The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on October 24, 1960.

The meeting was called to order by the Chairman.
The first order of business being a Public Hearing, to consider rezoning the property
as proposed and described in the following legal "Notice" published in the Sanford Herald on
October 4, 1960.
NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES
AND AMENDMENTS IN CERTAIN DISTRICTS AND BOUN-
DARIES OF THE ZONING ORDINANCE OF THE CITY OF
SANFORD, FLORIDA.
Notice is hereby given that a Public Hearing will be held at the Commissbn Room in the
City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M., on October 24, 1960, to
consider the following changes and amendments to the Zoning Ordinance of the City of Sanford,
Florida:
(a) The property zoned in District R-3 (Single-Family)
located on the Southeast corner of Olive Avenue and 7th
Street is proposed to be changed to R-4 (Multiple-
Familyl. District. Said property being more particularly
described as Lot 1, Block 9, Tier 15, Seminole Rark
(b) The property located on the West side of French
Avenue and south of 27th Street is proposed to be zoned
R-lC (Single-family) District. Said property being
more particularly described as East 150 feet of Lots
7 through 13, inclusive, and the East 150 feet of the
North 80 feet of Lot 14, amended plat of Druid Park.
(c) The property located on the south side of 27th.~,
Street and between Park Avenue and Oak Avenue is proposed
to be zoned C-N (Commercial-Neighborhood Shopping) Dis-
trict. Said property being more particularly described as
Lots I through 3 and.Lots 7 through 9, Park View Subd.
(d) The property located on the Northeast corner of
Park Avenue and 28th. Street is~.proposed to be zoned
R-1 (Single-Family) District. Said property being
more particularly described as Lots 4, 5 and 6, Park
View SuBdivision.
All parties in interest and citizens shall have an opportunity to be heard at said
hearing.

The Chairman then announced that the Commission would be gt~d to hear from anyone in
favor of or against zoning the property as proposed and described in the foregoing notice.
There being uo objection registered, Commissioner Brown moved that the property des-
cribed in paragraphs (a), (b), (c) and (d) be zoned as advertised, and authorized the City
Attorney to prepare Ordinances pertaining to same. Seconded by Commissioner. and carried.
,Request next submitted from County Commissioners to vacate the northerly 413 feet of that
certain north-south alley between Seminole Boulevard ~nd Commercial Street,and Hood and Park
Avenues, the County to bear cost of relocating any utilities located therein, and on motion of
Commissioner Baker, seconded by Commissioner Brown and carried, a public hearing was authorized

to be held on November 14, 1960 to consider same.
Request next submitted by the Free Methodist Church, corner of 4th & Laurel AvenUe that
the "no parking? restriction on the west side of Laurel Avenue from Third to Fourth Streets
would be waived on Sundays, and on motion of Commissioner Baker, seconded by Commissioner
Brow~ and carried, the request was denied.
After discussion Commissioner Brown moved to increase the minimum water meter deposit
to Fifteen ($15.00) Dollars, and turn over bad accounts to a collection agency. Seconded by
Commissioner Baker and carried.
On motion of Commissioner Brown, seconded by Commissioner Baker and carried, the City
Manager was authorized to advertise for bids on the following:
(a) Tractor
(b) Fire Hose
(c) Five Foot Mower
(d) Two Adding Machines
(e) Parking Metem Scooter
(f) Sewer Pumps
(g) Filter for Swimming Pool - installed.
On motion of 'Commissioner Crapps, seconded by Commissioner Baker and carried, eight,
2500 lumen street lights were authorized to be installed on East First Street, from Sanford
Avenue to Mellonville Avenue.
The City Manager next submitted the following tabulation of bids which were opened
publicly at 2:00 P. M. October 20, 1960, for furnishing the following equipment and materials
in accordance with the invitation for bids published.in the Sanford Herald October 3/11, 1960.

