Jr., City Clerk The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against closing, vacating and abandoning the alley ~s described in the foregoing notice. There being no objections registered, Commissioner Brown moved that said alley be closed, vacated and abandoued, contingent upon petitioners bearing the costs of moving utilitie~ located therein, and providing an.easement for relocating said utilities. Seconded by Comm., Baker and carried. Request next submitted b'y Steve Szabo, Sanford Motel, 2621 Park Drive, for permit to sell liquors for consumption on premises, and on motion of .Commissioner Brown, seconded by Commissioner Baker and carried, same was tabled until information was received from references located out of the City. Commissioner Baker next introduced Ordinance No. 731, entitled: AN 0RDINANCE 0F THE CITY OF SANFORD, FLORIDA AMENDING ORDINANCE NURSER 621 OF SAID CITY, AS AMENDED, SAID ORDINANCE ADOPTING A POSITION CLASSIFICATION PLAN FOR THE EMPLOYEES OF SAID CITY, SAID AMENDMENT PROVIDING FOR AN INCREASE IN WAGES THEREUNDER. and same was placed on its first reading and read in full. Commissioner Baker then moved on the waiver of the requirement of the second reading of Ordinance No. 731, and that same be placed on its final passage and adoption. Yea "~ Brown Yea " Crapps Yea "~ Wilson Yea Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted Ordinance No. 732, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NO. 291, AS AMENDED, SAID ORDINANCE CHANGING REQUIREMENTS FOR THE CONSTRUCTION OF SIDEWALKS AND DRIVEWAYS ON PUBLIC RIGHT-OF-WAY. After discussion and on motion of Commissioner Baker, seconded ~by Commissioner Crapps and carried, streets were designated as "No Parking" areas as follows: (a) San Marcos Avenue, from Second Street to Fourth Street. (b) Fourth Street, from San Marcos Avenue to Mellonville Avenue. The City Manager next submitted th~;~following tabulation of bids which were opened publicly at 2:00 o'clock P. M. on September 9, 1960, for furnishing the following equipment in accordance with the specifications in the invitation for bids published in the Sanford Herald on August 29, 1960. On motion of Commissioner Brown, seconded by Commissioner Wilson and carried, current invoices and payrolls next approved, as evidenced by General Fund Sanford Atlantic National Bank Vouchers Nos. 7933 thru 7985, General Fund Florida State Bank Vouchers Nos. 3927 thru 4075, and Water and Sewer Revenue Fund Sanford Atlantic Natiohal Bank Vouchers Nos. 419 thru 425. MINUTES City Commission, Sanford, Florida, September 12 at 8 P. M. After discussion and on motion of Commissioner Wilson, seconded by Commissioner Brown and carried, the Commission dommended all employeos who worked during the hurricane "Donna" and authorized payment of time and half for personnel on extra duty during the storm and straight time for the cleanup crews working on Sunday. There being, no further business the meeting adjourned.
