022761-Regular Session MINUTES ,. City Commission, Sanford, Florida, F~ebruary 27 at. 8, P. M. The City Commission of the City of Sanford, Florida, met in regular session at the City Hall in .the City of Sanford, Florida, at 8:00 o'clock P. M. on February 27, 1961. Present: Commissioner Joe B. Baker, Mayor " J.H. Crapps " Earl Higginbotham Thos. S. Mcdonald '" A.L. Wilson City Attorney Wm. C. Hutchison, Jr. City Manager W. E. Knowles City Clerk H. N. Tamm, Jr., Deputy Clerk Rosa M. Rotundo Police Chief R. G. Williams The meeting was called to order by the Chairman. H. H. Hurston, spokesman for a group of licensed taxi cab drivers, next appeared to sub- mit a list of names of operators and tag numbers of taxi cabs which they purport to be operating without the proper City license, and after discussion, the list was given to Chief Williams for further investigation. Leo Butner, member of Fifty Associates Bar-B-Que Club, next appeared and proposed that his organization,'Itogether with the Oak Ridge Supper Club and the Perishable Tramps Association would donate !~3,000.00 towards the construction on City property east of the swimming pool of a pole type shed and bar-b-que pits, tables and benches. After consideration, Commissioner Crapps moved to accept the contribution and authorized the City Manager and Building Official to work out the details for said construction and to reserve the first, second and third Wednesdays from October thru April for use by these three clubs, and use by all other groups to be on a rental basis. Seconded by Commissioner Wilson and carried. Mr. W. A. Morrison next appeared to prese~ti.:the following lett. er: City Commission Sanford, Florida Gentlemen: In consideration of the City of Sanford, Florida, clOsing and vacating the following portion of an alley, to-wit: That certain north-south alley between Seminole Blvd. and Commercial Street, and Sanford and Palmetto Avenues, in the City of Sanford, Florida , less the South 158.~9 feet thereof, Strickland-Morrison, Inc., guarantees to provide or have provided to the City of Sanford, Florida, a satisfactory sewer easement within the perim- eter of the following described land, to-wit: Begin at the NE Corner of Lot &?, Lakeview Park, according to plat thereof recorded in Plat Book 3, Page &l, of the public records of Seminole County, Florida, run thence South along the West boundary of Sanford Avenue 286.30 feet, thence West and parallel to North boundary of Commercial Street to the East boundary of Palmetto Avenue, thence North along the East boundary of Palmetto Avenue 208.2 feet to the Southerly boundary of Seminole Boulevard, thence Southeasterly along the Southerly boundary of Seminole Boulevard to point of beginning. Strickland-Morrison, Inc., further guarantees that said City of Sanford, Florida, will be paid or reimbursed, the expense of moving the existing sewer located in the above described alley, and to indemnify the City of Sanford, Florida, the expense of having to move said sewer. C. C. Flowers next appeared with regards to his request of February 13, 1961, for a beer and wine license for consumption off premises, at 501 French Avenue, and after discussion Commissioner Higginbotham moved the approval of said request. Seconded by Commissioner Crapps and carried. After consideration and on motion of Commissioner McDonald, seconded by Commissioner Higginbotham and carried over the dissenting vote of Commissioner Crapps, that area from 2?th Street to 29th Street and from Sanford Avenue east to City Limits and the Praver home Subd., area on the east side of Sanford Avenue were approved as area from which annexation petitions would be received. On recommendation of the City Manager and on motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, mlary reclassification was authorized as follows: Edwln F. Brooklyn 17-C (?5.5~/wk to I?-D (??.?3/wk) On motion of Commissioner Wilson, seconded by Commissioner Higginbotham and carried, the City Attorney was authorized to prepare a proposed local bill to be submitted to the next session of t~e State Legislature for their approval, providing for the issuance of Revenue Bonds, Excise bonds, and/or Assessment Bonds and for proceeds to guarantee payment of said. bonds. Clifford McKibbin next appeared to explain the Zoning and Planning Boards action of re- versing its original approval of proposed rezoning of property on east side of Sanford Avenue between 25th Place and 26th Street. After consideration and on motion of Commissioner McDonald, seconded by Commissioner Higginbotham and carried, the Commissbn amended their actio~ of regular meeting of February 13th to rezone to C-1 (Commercial-retail) District. Said action actually was intended to re- zone to C-T (Transient-Commercial) District, based on use of property as follows: Lots 1 through 36, Block 2, Palm Terrace and Lot lA, Seminole Heights. Commissioner next introduced 0rd. inance No. ?