After comparison of prices submitted, Commissioner Baker moved the acceptance of the
lowest bids, that of Orange State Oil Company at price of 22.64¢ per gallon on premium gasoline,
98 octane, and 11.97~ ~er gallon on diesel fuel ~il, and that of Texaco Inc. at price of 20.2¢
per gallon on regular gasoline, 90 octane. Seconded by Commissioner Brown and carried.
After comparison of prices submitted, Commissioner Brown'moved the acceptance of the
lowest bid, that of Superior GMC Trucks, Inc. for truck chassis in the amount of $6,505.50.
Seconded by.Commissioner Baker and carried.
Afte~ comparison of prices submitted, Commissioner Crapps moved the acceptance of the
lowest bid, that of Strickland-Morrison, Inc., for one-half ton pickup truck at price oof
$1,500.00, and $?,065.50 for three, eight cylinder, 300 Horsepower cars for police department.
Seconded by Commissioner Brown and carried over the dissenting vote of Commissioner Baker.
After comparison of pric~s submitted, Commissioner Baker moved the acceptance of the
lowest bids, that of American C~st Iron P~pe Company for pipe at price of $16,607.51, and
fittings at price of $588.??, and that of Ben F. Crabbe, Inc., for one hydrant at price of
$i17.20, and valves at price of.$389.66. Seconded bY Commissioner Brown and carried.
After comparison of prices submitted, Commissioner Baker moved the acceptance of the low
bid, that of MacAsphalt Corporation to furnish approximately 2,518 tons of asphalt at price of
$?~60 per.ton. Seconded by Commissioner Brown and carried.

A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SANFORD, FLORIDA REQUESTING THE CENTRAL AND SOUTH
FLORIDA FLOOD CONTHOL DISTRICT TO DILIGENTLY PURSUE
A REVIEW OF THE PROPOSED WATER CONTROL PLAN FOR THE
ST. JOHNS RIVER BASIN WITH A CORP OF ENGINEERS, THE
FLORIDA CONGRESSIONAL DELEGATION AND THE FLORIDA STATE
LEGISLATION, IN ORDER THAT SUCH PLAN MIGHT BE IMPLE-
MENTED I~ TIME FOR i965 BUDGET REQUESTS TO THE STATE
AND FEDERAL GOVERNMENT.
WHEREAS, for many years there have existed frombtime to time flood problems in the
upper St. Johns River Basin more particularly affecting the counties of Seminole, Orange,
Brevard, Osceola and Indian Ri~er, and
WHEREAS, the aforesaid counties are presently within an area of the most rapid growth
in the State of Florida and such growth and the continuation thereof has the effect of materiall
altering and increasing the drainage and flood problems heretofore existing and which will con-
tinue to exist in the future, acting as a material obstacle in the continued growth of such
area,: and
WHEREAS, for m~ny years the aforesaid area has made tax contricutions into the Central
and South Florida Flood Control District with virtually no expenditure of funds materially easy
the drainage and flood problems~in the upper St. Johns River Basin, and
WHEREAS, without prompt and immediate action directed to the approval of a plan for the
storage of water in the upper St. Johns River Basin with attendant outlets therefrom to the
East Coast of Florida it is felt that the future of Central Florida will suffer irreparable
damage.
NOW THEREFORE, BE IT RESOLVED, by the City Commission of the City of Sanford, Florida,
that the Central and South Florida Flood Control District be, and ~'t is hereby requested to
diligently pursue with the Corp~of Engineers the~aforesaid plan for the upper St. Johns River

land acquisition, all to the end that the necessary funds may be approved in the 1963 budget
in order that the Central Florida area may receive the tell'el to which it is entitled so that itt
economic growth may not be stifled.
BE IT FURTHER RESOLVED, that this. Resolution be spread upon the minutes o£ the City
Commission of the City of Sanford, Florida and copies thereof delivered to Florida Congressional
Delegation, the Corp of Engineers, and other appropriate parties.

Andy Bracken, Principal of Seminole ttigh School and Fred Ganas, Director of Physical
Education, next appeared and requested the fifty ($50.00) dollar charge for the use of the
stadium be removed for football games. On motion of Commissioner Crapps, seconded by Comm.,
Baker and carried, the request was approved, limiting the use to sixteen games now scheduled.
On motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, minutes
of adjourned regular meeting of September 29, 1960, next approved.
0n motion of Commissioner Wilson, seconded by Commissioner Brown and carried, current
invoices and payrolls next approved, as evidenced by General Fund Florida State Bank Vouchers
Nos. 4076 thru 4245, and General Fund Sanford Atlantic National Bank Vouchers Nos. 7980 thru
8028, and Water and Sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 426 thru
