The City Commission of the City of Sanford, Florida, met in regular session at the City
Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on October 10, 1960.

The meeting was called to order by the Chairman.
C. L. McMullen, J. O...White and A1 McMillan, next appeared as spokesman for a group of
railroad employees requesting reconsideration of Resolution No. 929, dated September 29, 1960,
endorsing the proposed merger of the Atlantic Coast Line Railroad Company and the Seaboard Air
Line Railroad Company, and further recommended that a public hearing between the Interstate
Commerce Commission, the aforementioned railroad companys and local shippers be held in Sanford
to determine the effects of the proposed merger. The Commission took the request under adviseme~t.
Sammie gee Wiggins, next appeared to request recommendation for reinstatement of Taxi
Operators License suspended by the State as a result of a charge of Driving while Under the
influence of intoxicating liquor, etc., in Municipal Docket case No. 63041, dated APril 8,
1960, and after consideration of his former traffic violations and on motion of Commissioner
Brown, seconded by Commissioner Baker and carried, the request was denied.
Consulting engineers Dr. Dietz, Wm. Leffter and Wm Bush, next appeared, to further dis-
cuss the City's water supply, storage and distribution system. After discussion of various
desirable well field sites and on motion of Commissioner Baker, seconded by Commissioner Brown
and carried, the engineers were authorized to approach local realtors pertaining to the cost,:of~7'
land at these sites.
It was further presented that due to the fact that a site had not been selected, that
an extension of time would be needed for drilling and testing upon selection of a site, and
on motion of Commissioner Baker, seconded by Commissioner Crapps and carried, said engineers
were authorized to submit their report in two stages and were granted a 45 day extension.
Commissioner Brown next introduced Resolution No. 934, and after being read in full
moved its passage and adoption. Seconded by Commissioner Wilson and carried by the unanimous
vote of the Commission.
Said Resolution No. 934 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA, COMMENDING CHIEF JAMES GOLDS-
WORTHY, MANUEL GONZOLEZ, CHARLES CASON AND VIRGIL
HARLAN.
WHEREAS, the City of Sanford, Florida suffered untold damages caused by Hurricane
DOnna and many beautiful trees were uprooted and flying debris endangered the safety of the
citizens of the City, thus necessitating the use of all City equipment and employees of the
City working day and night, and
WHEREAS, Chief James GoldswOrthy, Manuel Gonzolez, Charles Cason and Virgil Harlan of
our Sanford Naval Air Station, came to the rescue with their services and equipment, greatly
aiding in eliminating the danger and possible further property damage to the citizens of the
City of Sanford,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida
that Chief James Goldsworth, Manuel Gonzolez, ~harl~s Cason and Virgil Harlan be, and they are
hereby commended for their outstanding contributiOns above stated, and that there be expressed

the sincere appreciation of the City Commission and the people of the City of Sanford, Florida
for their outstanding contributions.
BE IT FURTHER RESOLVED, That this Resolution be spread upon the minutes of the City
Commission and copies thereof be delivered to Chief James Goldsworth, Manuel Gonzolez, Charles
Cason and Virgil Harlan, the Navy Department, and the local press.

As the City Commission of the
City of Sanford, Florida
Appraisal of $8,000.00 next submitted by the St. Johns Realty Company for property
measuring 250 x 250 feet at the northwest corner of the intersection of Commercial and Holly
Avenues, and after consideration and on motion of Commissioner Baker, seconded by Commissioner
Brown and carried, the Commission authorized sale in the amount of $8,000.00 for a proposed
bonded warehouse. .
Request next submitted by Hardy Rawts for transfer of permit for sale of beer and wine,
for consumption on premises, from Vernon and Estelle Erickson, d/b/a Angels Eat Shack, 2503
Sanford Avenue, and on motion of Commissioner Brown, 'seconded by Commissioner Wilson and
carried, same was approved on recommendation of the Chief of Police.
Request next submitted by Church of Jesus Christ of Latter Day saints to vacate the
westerly 10 feet of Magnolia Avenue abutting Lots 12 and 14, Lanes Addition, and the north-
south alley between 23rd and 24th Streets and Park Avenue and Magnolia Avenue, and on motion
of Commissioner Baker, seconded by Commissioner Brown and carried, a Public Hearing was
authorized to be held on November 14, 1960 to consider same.
Request next submitted by Chester T. 0tt, owner of the Dairy Queen, 2523 Park Drive,
that all mobile ice cream or ice milk manufacturing units would be required to have unlimited
water for sanitation purposes, and after consideration and on motion of Commissioner Brown,
seconded by Commissioner Baker and carried, the request was denied.
Request next submitted by Mary C Alexander, 212 Sanford Avenue, for permit for sale of
beer and wine, for consumption off premises, and on motion of Commissioner Wilson, seconded
by Commissioner Brown and carried, same was approved on the recommendation of the Chief of
Police.
On motion of Commissioner Brown, seconded by Commissioner Baker and carried, minutes
of special meeting of September 19, and regular meeting of September 26, 1960, next approVed.
On motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, Comm.,
Baker was designated to attend the Florida League of Municipalities 34th Annual Convention
to be held. in West Palm °each, October 31/November 1, 1960.
After consideration, and on motion of Commissioner Baker, seconded by Commissioner
Brown and carried, the City Attorney was authorized to prepare a Resolution requesting the
Central Flood Control Board to foster a review of the plans 5~ the St. Johns River Drainage
Basin.
There being no further business the meeting adjourned.
