M The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M. on January 23, 1961. Present: Commissioner Joe B. Baker J.H. Crapps " Earl Higginbotham " Thomas S. McDonald City Attorney Wm. C. Hutchison, Jr., City Manager W. E. Knowles City Clerk, H. N. Tamm, Jr. Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams Absent: Commissioner A. L. Wilson The meeting was called to order by the Chairman. Messrs, Leffler & Bush, Engineers, next appeared to present a proposed 6 months con- tract for a fee not to exceed $1,800.00 for supervision of the municipal water plant, said super~ vision to include: (a) (b) Periodic inspections and examinations of the conduct of water plant operatio~ for the purpose of determining whether said plant is being operated efficiently and in accordance with acceptable engineering and sanitary standards Re-establishment of the use of automatic controls, includ- ing c~oordination of repair of such controls not presently in~:Sps~a~ing:::c6fldi, tion. (c) mstabllshment and Conduct of a program of instruction and education of water.department personnel in taking water samples and making routine chemical and bacteriological analyses of water samples. (d) Other specific supervision of the water plant as may be requested from time to time by 'the City Manager. After consideration of the aforesaid contract and on motion of Commissioner McDonald, seconded by Commissioner Higginbotham and carried, the Mayor was authorized to execute same. .Consideration next given to the recommendations for improvements to the wate~ supply system as submitted by Engineers Clark, Daily & Dietz and Leffler & Bush. 0n motion of Commissioner Crapps, seconded by Commissioner McDonald and[ carried, the City Attorney was authorized to obtain a twenty-five foot easement for water lines and service road from the 100 x 100 foot plat in the southwest corner of the well field site to 12 inch water line-on highway 17-92, across property the City transferred to the American Legion, Harcar Aluminum Company, York Mfg. Company and Brookfield Mills. On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, the City'Attorney was authorized to obtain an easement f6r wells and water lines on the Munici- pal Golf Course leased to the Mayfair Inn. On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, the City Manager wad authorized to advertise for bids on the following: (a) Twelve inch permanent water well with 600 gpm minimum yield to be located at the southwest corner of present well field site on highway 17-92. (b~ Two observation test wells of four inches each and one eight inch test well, with an alternate bid to substi- tute for the eight inch well, a twelve inch ~~ permanent well, all to be located at the Municipal Gold Course site. On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, the City Attorney was authorized to notifY the National Exhibition Company of cancellation of the lease between the City and the National Exhibition Company dated OctoBer 7, 1957, or if necessary give National Exhibition Company a 30 day notice of cancellation of ~said lease. After considerable discussion, Commissioner Crapps moved to table action on'the MINUTES' ' City Commission, Sanford, Florida, January 23 at,. 8 P.M. .19 61 authorization of the adoption of the 1960-61 revised edition of the Southern Standard Building Code until'presentation and approval of the proposed zoning regulations are submitted by plan- ning conSultant George Simons. Seconded by Commissioner Higginbotham and same failed to be carried over the dissenting votes of Commissioner McDonald and Commissioner Baker. Commissioner McDonald then moved to authorize the City Attorney to prepare the necessary Ordinance for the adoption~ of the 1960-61 revised edition of the Souther Standard Building Code, deleting section 105.1 pertaining to a double fee for failing to obtain a permit. Seconded by Commissioner Higginbotham and. carried over the dissenting vote of Commissioner CrapP: The next order of business being a public hearing to consider rezoning the property as proposed and described in the following legal "Notice" Cublished in the Sanford Herald on January 3, 1961: NOTICE OF PUBLIC HEARING ON PROPOSED CHANGES AND AMENDMENTS IN THE CERTAIN DISTRICTS AND BOUNDARIES OF THE ZONING ORDINANCES OF THE CITY OF SANFORD, FLORIDA. Notice is hereby given that a Public Hearing will be held at the Commission Room in the City Hall in the City of Sanford, Florida, at 8:00 o'clock P. M.:,~ January 23, 196I', to con- sider the following changes and amendments to the Zoning Ordinance of the City of Sanford, Florida. hearing. The property located on the East side of Oak ~venue between 2?th-and 28th Streets is proposed to be rezoned C-N (Commercial Neighborhood shoP- ping) District. Said property being more par- ticularly described as: Lots 4, 5 and 6, Park View Subdivision. The Chairman then announced that the Commission would be glad to hear from anyone in favor of, or against rezoning the property as proposed and described in the foregoing notice. There being no objections registered, Commissioner Higginbotham moved that the proper- ty described be rezoned as advertised. Seconded by Commissioner McDonald and carried. On recommendation of the City Manager and on motion of Commissioner Crapps, seconded by Commissioner Higginbotham and carried, salary reclassification was authorized as follows: Bennie Payne from 3-D ($49.04/week) to 3-E (~5OYil/wk) Proposal next submitted by Carraway & McKibbin Insurance Agency to add to the fire and lightning insurance coverage on all municipal buildings and contents the Extended Coverage En- dorsement under the new Institutional and Public Property Plan of quarterly self-inspections and good housekeeping as set forth by the ~insurance company. The agency further pointed out by eliminating the duplicating coverage of the aircraft peril on all municipal buildings and contents and glass coverage policy at the Civic Center, that the net additional premium would be $196.21, for the proposed additional coverage. On recommendation of the Cigy Manager and on motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried, the aforesaid recommendations and. changes were approved. On motion of Commissioner McDonald, seconded by Commissioner Crapps and carried, the MINUTES City Commission, Sanford, Florida, January 23 at 8 P.M. 19. 61 City Manager was authorized to negotiate with Mr. Norway of De,and, Florida, on the purchase of cages and fence for the zoo at a cost of not to exceed ~1,400.00, and to transfer that sum plus ~100.00 for acetylene, from the contingency account. Commissioner Higg~nbotham next introduced Ordinance No. ?46, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA AMENDING CHAPTER 14-13, The CODE OF THE CITY OF SANFORD, FLORIDA, SAID CHAPTER PROVIDING A SCHEDULE OF OCCUPATIONS AND LI- CENSE TAXES, SAID AMENDMENT AMENDING THE LICENSE RE- QUIREMENTS FOR SOLICITORS BY PROVIDING AN EXEMPTION FOR SOLICITORS OPERATING FROM A BUSINESS ESTABLISHMENT PAY- ING AN OCCUPATIONAL FEE~ and same was placed on its first reading.and read. in full. Ordinance No. ?43, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA AMENDING ORDINANCE NUMBER 644 OF SAID CITY, SAID ORDINANCE PROVIDING FOR THE ABANDONMENT OF AN ALLEY IN GRACELINE COURT BUT RESERVING THEREIN A PUBLIC UTILITIES EASEMENT, SAID AMENI)- MENT ABANDONING A PORTION OF SAID PUBLIC UTILITIES EASEMENT RESERVATION. introduced and placed on first reading at regular meeting of January 9, 1961, was next ~laceduo~ ~ts final reading. The City Attorney reported that Deputy Commissioner W. Stewart Gilman of the Florida WOrkmens Compensation Commission, had ruled in the case of Wesley Petty vs City of Sanford, that Mr. petty was entitled to compensation. On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried, the City Attorney was authorized to appeal the ruling to the full commission of the Florida Workmens Compensation Commission.
