M. 19.60_ The Commission of the City of Sanford, Florida, met in'regular session at the City Hall in'the City of Sanf0rd, Florida, at 8:00 o'clock P. M. on November 28, 1960. Present: Commissioner Earl Higginbotham, Mayor " Joe B. Baker " Robert S. Brown " J. ~. Crapps " A. L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. El Knowles City Clerk H. N. Tamm, Jr., Deputy Clerk Rosa M. Rotundo~ Chief of Police R. G. Williams The meeting was 6alled to order by the Chairman. Request next submitted for larger street lights to be installed on West Thirteenth Street, and on motion of CommiSsioner Brown, seconded by Commissioner Baker and carried, same was tabled for further study. Mr. Mann, Manager of Wilson-Toomer Fertilizer Co., 119 N Elm Ave., requested that parking be prohibited on the ~ast Side of North Elm Avenue from First Street to FuIton Street, and on motion of Commissioner Crapps seconded by Commissioner Brown and carried, same was approved. After consideration Commissioner Brown moved to authorize the installation of a street light at the northwest corner of Paloma Street and Locust Avenue. Seconded by Commissioner Crap~ and carried. Commissioner Baker moved to authorize the transfer of $100.00 from Contingency Account #8150 to Engineering T~avel Account #500?. Seconded by Commissioner Brown and carried. After consideration, Commissioner Wilson moved to authorize the Mayor to execute a lease of water main from Atlantic Coast Line Railroad Company and introduced a R~solution approving same. Seconded by Commissioner Baker and unanimously carried. Said Resolution being in words and figures as follows; Be it resolved by the City Commissioners of the City of Sanford, Florida in regular meeting assembled that~the Mayor-Commissioner be, and he hereby is authorized to enter into an agreement with the Atlantic Coast Line Railroad Company, and to sign same on behalf of said City, whereby the Railroad Company grants unto said City the right or license to maintain for the purpose 6f conducting water the Railroad Company's 8-inch cast iron pipe at Sanford,Florida across and under a 15-foot right, of way conveyed to the Railroad Company by David K. Shearer and wife Kate M Shearer by deed dated January ll, 1916 recorded in Deed Book 7, Page 317, of the Public Records of Seminole County, Florida; a 10-foot right of way conveyed to the Railroad Company by M. M. Smith (single) by deed dated January 19, 1916, recorded in Deed Book 7, Page 30~, of the Public Records of said County and State and a 15-foot ~ight of way conveyed to the Railroad Company by M. M. Smith (single) by deed dated January ~9, 1916 recorded in Deed Book 1, Page 278, of the Public Records of said County and State; as more particularly described in said agreement which agreement is dated November 8, 1960, and copy of which agreement is filed with the City Commissioners of the City of Sanford, Florida. Commissioner Wilson moved on the reappointment of A. K. Shoemaker, Jr., to the Board of Adjustments and Appeals for a three-year term which expires December 13, 1963. Seconded by Commissioner Baker and carried. Commissioner Baker moved to prohibit parking on the east side of Mellonville Avenue from Rosalia Drive to Twenty-fifth Street. Seconded by Commissioner Brown and ~arried over the dis- senting vote of Commissioner Crapps. Seconded by Commissioner Wilson and carried. After comparison of prices submitted, Commissioner Brown moved the lowest bid, that of International Harvester Company at price of $2,764.67 for International #460 tractor with five foot rotary mower, with the addition of a slip clutch on the mower and deluxe seat on tractor at a cost of $40.06. Seconded by Commissioner Baker and carried. After comparison of prices submitted and types of machines, Commissioner Baker moved on the bid of a National full keyboard adding machine from Florida Business Equipment Company at a price of $234.60. Commissioner Brown next introduced Ordinance No. ?40, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING, VACATING AND ABANDONING THAT CERTAIN NORTH-SOUTH ALLEY BETWEEN 23rd AND 24th STREETS AND MAGNOLIA AND PARK AVE. amd sage was placed on its first reading and read in full. Commissioner Brown then moved the waiver of the requirement of the second reading of Ordinance No. ?40, and that same be placed on its final passage and adoption. Commissioner Wilson moved to authorize the City Manager to a3~ertise f.er bids for the drilling of a six inch test well and a two inch observation well fo~ a proposed well field. Seconded by Commissioner Baker and carried. On motion of Commissioner Brown, seconded by Commissioner Baker and carried, minutes of regular meeting of October 10, 1960, next approved. Commissioner Wilson moved to authorize the exchange of the City's clay pit on the Paola Road north of the Country Club for the Seminole County Jail property located on Fulton Street in Block IN, Tier 4, Traffords, however, reserving City rights to continue to dig clay and sand fro[ ~aid clay pit. The County is to retain use of the Jail until a new jail is completed. Seconded by Commissioner Baker and carried. After considerable discussion the City Attorney was authorized to prepare desired legislative requests to be submitted to the legislative meeting on January 15, 1961, the followi~ 1. To provide for a combined County-City registration roll. 2. To provide for combined County-City voting place and use of machines. 3. To provide for municipal use of county assessment rolls. To provide for participation in the federal urban renewal plan re: Tampa, Tallahassee, and Dade County for slum clearance purpose. To consider the tenure of office for a City Commissioner from 3 years to 4 years. To consider increasing the bid restrict£on clause from ~200.00 to ~500.00. To appoint the City Manager as Chief Personnel Officer. To provide for collection of costs for the cleaning of vacant property to be possible by an assessment against the property that is due prior to the payment of any taxes. de To pr~v~/amendments in the Firemen and Policemen pension laws.