~7, entitled: AN ORDINANCE OF THE CITY OF SANFORD, FLORIDA, AMENDING ORDINANCE NUMBER 362 OF SAID CITY, AS AMENDED, SAID ORDINANCE.BEING AN ORDINANCE ESTABLISHING A ZONING PLAN WITHIN THE CITY OF SANFORD, FLORIDa, SAID AMENDMENT TRANSFERRING CERTAIN TERRITORY FROM R-1 (SINGLE-FAMILY) RESIDENTIAL DISTRICT, TO C-T (COMMERCIAL-TRANSIENT) DISTRICT. and same was placed on its first reading and read in full.: Commissioner Higginbotham then moved the waiver of the requirement of the second reading of Ordinance No. ?47, and that same be placed on its final passage and adoption. On motion of Commissioner Wilson, seconded by Commissioner Crapps and carried, minutes of regular meeting of February 13 and special meeting of February 20, 1961, next approved. Petition, certified by the Tax assessor of SeminOle County, next submitted by owners of property',lying between Grapeville Avenue and West City Limits and South of McCracken Road, requesting annexation of said area, and on motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried, the City Attorney was authorized to prepare a ordinance for same. '. The City Manager next reported that several complaints had been received pertaining to the heavy growth of weeds and brush on Lots 5/8 and 16/i8, Fairview Subdivision, and was authorized to have the City forces clear t~e lots and assess the owner for same. On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried by the unanimous vote of the Commission, the Mayor and City Clerk were authorized to execute MINUTES CiO Commission, San~rd, Florida,: February _27-at..8 P.M. 19 61 Resolution as follows: TO END THE MULTI-BILLION DOLLAR DIVERSION OF ,MOTOR FUNDS BY THE FEDERAL GOVERNMENT. PROVIDE EMPLOYMENT FOR HUNDREDS OF THOUSANDS OF OUR FELLOW CITIZENS. PROMOTE THE CIVIC ~ELFARE OF EVERY COMNUNITY IN THE NATION. TO HELP RESTORE NATIONAL PROSPERITy. R-E-S-O-L_U_T_I_O_N ~EEREAS, Official Government records show that there are ~,~00,000 miles of public roads in the United States, 2,600,000 miles are state.and local roads and 7~,278 miles are Federal- aid roads, and WHEREAS, in 1960 the Federal Government collected ~,~00,000,000 from the motorists in gasoline and other excise taxes for Federal-aid road improvements. Of this sum, ~,~00,000,000 or 59.6~ was authorized for expenditure on the Federal aid System, and ~1,?00,000,000-or was diverted for other government purposes, and WHEREAS, of the money allocated for Federal Aid, ~2,500,000,000 was authorized for im- provements on the Federal Interstate 'System, which is estimated will carry only 20~ of the total highway traffic when completed, and WHEREAS, the state and local roads now carrying 3~'of the total traffic receive no Federal-aid funds, and WHEREAS, the motor fund diversion and taxing policies of the Federal Government have forced our state and local road officials to curtail essential improvements on the state and local road ~hi~h~t~affic figures show are of great benefit to the motorists, and WHEREAS, as a direct result of this policy® the motoring public has been deprived of billions of dollars worth of critically needed road improvements, and hundreds of thousands of our fellow citizens have been deprived of employment; therefore be it RESOLVED, that we, the undersigned, hereby endorse amendments to the Federal Aid Highway Acts to provide a NATIONAL HOME RULE ROAD PROGRAM to require that all Federal gasoline and excis~ taxes be placed in the ~IGHWAY TRUST FUND to be used exclusively for road improvement purposes, 60~ of the Trust Fund to be used to continue improvements on the Federal Aid SYstem and the othe~ ~0% to be allocated to the states --20% to be used for state highways and the other 20~ to be allocated by the states to t ~e~r political subdivisions on a fair population and mileage basis for the improvement of local roads. This program, when enacted by Congress, will end the multi-billion-dollar diversion of motor revenues; guarantee the motorists a balanced program of improvements on all classes of roads--federal, state and local; promote the civic welfare of every community in the nation; help restore national prosperity by providing employment for over ~00,000 men on the roads and in the road-building material, equipment and construction industries; an~ be it further RESOLVED, that copies of this resolution be forwarded to. the local newspapers, radio and television stations and to our U.
