The City Commission of the City of Sanford, Florida, met in regular session at ~he City
Hall in the City of Sanford, Florida, at 8:.00 o'clock P. M. on March, 1961.

The meeting was called to order by the C}~airman.
Consideration next given to vacating, closing, and abandoning a portion of East Eleventh
Street in accordance with Public Hearing held March 13, 1961. There being no objections regis-
tered, and on motion of Commissioner Higginbotham, seconded by Commissbner McDonald and carried,
the City Attorney was authorized to Drepare an ordinance, for same.
Consideration next given to the licensing of professions and occupations and allowances
for exemptions from same.
The City Attorney then stated that under the provisions of the City Charter, Section 6,
paragraphs 11 and 17, that said licensing and exemptions therefrom rests within the scope of
responsibility of the City Commiss~_on. The City Commission then directed, that ali applications
for exempt licenses would be subject to their review.
David L. Remley, Secretary-Treasurer of the Capri Restaurant,next appeared and requested
that their license for the sale of liquors for consumption on premises be extended to include
Sundays, from ~:30 ~ M. until midnight. On motion of Commissioner Wilson, seconded by
Commissioner Crapps and carried, same was tabled for futher consideration.
Consideration next given te the vacancy of the position of Recreation and Parks Director
created by the resignation of Ronald Perry effective April 15, ~961, and Commissioner Higgin-
botham moved on the appointment of a Director at a starting salary of ~5,~0~.00 a year. Seconded
by Commissioner Crapps.
Commissioner McDonald Moved to tsble said' motion for further consideration. Seconded by
Commissioner Wilson and carried by the following vote of the Commission:

Further consideration was next given to the exemption of Civilian Defense shelters from.
ad valorem taxes and building permit fees as authorized by the Commission on March 13, 1961,
and on motion of Commissioner Wilson, seconded by Commissioner Crapps and carried over the
dissenting vote of Commissioner McDonald, requirements were further specified as follows:
(a) 10 square feet per person.
(b) Equivalent wall and roof thickness of 8 inches solid concrete;
or 10 inckles of solid brick; or 12 inches of earth; or 30 inches
of wood.
(c) Baffle entrance.
(d) Mechanical means of circulating filtered air.
(e) Following the purpose and intent of MP-15 Bulletin.
Commissioner Higginbotham moved to authorize the City Attorney to-prepare an ordinance
to exempt all governmen2a! agencies that operate on a direct appropriation from the Municipal
Utility Tax as set forth in Ordinances 379 & &2~. Seconded by Commissioner Mcdonald and carried

After discussion, Commissioner Higginbotham moved to authorize the City Attorney to pre-
pare an Ordinance annexing the Prayer Home Subdivision east of Sanford Avenue. Seconded by
Commissioner McDonald and carried.
On motion of Commissioner Higginb~tham, seconded by Commissioner McDonald and carried,
parking regulations were amended as follows:
(a) No Parking on Celery AvenBe East of Mellonville.
After discussion of the necSssity of enclosing the open portion of Pump Branch Creek,
which now handles the addition drainage from ~he improved paving of Sanford Avenue south of
25th Street, and on motion of Commissioner Wilson, seconded by Commissioner Crapps'and carried,
the City Attorney was authoriZed to prepare a Resolution to be presented to the County Com-
missioners requesting their joint participation on this project.
On motion of Commissioner Higginbotham, seconded by Commissioner Crapps and carried,
Edward F. Lane and B. L. Perkins, Jr., were reappointed to the Board of Adjustments for three
year terms effective April 14, 1961, ending April 14, 1964.

On motion of Commissioner Wilson, secon~ded by Commissioner Crapps an~ carried, the Plat
for Academy Manor Unit 1 was next approved, subject to the approval of 'the Zoning and Planning
Commission.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
minutes of regular meeting of February 2'7 and March 13, 1961, next approved.
On motion of Commissioner Higginbotham, seconded by Commissioner Wilson and carried,
installation of three 1,000 lumen street lights were approved at locations of intersections o~
Sanford Avenue as follows:
Sanford Avenue and Celery
Sanford Avenue and 25th Street
Sanford Avenue and 26th Street.
The City Manager next ~eported that Travelers Insurance Company has proposed approxi-
mately 21~ increase on the group insurance. On Motion of Commissioner Crapps, seconded by
Commissioner Wilson and carried, the City Manager was authorized to secure bids for this
coverage.
On motion of Commissioner Higginbotham, seconded by Commissioner McDonald and carried,
the Mayor and City Clerk were authorized to execute a deed to Florida State Bank for the --
Northerly 3 inches of the Southerly 10 ft

To set the CommissionerSs Salaries at $I00.00 per mOnth
(2) To combine City registration roll with the County, and to
· combine the voting with the County.
Permissive use of County Assessment for personal and real
assessments.
(4)To increase from ~200.00 to $500.00 as t?~e maximum purchase
value before advertising for sealed bids.
(5)Providing for issuance and payment of Revenue Bonds, Excise
Bonds and/or Assessment Bonds.
Commissioner Crapps moved to request the L~gislative Delegation to withdraw item:;
(1) as set forth above pertaining to Commissioners Salaries.
On motion of Commissioner~::Higginbotham, seconded by Commissioner Crapps and. carried,
the City Manager was authorized to prepare preliminary plans for dressing rooms and rest
rooms for performers utilizing the Civic Center Stage.
There being no further business the meeting adjourned.
