111460-Regular Session MINUTES November 14 at 8 P.M. 60 City Commission, Sanford, FlOrida, .19~ The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8.¢0 o'clock P. M. on November 14, 1960. Present: Commissioner Earl Higginbotham, Mayor " Joe B. Baker "' Robert S. Brown " J.H. Crapps " A.L. Wilson City Attorney Wm. C. Hutchison, Jr., City Manager W. E. Knowles City Clerk H. N. Tamm, Jr., Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. The first order of business being a Public Hearing to consider vacating, closing and abandoning a portion of an alley in accordance with the following legal "Notice" published in the Sanford Herald on October 28, 1960. NOTICE OF PROCEEDING FOR VACATING, CLOSING AND ABANDONING A PORTION OF AN ALLEY TO WHOM IT MAY CONCERN: You will take notice that the.City Commisson of the CitY of Sanford, Florida, at 8:00 O'clock P. M. on the 14th day of November, A. D. 1960 at the City Commissioners' Room at the 'City Hall in the City of Sanford, Florida, will consider and determine whether or not the City will close, vacate, and abandon any right of the City and the public, in and to that portion of an alley hereinafter described, to-wit: The northerly 413 feet of that certain north-south alley between Seminole Blvd., and Commercial Street and Magnolia and Park Avenues. Personal interested may appear and be heard at the time and place abo~e specified. CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA. BY: H. N. Tamm, Jr., City Clerk The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against closing, vacating and abandoning that portion of a street and an alley as described in the foregoing notice. There being no objections registered, Commissioner Brown moved that said portion of a street and an alley be closed, vacated and abandoned. Seconded by Commissioner Wilson and carried. Request next submitted by Miss Betty Landgraf, 1401E Second Street, for a No Parking area on Second Street east of Mellonville Avenue, and on motion of Commissioner Brown, seconded by Commissioner Baker and carried, same was tabled for further study. After consideration, moved by Commissioner Baker to prohibit parking on Twentieth Street from French Avenue to Marshall Avenue. Seconded by Commissioner Brown and carried. Letter next submitted fro~. Douglas Stenstrom, Attorney, stating that the First Baptist Church had.purchased in January, 1960, Lot 6 and the North 40 feet of Lot 7, Block 8, Traffords, and requested the taxes to be reduced. After consideration and on motion of Commissioner Brown~ seconded by Commissioner Baker and carried, the assessment oN the aforesaid property was reduce~ to $500.00. Request next submitted by Civitan Club for permission to place old clothing receptacles public sidewalks, and on motion of Commissioner Baker seconded by Commissioner Crapps and carried, same was denied. n MINUTES City Commission, Sanford, Florida, November I4 at.8 P. Request next submitted by Bud H Fisher for a lease on the bandshell pier and boat basin, and on motion .of Commissioner Baker,~ seconded by Commissioner Brown and. carried, same was tabled until full details could be submitted for consideration. After discussion, and on motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, the City Attorney was authorized t° prepare a request to be submitted to the Legis- lative Delegation for consideration of the 'State Legislation for amendment to the charter authorizing the combining of the City Registration and Voting under the Seminole County Regis- tration Officer. Commissioner Wilson moved to authorize the resurfacing of First Street from Park Avenue to Sanford Avenue. Seconded by Commissioner Baker and carried. Commissioner Brown next introduced Ordinance No. 756, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NURBER.362 OF SAID CITY, AS AMENDED, SAID OR- DINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM R-3 (SINGLE-FAMILY) DISTRICT, TO R-4 (MULTIPLE-FAMILY) DISTRICT. and same was placed on its first reading and read in full. Commissioner Brown then moved on the waiver of the requirement of the seco2d reading of Ordinance No. 736, and that same be placed on its.final passage and adoption. Commissioner Brown next introduced 0rdinace No. 737, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANtFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN DISTRICT C-N (UOMMERCIAL- NEIGHBORHOOD SHOPPING)DISTRICT. and same was placed on its first reading and read in full. Commissioner Brown next introduced Ordinance No. 758, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDINDED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHING A KONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SAID AMENDMENT PLACING CERTAIN TERRITORY IN DISTRICT R-1 (SINGLE-Family RESI- DENTIAL) DISTRICT. and same was placed on its first reading and read in full. Commissioner Brown then moved the waiver of the requirement of the second reading of Or- dinance No. 738, and that same be placed on its final passage and adoption. Commissioner Brown next introduced Ordinance No. 739, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORID6,'~MENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AME[~DED, SAID ORDINANCE BEING AN ORDINANCE ESTABLISHIN~ A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDA, SATD AMENDMENT PLA- CING CERTAIN TERRITORY IN DISTRICT R-lC (SINGLE-FAMILY) RESIDENTIAL DISTRICT:. ~ and same was placed on its first reading and read in full. . Commissioner Brown then moved the waiver of the requiremen~'.Of ~t~e second reading of Ordinance No. 759, and that same be placed on its final passage and adoption. Said Ordinance No. ?39 was then placed~on its final passage and adoption, the roll was called and the vote stands as follows: Commissioner Higginbotham Yea "' Baker Yea "' Brown Yea " Crapps Yea " Wilson Yea Thereupon the Chairman announced that the City Commission of the City of Sanford, Florida, by unanimous vote had passed and adopted Ordinance No. ?39, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID OR- DINANCE BEING AN ORDINAHCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, SAID AMENDMENT PLACING CER- TAIN TE~RITORY IN DISTRICT R-lC (SINGLE-FAMILY) RESI- DENTIAL DISTRICT. After considerable discussion, Commissioner Baker moved that ~e permit issued to Pauline Owens, d/b/a West Side Grocery, to sell beer and wine for consumption off premises would not be changed. Seconded by Commissioner Crapps and carried. Commissioner Baker moved that in consideration of the savings affected by the low bid award for 6" pipe on October 24, 1960, that the 6" pipe needed for installation in San Lanta, 3rd Section and St. Johns Village would be consolidated with the iow bid of American Cast Iron Pipe Company. Seconded by Commissioner Crapps and carried. On motion of Commissioner Crapps, seconded by Commissioner Brown and carried, current invoices and payrolls next approved, as evidenced by General Fund Florida State Bank Vouchers Nos. 4246 thru 4410, and General Fund Sanford Atlantic National Bank Vouchers Nos. 8029 thru 8059 and water and sewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 438 thru 446. Commissioner Baker moved that due to numerous complaints, that property at the northwest corner of French Avenue and. Fourth Street would be cleaned and costs for such to be assessed against the property. Seconded by Commissioner Brown and carried. Commissioner Brown moved the waiver of license for circus sponsored by Junior Chamber of Commerce to be held on November 19, 1960. Seconded by Commissioner Wilson and carried.
