The City Commission of the City of Sanford, Florida, met in regular session at the
City Hall in the City of Sanford, Florida at 8:00 o'clock P. M. on December 12, 1960.

The meeting was called to order by the Chairman.
B. L. Adams, 1513 Mellonville Avenue, next appeared and requested a tax adjustment GU
Lots 6 and 7, Block G, Buena Vista Estates, and further stated that due to a misunderstanding
regarding completion of his house, he was n0t allowed to file for homestead exemption at the
county office.
After consideration, Commissioner Baker moved to table action on said request. Seconded
by Commissioner Crapps, and upon vote same was not carried.
0n motion of Commissioner Brown, seconded by Commissioner Baker and carried, the 1960
valuation and tax, as sUbmitted by the Tax Assessor on the aforesaid property were sustained.
Mrs. Eric Vihlen, President of Sanford Garden Club, next appeared and read a letter of
thanks to the Commission for their cooperation in making their state flower show a success.
Commissioner Brown moved to purchase for $90.00, the ~ine large shrubs which were
planted at the Civic Center for the flower show. Seconded by Commiss£oner Wilson and carried.
Dr. Dietz, R. Aten, Wm. Leffler and Wm. Bush, next appeared to present and explain the
first phase of the engineering findings and recommendations~pertaining to the supply, storage
and distribution of City Water System.
Following the recommendations of the aforesaid engineers and on motion of Commissioner
Baker, the City Manager was authorized to advertise for bids on test wells on country club
property and a new twelve inch or fouteen inch well south of well number four at present well
field site on Highway 17-92, and further authorized the engineers to prepare plans to change
the input of lime and chlorine and to raise the height of division wall in reservoir, and to
supervise the necessary repairs to the electric automatic controls at the water plant.
COmmissioner Baker next introduced Resolution No. 936, and after being read in full
moved its passage and adoption. Seconded by Commissioner Wilson and carried by the unanimous
vote of the Commission.
Said Resolution No. 936 being in words and figures as follows:
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SANFORD,
FLORIDA ESTABLISHING DEPOSITORIES FOR CITY FUNDS DURING THE
YEAR 1960-1961
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SANFORD, FLORIDA, THAT THE
SANFORD ATLANTIC NATIONAL BANK and FLORIDA STATE BANK OF SANFORD, be and they are hereby
declared to be depositories for City funds for the year 1960-1961, pursuant to requirement of
the City Charter.
BE IT FURTHER RESOLVED that a copy of this Resolution shall be delivered to the
President of each of said institutions and that the same be spread upon the minutes of the
City Commission.
BE IT FURTHER RESOLVED that this Resolution shall become effective immediately
upon its passage and adoption.

After comparison of prices submitted, and on recommendation of the City Manager,
Commissioner Baker moved the acceptance of the bid of Caldwell Mower Sales to furnish one
Kut-Kwick sixty inch mower at a price of $949.38. Seconded by Commissioner Brown and carried.
After comparison of prices submitted, Commissioner Brown moved the acceptance of the
lowest bid, that ~ Bell's X1000 Station to furnish a three wheel motor vehicle at a price of
$596.25 without a trade-in. Seconded by Commissioner Wilson and. carried.
Commissioner Baker moved to transfer $475.00 from Contingency Account No. 8150 to
Parks Department, Shrubs~Plants, Account No. 4120. Seconded by Commissioner Wilson and
carried.
Ordinance No. 741, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, CLOSING,
VACATING AND ABANDONING THE NORTHERLY 413 FEET OF THAT
CERTAIN NORTH-SOUTH ALLEY BETWEEN SEMINOLE BOULEVARD
AND COMMERCIAL STREET AND MAGNOLIA AND PARK AVENUES.
introduced and placed on first reading at regular meeting of November 28, 1960 was next
placed on final reading.

Commissioner Brown next introduced Ordinance No. 742, entitled:

VACATING AND ABANDONING THE WESTERLY 10 FEET OF MAGNOLIA
AVENUE ABUTTING LOTS 12 and 14, LANES ADDITION TO SANFORD
and same was placed on its first reading and read in full.
Commissioner Brown then moved the waiver of the requirement of the second reading of
Ordinance No. 742, and that same be placed on its final passage and adoption.
Thereupon the question recurred on the waiver Of the second reading, the roll was
called and the vote stands as follows:

Thereupon the Chairman announced that the City Commission of the City of Sanford,
Florida, by unanimous vote had passed and adopted said Ordinance No. 742, entitled:
AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, cLOSING,
VACATING AND ABANDONING THE WESTERLY 10 FEET OF MAG-
NOLIA AVENUE ABUTTING LOTS 12 and 14 LANES ADDITION
TO SANFORD.
On motion of Commissioner Wilson, seconded by Commissioner Baker and carried, employees
were granted salary reclassifications as follows:
Nathaniel Whitaker, 3-C (45.60/Wk) to 3-D ($49.04/Wk)
John B. Howard, 20-D ($60.81/Wk) to 11-D ($64.09/Wk)
Homer Thomas, 20-D ($85.74/Wk) to 20-E ($89.02/Wk)
0n motion of Commissioner Brown, seconded by Commissioner Baker and carried current
invoices and payrolls next approved, as evidenced by General Fund Florida State Bank Vouchers
Nos. 4411 thru 4611, and General Fund Sanford Atlantic National Bank Vouchers No. 8060 thru
8124, and Water and Oewer Revenue Fund Sanford Atlantic National Bank Vouchers Nos. 447 thru
453.
On motion of Commissioner Brown, seconded by Commissioner Baker and carried, minutes
of special meetings of October 14, 18 and November 9, and regular meetings of September 12,
October 24, November 14, ~d 28, 1960 next approved.

Consideration next given to proposal of making an additional charge for turning on
water after office hours, and after discussion, Commissioner Baker moved to table same for
further study. Seconded by Commissioner Brown and carried.
Commissioner Baker moved to accept the resignation of E. A. 011iff, Jr., as Munici-
pal Judge effective January 1, 1961. Seconded. by Commissioner Brown and carried.
