The City Commission of the City of Sanford, Florida, met in adjourned annual session
at the City Hall in the City of Sanford, Florida, at 8 ~!clock P. M'. on January 4, 1961.

The meeting was called to order by the Chairman.
Recommendati~ons next submitted by former Municipal Judge E. A. 011i£f, Jr., and on
motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, the Commission
aUthorized the following:
Suspe~.~ono6~dlgood behavior of balance of Sentence imposed on
Nelson Brown, Jr. Docket case #64121 dated October 24, 1960.
Balance of sentence imposed on Nathanial Griffin, Docket
Case # 64311 and 64312 dated December 2, 1960 and 64391 dated
December 19, 1960
Suspension on good behavior of the balance o£'sentence imposed on
James Hankerson, Jr., Docket case #64342 and 64343 dated December
9. 1960.
On motion of Commissioner Browne seconded by Commissioner Baker and carried, the
Tax Assessor was authorized to adjust City Taxes assessed through error, on City owned property
as follows:
Lots 16 thru Lot 30, Block 4, Palm Terrace
Lots ~ thru Lot 30 Block 4, Palm Terrace
Lots i thru Loti330 Block 8, Palm Terrace
Lots 17 thru Lot 32, Block 9, Palm Terrace

After discussion and. on motion of Commissioner Brown, seconded by Commissioner Baker
and carried, Parking regulations were amended as follows:
(a) Parking spaces on both sides of Fulton Street in front of
the Sheriff's office were designated for 15 Minute Parking
(b)
Two Parking spaces in front of Chase and Company office at
202 Oak Avenue were designated 15 minute parking.
(c) Both sides of Magnolia Avenue from 3rd to 4th Streets
were designated for one hour parking.
HeG~est next submitted by Williams and Barks for a metered Public parking lot on their
property on Oak Avenue behind the avalon building, and on motion of Commissioner Brown,·
seconded by Commissioner Baker and carried, same was denied, due to same being too small of an
area, providing only 12 parking spaces.
Request next submitted by Lillie Harris for a transfer of City Taxi license No. 491
from Lillie Harris and George Willie Price. On motion of Commissioner Wilson, seconded by
Commissioner Crapps and carried, same was approved.
0n motion of Commissioner Brown, seconded by Commissioner Crapps and carried, minutes
of regular meeting of December 26, and special meeting of December 28, 1960, were next approved
On motion of Commissioner Brown, seconded by Commissioner Crapps and carried, intro-
duction cards were next authorized to be provided for each Police Officer.
Commissioner Brown next introduced Resolution No. 937, and after being read in full
moved its passage and adoption. Seconded by Commissioner Wilson and carried by the following
vote of the Commission:

A RESOLUTION~OF THE CITY COMMISSION OF THE CITY
OF SANFORD, FLORIDA, COMMENDING AMBROSE 0LLIFF
FOR HIS OUTSTANDING SERVICE AS MUNICIPAL JUDGE
OF THE CITY OF SANFORD,~FLORIDA.
WHEREAS, AMBROSE OLLIFF has served as Municipal Judge of the City of Sanford, Florida,
from October 1, 1957 to December 51, 1960, and
WHEREAS, A~$ROSE 0LLIFF has found it necessary to retire from service as Municipal
Judge, and
WHEREAS, AMBROSE OLLIFF in the performance of his duties as Municipal Judge has
worked diligently and unselfishly to maintain the high standards of justice within the judicial
system of the City of Sanford and to such degree has promotted the welfare of this City and its
people, and has devoted to such service time and effort above and beyond the call of duty, and
it is the feeling and desire of the City Commission that proper recognition and appreciation
be expressed to this retiring Judge for the conscientious efforts he has devoted in such
capacity,
NOW THEREFORE, BE IT RESOLVED by the City Commission of the City of Sanford, Florida
that the sincere commendation and appreciation of the City Commission both for itself and th~.
people of this community be~ and the same is hereby expressed to AMBROSE OLLIFF for his out-
standing service while Municipal Judge of the City of Sanford, and that a silver trgy be given
as a token of such commendation and appreciation.
BE IT FURTHER RESOLVED that this Resolution be spread upon the minutes of the City
Commission and copy thereof delivered to AMBROSE OLLIFF.

AS THE CITY COMMISSION OF THE
CITY OF SANFORD
On behalf of the City Commission, Mayor Higginbotham at this time presented Municipal
Judge 011iff with a "Silver Tray" in recognition of,his service to the City while serving as
Municipal Judge.
Judge 011iff then expressed his thanks and appreciation to the members of the Com-
mission, the City Manager, the Police Department, and the Clerk's office for their cooperation
during his term of office as Municipal Judge.
There being no further business to be transacted by the outgoing board, the meeting
adjourned sine die.
On behalf of the City Commission, Mayor Higginbotham at this time presented Commissione
Brown with a "silver cigarette box" in recognition of his service to the City while serving the
Commission.
Commissioner Brown then expressed his thanks and appreciatiOn to the members of the
Commission, the City Manager and to the employee, s in the various departments for their splendid
cooperation during his term of office as City Commissioner.
Commissioner Higginbotham also expressed his appreciation to the members of the com-

mission and employees for their cooperation during his term of office as Mayor, and cited the
efforts and accomplishments of a unified Commission during said tenure.
The Commission then reconvened for the purpose of organization, Commissioners Thomas
S. McDonald and A. L. Wilson signing the oath and acceptance of office, and being seated as
Commissioners of the City of Sanford, Florida, for a three year term.
On motion of Commissioner Baker, seconded by CommiS~ner Cr~pps and carried, Commission~
Wilson was next appointed temporary Chairman, pending the election of Mayor.
The first order of business being the election of a Mayor for ~he ensuing year, Com-
missioner Higginbotham nominated Commissioner Baker, Commissioner McDonald moved that the
nominations be closed and that the Cierk be instructed to cast a unanimous ballot for Com-
missioner Baker as mayor. Seconded by Commissioner Crapps and carried.
Thereupon Commissioner Baker was declared to be the duly elected Mayor of the City
of Sanford, Florida, for the year 1961, and signed the oath and acceptance of office and took
the. Chair.
Commissioner Wilson next introduced Resolution No. 938, and after being read in full
moved its passage and adoption. Seconded by Commissioner Crapps and carried by the following
vote of the Commission.

WHEREAS, ROBERT S BROWN has served as a City Commissioner of the City of Sanford,
Florida from January 7, 1958 to January 3 1961, and
WHEREAS, ROBERT S BROWN has now completed his term as a member of the City Commission
of the City of Sanford, Florida, and has reti'red] from its membership, and
WHEREAS, Robert S. Brown in addition' to the abo~e has heretofore served most effectively

on the Zoning and Planning Board of the City of Sanford, Florida, and as ha~rman thereof, and
WHEREAS, ROBERT S. BROWN in the performance of his duties as a member of the City
Commission and his additional performance on the Zoning and planning Board has worked diligently
and unselfishly for the betterment and welfare of this City and its people, and devoted to such
services time and effort above and beyond the call of duty, and it is the feeling and desire of
the present City Commission that proper recognition and appreciation be expressed to this re-
tiring member for the conscientious effort devoted to the City.
NOW THEREFORE BE IT RESOLVED, by the City Commission of the City of Sanford, Florida
that the sincere commendation and appreciation of the City Commission both for itself and for
the people of this' community, be, and the same is hereby expressed to ROBERT S BROWN for his
outstanding contribution in public service, and that a silver cigarette case be given as a token
of such commendation and appreciation.
